Grace A. Donovan,
retired beautician
Grace A. Donovan, 85, of Milton, passed away Wednesday, July 18, 2007, in her home.
Grace was born in Milford, daughter of the late Clarence and Martha Otwell Draper.
She was a beautician at Bayside Beauty Salon for 20 years, retiring in 1984.
Grace enjoyed quilting, gardening and puzzles.
In addition to her parents, she was preceded in death by her husband, John O. Donovan, in 1962; three brothers, Clyde Draper, Lee Draper and Thomas “Buster” Draper; and a sister, Anna Mae Shields.
She is survived by a daughter and son-in-law, Stella J. and Ray E. Mitchell of Milton; two granddaughters, Sandra Wagner and husband Mark of Bear and Jo Ellen Mitchell of Milton; three great-grandchildren, Adam Wagner, Amanda Wagner and Alicia Wagner; and three sisters, Elizabeth Scott of Milford, Hazel Price of Easton, Md., and Margaret Hayes, also of Milford.
A funeral service will be held at 11 a.m., Friday, July 20, in the chapel of Short Funeral Services, 416 Federal St., Milton, where friends may call after 10 a.m.
Burial will be in Milford Community cemetery , Milford.

Jeffrie L. Smith,
Vietnam veteran
Jeffrie L. “Dusty” Smith, 64, of Laurel, died Monday, July 16, 2007, at home.
Dusty was a member of the I.O.O.F. Union No. 3 in Georgetown and was an entered apprentice with Franklin Masonic Lodge No. 12 in Georgetown. He had been a Marine Corps Vietnam veteran and a past member of the Delaware National Guard.
He was preceded in death by his parents, Stuart F. and Malinda Cole Smith; a brother, Stuart F. Smith; and a sister, Mildred Bedwill.
He is survived by his sons, Jeffrie L. Smith Jr. of Long Neck and Mark Allen Smith of Millsboro; a stepson, Timothy Chambers of Georgetown; a daughter, Veronica Lynn Kintz and husband Steven of St. Cloud, Fla.; nine grandchildren; and two step-granddaughters.
Services will be held at 11 a.m., Friday, July 20, at Watson Funeral Home, 211 Washington St., Millsboro, where friends may call at 10 a.m.
Burial will be in Laurel Hill cemetery , Laurel.
Arrangements by Watson Funeral Home, Millsboro.

Charles E. Southwell,
retired engineer
Charles Edward Southwell, 83, of Lewes, died Sunday, July 15, 2007, at Christiana Medical Center from injuries sustained in an automobile accident near Georgetown, earlier in the day.
Mr. Southwell was born and raised near Trolley Square, Wilmington, son of the late Charles Jepson Southwell and Ruth Strange Southwell.
He received his bachelors and masters degrees in mathematics from the University of Delaware. Mr. Southwell had been employed in industrial engineering, retiring in 1970, after a career spanning more than 40 years in various states and Puerto Rico.
He was a devoted husband, father, grandfather and great-grandfather. He will long be remembered for his terrific sense of humor.
Mr. Southwell was kind and very generous with his time, and was on his way to math tutoring at the time of the horrific and violent automobile accident. An avid athlete his entire life, he could be found working out every day in his home gym and for several years was seen daily in the Plantations gym. He was also an avid reader and was well known at the Lewes library. He was a U.S. Army veteran of World War II.
He is survived by his wife, June Keating Southwell of Lewes; two daughters, Tracy Southwell Pugh and her husband Jim of Georgetown and Bahdra Schuler and her husband Stephen R. of Seattle, Wash.; a son, Brand Harlan Southwell of Taunton, Mass.; a sister, Ruth Ann Crosby of Wilmington; a brother, Jim Southwell of Arden; six grandchildren; and five great grandchildren. In addition to his parents, he was predeceased by a brother, Ted Southwell.
Funeral services will be held at 3 p.m., Saturday, July 21, at Parsell Funeral Homes & Crematorium, Dodd-Carey Chapel, 307 N. Bedford St., Georgetown, where friends may call at 2 p.m. Interment will be private at Delaware Veterans Memorial cemetery , Millsboro.
In lieu of flowers, the family suggests contributions to the mental health association of choice.

Charles E. Ebberts,
U.S. Navy veteran
Charles E. Ebberts, 80, of Lewes, passed away suddenly Tuesday, July 17, 2007, at Beebe Medical Center, Lewes. He was born October 30, 1926, in Arbutus, Md., to the late Charles Ebberts Sr. and Margaret Sullivan Ebberts.
Mr. Ebberts attended Catonsville High School. Upon graduating, he joined the U.S. Navy, serving as a gunner’s mate onboard the USS Fiske, DD-842; USS Glacier, AGB-4; USS Barker, DD-213; and USS Albuquerque, PF-7 during World War II and the Korean and Vietnam conflicts, earning numerous medals.
Mr. Ebberts changed his service rating to communication technician and served at stations in Guam, the Philippines and Winter Harbor, Maine. He went on to complete a 21-year naval career attaining the rank of senior chief petty officer. Following his military career, Mr. Ebberts continued supporting the U.S. Navy as an analyst with the Naval Intelligence Command where he earned the Meritorious Civilian Service Award. After retiring from the Navy, he was employed by Hughes Aircraft, El Segundo, Calif.
He was married 54 years to Ruth E. Butler Ebberts; together they had three children, Douglas Ebberts of Alexandria, Va., Linda Bosse of Denton, Md., and Jeffrey Ebberts of Temple, Texas. Also surviving are three grandchildren, Heather, 21; Kevin, 20; and Lauren, 15, and his sister Mary Knecht of Stewartstown, Pa.
Funeral services will be held at noon, Friday, July 20, at Parsell Funeral Homes & Crematorium, Atkins-Lodge Chapel, 16961 Kings Highway, Lewes, where friends may call from 10 a.m. to noon. Interment will be private at Arlington National cemetery.
In lieu of flowers, the family suggests memorial contributions be made to Lutheran Church of Our Savior, 7 Bay Vista Road, Rehoboth Beach, DE 19971.

Anne M.C. Matan,
clan matriarch
Anne Marie Caulfield Matan, of Rehoboth Beach and Bethesda, Md., died in Kensington, Md., on June 30, 2007, surrounded by many of her loving family. Alert and joyful until her final days, Anne Marie died of complications following surgery.
She was the wife of the late M. Joseph Matan to whom she was married for almost seven decades. They produced a large clan including six children, 23 grandchildren and 37 great-grandchildren. Known affectionately as ‘GoGo’ to family and friends, she is remembered for her humor and generosity.
Anne Marie was born in Johnstown, Pa., in 1912. She graduated from Seton Hill College with a degree in childhood education. Longtime summer residents, she and “Daddy Joe” resided in Rehoboth Beach for 29 years. In recent years they wintered at Maplewood in Bethesda, Md.
Gogo was an active supporter of St. Edmond’s Church and the Christ Child Society. She was a former member of the Rehoboth Art League and the Rehoboth Country Club. Anne Marie Caulfield Matan will be remembered as a loving example of abundant kindness.
Preceded in death by her husband and a son, Thomas William Matan, she is survived by five children - Dr. Joseph Anthony Matan, Grace Matan Platt, James Caulfield Matan, Mary Matan Liipfert and Anne Matan Easby-Smith.
Mass of Christian Burial was celebrated July 3, 2007, at St. Jane deChantal Church, the Bethesda, Md., church founded by her brother, the late Monsignor James Caulfield. Two other brothers preceded her in death - Dr. Philip Caulfield and the Rev. Thomas Caulfield. GoGo was buried next to her husband, brothers, son and grandson in St. Anthony cemetery on the hill above Mount St. Mary’s College in Emmitsburg, Md.

Norma L. Colombo,
loving grandmother
Norma L. Colombo, 76, of Pekasie, Pa., and formerly of Wilmington, died Monday, July 16, 2007, at her home.
Born in Wilmington, she was the daughter of the late John and Anna Maria Cantera Rattenni. A homemaker, Norma enjoyed cooking. She was a loving grandmother to her three grandchildren.
She is survived by a son, Charles A. Colombo Jr. and his wife Judy of Sellersville, Pa.; three grandchildren, Katherine, Jeffrey and Matthew Colombo; and a brother, Carlo Rattenni of Rehoboth Beach.
Family and friends are invited to attend her memorial service to be held at noon, Friday, July 20, in the Providence Presbyterian Church, Route 663 and Krammes Road, Milford Township, Pa.
Memorial contributions may be made to Grand View Hospice, 700 Lawn Ave., Sellersville, PA 18960.

Pauline M. P. Wiest,
native of Ellendale
Pauline Morgan Paynter Wiest, 89, of Georgetown, passed away Sunday, July 15, 2007, in Lifecare at Lofland Park, Seaford.
Mrs. Wiest was born in Ellendale, daughter of the late Dorsey G. Morgan Sr. and Estella Mae Palmer Morgan.
She was a homemaker for many years.
Mrs. Wiest was a life member of the Broadkiln Veterans of Foreign Wars Post 6984 Ladies Auxiliary, past District Four president of the Department of Delaware and a former member of the Women of the Moose, Chapter 1384, Seaford.
In addition to her parents, she was preceded in death by her first husband, Charles Marshall Paynter Sr.; her second husband, Preston S. Wiest; two brothers, Carl and Dorsey Morgan; and a sister, Mary Hester Bush.
She is survived by one daughter, Etta L. Edwards of Georgetown; one son, Charles M. Paynter Jr. of Felton; a stepdaughter, Yvonne Heberling and her husband Jack of Naples, Fla.; five grandchildren; two stepgrandchildren; several great-grandchildren and great-great-grandchildren; two sisters, Meta E. Pepper of Georgetown, and Naomi L. Betts of Milton; and several nieces and nephews.
A memorial service will be at 4 p.m., Friday, July 20, in the chapel of Short Funeral Services, 416 Federal St., Milton. Burial will be private.
In lieu of flowers, the family suggests contributions in Pauline’s memory to Delaware Hospice, 21067 Office Circle, Georgetown, DE 19947; or Lifecare at Lofland Park, 715 E. King St., Seaford, DE 19973.

Richard C. Harlow
porcelain restorer
Richard C. Harlow, 66, of Lewes, passed away in the comfort of his home Sunday, July 15, 2007.
He was born in London, England on September 25, 1940, son of the late Eric and Muriel Harlow and the godson of his beloved Auntie Belle. He survived the Blitz.
He was a member of the Guild of Master Craftsmen, he was an artist, a restorer of fine porcelain for the Smithsonian Institute, the Blair House and many other respected institutions. Over the years, he had been featured in several prominent antiques publications and local papers for his fine work, restoration and charm.
Richard was an avid fan of all types of music, having played guitar and harmonica in various bands in England and locally. He also had a fine voice and had sung in several local choirs.
He had tremendous respect for the sea and was an avid fisherman; he won many awards both in England and Delaware. He also adored his flower garden that had many admirers. He was a successful participant in all aspects of AA and felt it was important to give back as much as possible by leaving his door open for anyone who needed him. He left this world with a deep sense of spirituality and inner peace.
He is survived by his daughter, Ulla Harlow; his son, Peter Harlow; his former wife, Marketta; his companion Pamela Egnatovich and her daughter Amy; and his much beloved cat Wanquer; and a never-ending network of loving friends.
A memorial service will be held at 1 p.m., Thursday, July 19, at Fisherman’s Wharf, Lewes Beach.
In lieu of flowers, the family suggests memorial contributions be made to Delaware Hospice, 20167 Office Circle, Georgetown, DE 19947.
Arrangements are being handled by Parsell Funeral Homes & Crematorium, Lewes.

Colbert Lee Strand,
Perdue worker
Colbert Lee Strand, 42, of Millsboro, died Monday, July 9, 2007, in Peninsula Regional Medical Center, Salisbury, Md., as result of injuries sustained in an automobile accident near Millsboro.
Mr. Strand graduated from Indian River High School, Dagsboro.
Upon his completion of school, he was employed full time by Perdue Farms Inc. in Georgetown, and part time at Pasco as a parts-delivery person.
He was preceded in death by his parents, Horace Harmon and Beatrice Westcott.
He is survived by his wife of one year, Lisa Strand of Millsboro; two daughters and a son-in-law, Jessica Hicks of Georgetown, and Taren “Tillie” and Harmon Noncent of Virginia; six stepchildren, Chantel Mann, Xavier Mann, Zonel Mann, Lamaj Mann, JuWuan Mann and Bre Mann, all of Millsboro; five brothers, Lawrence Strand, Arthur Strand and Ronald Lee, all of Georgetown, James Strand of Fort Pierce, Fla., and Horace Strand of Laurel; four sisters, Betty Kellam and Tina Brownlow, both of Laurel, Joyce Strand of Georgetown and Sylvia Sturgis of Millsboro; his mother-in-law, Cara Mann of Millsboro; 10 brothers-in-law, Raymond Sturgis, Warren Fletcher, Preston Strand, Clyde Young, George Mann Sr., George Mann Jr., Michael Mann, Curtis Mann, Thomas Brownlow and Apostle Thomas Sturgis; four sisters-in-law, Josephine Ricketts, Christine Farrington, Alberta Mann and Linda Jones; three uncles, Fletcher Westcott, Kenneth Westcott and Roland Westcott; five aunts, Gladys Mason, Georgeanna Sturgis, Gloria Fletcher, Farris Mae Strand and Adell Davis; five best friends, Mark Tingle, Ronnie Mason, his brother, James Strand, Calvin Westcott and Wade Cherry; and a host of other family and friends.
Services will be noon Tuesday, July 17, in the Pilgrims Ministry of Deliverance Church, U.S. 113 south, Georgetown, where friends may call one hour earlier. Apostle Thomas Sturgis will deliver the eulogy.
Burial will be in Mount Zion Church cemetery , Milton.

Elizabeth L. Marshall,
USDA employee
Elizabeth Lipscomb Marshall, 85, of Georgetown, passed away Friday, July 13, 2007, in Georgetown.
Mrs. Marshall was born April 8, 1922, daughter of the late Julius and Alice Lipscomb, who had lived in Newport News, Va.
She worked for 23 years with the U.S. Department of Agriculture.
Mrs. Marshall was a longtime resident of Sussex County and was a devoted wife, mother, grandmother and friend. She greatly enjoyed ceramics and dearly loved her roses, her family and friends and spending time with her grandchildren.
In addition to her parents, she was preceded in death by her husband, William John Marshall Sr., whom she had married Oct. 2, 1942; a daughter, Carol Matthews; a grandson, Jason Marshall; and twin great-granddaughters, Desiree Marshall and Courtney Marshall.
She is survived by three sons and two daughters-in-law, Donald Wayne Marshall and Ann Marshall of Durham, N.C., William John Marshall Jr. and Ruth Marshall of Millsboro, and Timothy Lee Marshall and his fiancée Peggy Pritt both of Elkins, W.Va.; two daughters and a son-in-law, Patricia Gains and Margaret Irene “Peggy” and Tommy Brady, all of Georgetown; 20 grandchildren; 35 great-grandchildren; a brother and a sister-in-law, Billy and Nora Ann Lipscomb of Birds Nest, Va.; a sister and a brother-in-law, Evelyn and Dickie Lewis of Cheriton, Va.; and many friends.
Services will be 11 a.m., Tuesday, July 17, in the chapel of Short Funeral Services, 609 E. Market St., Georgetown.
Burial and committal services will be in Cape Henlopen Memorial Park, Milton.
The family suggests memorial contributions to help defray expenses, made payable to Margaret Brady, 24990 Betts Lane, Georgetown, DE 19947.
