Loving sister of two brothers who preceded her in death, Frank E. Ricks and Paul A. Ricksecker. Survived by one brother, Albert C. Ricksecker of Citrus Heights. Born in San Rafael, May 1, 1915. Earned a B.A. in Mathematics at Dominican College in 1936 and obtained a secondary teaching credential in 1937. First teaching job was at Williams High School in Colusa County where she was affectionately known as "Teach". Taught mathematics and science in California high schools for five years. Began a new career in 1943 as a war-time worker at Marinship in Sausalito and then as an engraver in 1944 at a San Francisco firm. Married Thomas Sills in 1945 upon his return from WWII service in Europe and devoted herself to her husband and family. Faithful member of St. Joseph's Catholic Church in North Sacramento for fifty years. SILVEIRA, JOSEPH W. Age 75, passed away Tuesday, November 27, 2001 following a prolonged illness. Born in Stockton California, he was a veteran of the Korean war and worked for many years for New York Life. He will be missed by all who knew him for his wit and understanding. He is survived by his daughter Deborah (Giles), in Mesa, Arizona, his son Kevin Silveira, in Antelope, California and three grandchildren, Brandon Giles, Karli (Giles) Wyler, and Bryson Giles. STARN, RICHARD B. Of Carmichael, CA, passed away on Thursday, Nov. 8, 2001. Dick served our country as a first sargeant in WWII, and worked for many years as a County Sealer for the Weights and Measures dept. He is survived by many loving and admiring nieces and nephews. A memorial service will be held Saturday Dec. 1st at 4 p.m. at St. George's Episcopal Church in Carmichael. Everyone who knew Dick thought of him as a true gentleman. TISDALE, ALLEN HAROLD Entered into rest Saturday, November 24, 2001 at the age of 89. An only child, he is a native of Bridgeport, Connecticut born Tuesday, March 19, 1912 and a resident of Rio Linda since 1953. He is preceded in death in 1998 by his beloved wife Georgina whom he met in Honolulu in 1934 and after a 2 year courtship they were married in 1936. They remained in Honolulu, surviving the attack of Pearl Harbor in 1947; they left Hawaii for the mainland abroad the USS Matsonia. They settled in the bay area until moving to the Sacramento area and in 1953 they decided to settled in Rio Linda and raise their family. He is the loving father of Raymond and Gilbert Tisdale, Barbara Knipe and Priscilla Smith. Precious grandfather of 8 grandchildren and 12 great grandchildren, also 1 great-great grandchild. He is also preceded in death by three children, Allen Jr., George and Ruth Marie. He was a dedicated Army veteran from 1933 through 1940. He was employed for Campbell Soup before joining the Rio Linda School District for 18 years. He will be missed by his fellow members of Eagles Lodge #9 and Woodman of the World Lodge #922. TREMBLE, RONA PEARL Born May 11, 1924 in Tyvan Saskatchewan, Canada. Passed away November 27, 2001 at the age of 77. She is survived by sister, Lily Tremble of Sacramento, CA, 2 nieces and 4 nephews. WESELY, FRANCES Frances C. Wesely made a peaceful transition on November 24, 2001 at Sutter Memorial Hospital after a 6 week hospitalization for a heart condition at the age of 82. Frances was a native Californian, born on June 13, 1919. Before coming to Sacramento Frances graduated from Courtland High School in the Delta, an area she loved dearly. France had a 45-year career with the County of Sacramento which began on May 21, 1947 when she started working at the old county hospital. Within a year she transferred to the Probation Department where she served the County of Sacramento for the next 45 years until her retirement on March 17, 1992 when she was honored by the Sacramento County Board of Supervisors. Frances had a passion to learn and continued to take classes at California State University Sacramento passed her 80th birthday. Frances was involved with AA for many years and would still go to meetings into her 80s. She also was a member of the Renaissance Society. Another passion of Frances' was corresponding with friends through writing short letters and greeting cards. People have always been amazed at the beauty and clarity of France's writing. Frances was an excellent conversationalist and known for her dry wit and incredibly infectious laugh. Frances never married and did not have any children but she is survived by cousins Mary Jo Patel and Carl Kaesser of Rochester, New York and Carla Messina of Maryland. France's sweetness and keen interest into the lives of her friends will be missed. A memorial service will be held at Nicoletti, Culjis and Herberger Funeral Home at 5401 Folsom Boulevard in Sacramento on Saturday, December 1, 2001 at 2:00 pm.
WESTCOT, GEORGE DUANE George D. Westcot passed away quietly, after a long illness, in Citrus Heights Thursday, November 22, 2001. He was 74 years old. Born in Winterset Iowa, son of George and Ella on October 8th, 1927 he was an engineering graduate of the United States Merchant Marine Academy, Kings Point, New York and served as an officer in the US Navy. He joined Aerojet in 1955 as a test engineer in Azusa, Ca. He held a number of executive positions within Aerojet, including President of Graver Energy Systems of East Chicago, and concluded his 34 year career as President of Aerojet Solid Propulsion Company and Gencorp Group Vice President in 1990. A resident of Roseville, he was involved in numerous community organizations, including the Sacramento Safety Council, The United Way, The Navy League and the American Institute of Aeronautics and Astronautics. He is survived by his loving wife of 49 years, Jackie Lord Westcot, three sons, George, Michael, Duane and wife Cathy, two daughters, Patricia and Virginia and husband John Wells, and three grandchildren, John Westcot Wells, Sara Frances Westcot and Jack Robert Westcot. Memorial service will be held 10 AM, Thursday, November 29th at St. Rose Catholic Church, 615 Vine Avenue Roseville, Ca. WILBURN, ROBERT W. Passed away November 26, 2001, in Carmichael, CA at the age of 74. Born in Elk, WA on June 18, 1927. Bob was very much loved by family and friends. His love of life and his gentle spirit will dwell in our souls forever. He served his country in the Navy during WWII. Retired from PacBell as an engineer after 35 years of service. Went on to own R & W Mobile Auto Repair Service. He was a docent at the Towe Ford Museum, member of Celtic Cross Presbyterian Church and member of Neighborhood Watch Association, District 3. He enjoyed golfing and restoring his Model T. WIMER, CHYRL EVONNE Beloved wife of Rex L Wimer for 43 years, passed away after a lengthy illness on November 25, 2001. Mrs. Wimer was born on June 10, 1920 in Deloit Iowa to Wayne and Doris Cose. She attended schools there and graduated from Morningside College in Sioux City, Iowa. She is survived by her brother Wayne E. Cose and his wife Ila, sister Dorothy Bayless, stepdaughter Valarie Wimer Meldahl and her husband Jeff, grandchildren Rene Nicole, and Brett Haworth, great grandchildren Jessee Haworth, Alexa Miller. Also survived by brother in law Abe Ellis, nephews Steven Ellis and children, Gary Bayless and his wife Lynda and their children Jacob, Eli, Micah and Tristran, and James Bayless nieces Chyrl Sue Sandusky, Doreen and her husband Bob, Ronnie and Tina Barton and their children, Karen Abercrombie and her children Chris and Andrea, Mike Corbett and son, Candy and John Winter and their children, Diana and her husband Rob Swonger and their children Tim and Brian Doss. Preceded in death by her sister Phyllis Ellis. Menota "Mona" Kelsey
Menota Kelsey, 62, pioneering sheriff's deputy
One of Sacramento County's first female patrol deputies, Menota "Mona" Kelsey, died Thanksgiving Day in a local hospital of heart failure. She was 62.
Hired as a jail matron in 1963, Mrs. Kelsey graduated from the police academy in 1969 and was assigned to patrol duty in October 1976.
"Women had traditionally been assigned to the jail as matrons since the Gold Rush," said retired Sheriff Duane Lowe. "A movement began in California to assign women officers to patrol. That was an unbelievable change in societal rules because it just had never been done to my knowledge. Mona and the other female officers not only persevered but excelled and were eventually accepted by their male counterparts. That was the beginning of a new era.
"Mona served with distinction, and her performance evaluations were always above average. She was a credit to law enforcement and to the women in law enforcement."
Retired Sheriff's Deputy Patty Butler, one of the original six female deputies hired to patrol in 1976, said some of the deputies' wives didn't want their husbands riding with the women. During an interview, the new female officers were asked how they were handling this. "Mona's answer was simply, 'You don't mix business with pleasure,' " Butler said.
"Women today take all of this for granted," Butler said. "Mona Kelsey, who, because of her professionalism and the respect she commanded, allowed women to move forward."
Her son, Robert, said, "The women walked a tightrope for a long time. They blazed the trail for women in law enforcement in the county. They fought to go on patrol and to work the streets."
He recalled difficult times for his mother.
"She saw things that literally tore her apart -- broke her heart. Things such as child-abuse cases. She was a very tender-hearted person, and essentially it destroyed her in the end. Policemen deal with the bad people in society and yet they try to maintain a loving, family relationship at the end of the day. It's hard to do. That's why there's such strong camaraderie in law enforcement."
After wearing badge No. 249 for more than 25 years, she retired in 1988.
One of her favorite pastimes was traveling the Pacific Coast Highway in her Volkswagen Microbus with her dog, stopping along the way to camp.
"She craved knowledge," her son said. "She wanted to know a little bit of something about virtually everything. She took classes at City College on everything from humanities to court reporting to ceramics. She studied ancient history of the Middle East. She probably had enough credits for two associate degrees."
Mrs. Kelsey was born in Bakersfield and reared in Sacramento.
She was active at St. Anthony Church on Florin Road.
She is survived by her mother, Margaret Pack of Sacramento; a son, Robert of West Point, Calaveras County; and a brother, Donald Clayton Pack Jr. of Denton, Texas. She was preceded in death by a son, Michael.
Memorial services will be at 2 p.m. today in the Land Park Chapel of Harry A. Nauman & Son, 4041 Freeport Blvd. She will be interred at a later date in Odd Fellows Cemetery
on Riverside Boulevard.

VITTORE, ALICE MARCELLA Born on 4/10/1919 in Fairmont City, PA. Succumbed to Alzheimer's disease on 11/27/2001 in Sacramento. A resident of Sacramento for 51 years, Alice worked at California DMV for 25 years. After retirement, she volunteered at Senior Gleaners and the Sacramento Mayor's office. Alice is well known for her love of people, gardening and animals. She is preceded in death by her parents, 3 brothers, and 2 sisters. She is survived by husband John, daughter Pamela Leonhardt, son-in-law Norm and grandson Jonathan. Funeral services will be held at Sunset Lawn Chapel of the Chimes, 4701 Marysville Blvd. on Monday Dec. 3 at Noon. Visitation also at Sunset Lawn from 10AM to 2PM on Sunday, Dec. 2. WILLIAMS, "PAUL" EDWARD Born: December 25, 1914 Died: November 23, 2001 Edward "Paul" Williams was born in Amity Township, Erie Co., Pennsylvania. Paul grew up on the family farm as one of 6 brothers and 2 sisters. His sister Mary Dingle of Pennsylvania and brother Jim Williams of Florida survive him. Paul earned a BBA degree in Business and Accounting at Cleveland University, Ohio. He joined the U.S. Navy during WWII and served from 1942-1951 as a Lt. Commander SCS in Cost Inspection Service. Paul later settled in Sacramento, California where he was engaged in various businesses, including income tax preparation. He is survived by his wife, Jane Williams, after 38 years of marriage, his stepchildren, Phillip Olson, Susan Olson-Higgins and Linda Marooney, and his grandchildren Nathan and Rebecca Jones, & Peter and Joshua Higgins. Services will be held at The Carmichael Presbyterian Church, 5645 Marconi Ave., Carmichael, CA., on December 1, 2001 at 11:00 AM.
