Sally has lived and worked in the Washington area since 1972.

Over the past three decades, Sally was an effective and influential voice on Capitol Hill on many crucial national issues, including Affirmative Action, Title IX, Fair Housing and Education. Sally is acknowledged by her colleagues as having played leadership roles in the development and passage of landmark civil rights legislation, including the 1982 reauthorization of the Voting Rights Act (1965) and the Civil Rights Restoration Act of 1987. She was devoted to the board and its primary mission of fostering excellence in teaching, and was a highly effective advocate both in Congress and nationally for improving education for all students.

Before working for the board, she served from 1983 to 1990 as special assistant to the majority leader, Sen. Robert C. Byrd, D-W.Va., on the Democratic Policy Committee.
