Florence Winifred Sites
Florence Winifred (Flood)
Sites died at her home with her
children at her bedside on Thursday,
June 4, 2009.
She was born on May 2, 1921
in Crawfordsville, Indiana, the
daughter of Carey S Flood and
Nellie May (Footitt) Flood. She
graduated from Farmland High
School in 1939 and was married
on June 7, 1941 to Phillip Franklin
Sites. They lived in Farmland,
Indiana until January of 1959.
She was active in the Psi Iot Xi
Sorority and an active member
of the Farmland Congregational
Christian Church. She was an
avid music lover, playing the piano
and the organ. She also sang
as part of a trio that performed
throughout central Indiana. She
was a member of the bridge club
that was formed in high school
and later become the calendar
girls of Randolph County. These
women posed for a calendar, a
la the movie “Calendar Girls,"
to try and save the Winchester
courthouse, a historical piece of
their community.
In January of 1959, Florence
and family moved to Livermore,
where Florence started a preschool
along with a close friend,
Vera Beckham. Both she and her
late husband were very active and
long time members of the Asbury
Methodist Church in Livermore.
In 2005, a recent widow, she
moved to Oakdale, California to
be with her daughter and son-inlaw.
In Oakdale she sang with
the choir at the senior center for
a short time and was a member of
the Community United Methodist
Church were she helped start
and afternoon ladies group.
She is survived by her daughter
and son-in-law, Ron and Peggy
A (Sites) Ragle of Oakdale;
her son and daughter-in-law,
Perry and Lisa Sites of Yucaipa,
CA; a grandson Eddie Ragle and
wife Laura of Waterford, CA; a
granddaughter Chelsea (Sites)
Howell and her husband Dan of
Redondo Beach, CA; two great
grandchildren Warren & Wendy
Ragle of Waterford; and several
nieces and nephews in Indiana,
Illinois, California and Colorado.
She was preceded in death by
her parents, brothers, sister and
husband of 62 ˝ years, Phillip
F Sites.

held at the Asbury United Methodist
Church, 4743 East Ave,
Livermore, CA on Thursday,
June 11, 2009 at 4 p.m. with a
dinner to follow.
DSRSD Director Thomas Ford
Thomas W. Ford, a member of
the Board of Directors of Dublin
San Ramon Services District
(DSRSD), recently died of natural
causes. Elected to the Board
of Directors in 2002, Director
Ford was involved in various
civic affairs around Dublin for
many years prior.
Most recently, Director Ford
served as Vice President of the
Board of Directors and on its
Personnel and Wastewater Committees.
He also was a member
of the Board of Directors of the
Livermore Amador Valley Water
Management Agency, a joint
powers authority comprised of
the cities of Livermore, Pleasanton,
and DSRSD that conveys
treated wastewater from the
member agencies’ treatment
plants to the San Francisco Bay.
“Director Ford brought very
strong financial expertise to the
District’s Board,” said DSRSD
General Manager Bert Michalczyk,
“and it served us well during
his tenure.”
“Director Ford promoted the
use of private sector efficiency
models in the public sector,” said
District Engineer Dave Requa,
citing efficiency measures of
the maintenance team as one
example. Director Ford was also
a strong proponent of the use of
alternative energies at DSRSD,
including photovoltaic power,
co-generation, fuel cells, and the
use of hybrid and alternative fuel
vehicles.
“Tom held his opinions
strongly, but was always open
to listening to the ideas of others.
If you could persuade him
in the give and take of debate,
he would change his mind when
convinced,” said Michalczyk.
“He asked tough, to-the-point
questions, expected good staff
work, but was understanding of
the real world in which the District
operates so he did not look
for perfection.”
Ford had a long and varied
career. In the military he was
stationed in Japan and various
other Pacific bases. After the
military he worked for several
companies in various sectors including
manufacturing, aerospace,
finance, and insurance.
While a Plant Layout Engineer
for Westinghouse, Ford planned
and coordinated the installation
of streamlined assembly line
equipment and improved the
flow of materials throughout the
plant. He also was instrumental
in turning around a failing Westinghouse
plant in California.
While working at AMPEX in
California, Ford and a coworker
created a business model that
was a comprehensive purchasing-
demand and shop-loading
system, a predecessor to what
is now known as supply chain
management.
Ford helped start Grassroots
Issues, an informational, halfhour
television program aired
on Cable Channel 26 that offers
a broad range of topics to educate
local viewers about current
issues.
From Pittsburgh, PA, Director
Ford has lived in Dublin with his
wife Jean since 1985. He holds a
Business Degree from Duquesne
University in Pittsburgh.
“He was a strong supporter of
District customers and staff in all
venues and in that regard,” said
Michalczyk, “we have all lost an
advocate and a friend.
Margaret M. DeCoite
Margaret M. DeCoite died on
May 29, 2009 at the age of 89.
She was born August 14, 1919
in Maui, Hawaii. She had been
a resident of Pleasanton for 24
years,
Margaret was a homemaker
and member of St. Augustine
Catholic Church in Pleasanton.
Her hobbies were cooking, baking,
and sewing. She loved to
sing and dance the hula while
playing the harmonica and ukulele.
Other interests included
crochet and gardening.
Her husband, Edward, passed
in Sept. of 1990 and her youngest
son, Reggie in August of 1995.
She is survived by her daughter
Patricia Duncan (Jim) of Pleasanton
and sons Edward DeCoite
(Helga) of Oakdale and Dennis
DeCoite (Joann) of Fontana.
Margaret is also survived by
nine grandchildren and 13 great
grandchildren and numerous
nieces and nephews.
A Mass was held at St. Augustine
Catholic Church in Pleasanton
followed by interment/burial
at St. Michael's Catholic Cemetery
in Livermore.
Both the DeCoite and Duncan
family would like to express a
special thank you to the caregivers
and staff of the Pleasanton
Nursing & Rehab Center along
with the Graham-Hitch Mortuary
of Pleasanton for their dedication
and service.
