She rose to local prominence in the late 1970s when she helped force the Vacaville Unified School District to put a controversial proposal for year-round education before the voters.

Mrs. Degen believed the district's plan would be disruptive to families, and fought to have the issue placed on the ballot.

'It was a very hot issue ... People with three or four children who were on. different tracks, it was just going to wreak havoc with these households,' recalls, Doris Colledge, a friend and colleague of Mrs. Degen. 'They were trying to ram it down our throats, in my opinion.'

Voters defeated the proposal by a 2-to-1 margin.

Colledge attributes the success of the campaign in large part to the energy and charisma of Mrs. Degen, who even traveled to Colorado to research how school districts that had implemented year-round schools were faring.

Within 10 years, however, the state Legislature mandated that year-round campuses be an alternative offered to parents.
