After the war, he returned to the family farm, later moving to Merced, Calif., to manage a large dairy ranch. In 1958 he moved to Florida, where he became involved in organizing the dairy farmers, merging the existing organizations into one, Dairy Farmers Inc. He served as its executive vice president until his recent retirement, remaining as a consultant until his death.

There wasn't much about cows that Bill didn't know, having spent his life around them, first as a Cordova farmer and later as a lobbyist for the dairy industry, both at the state level in Tallahassee and the national level in Washington. His local newspaper dubbed him ``An Old-Fashioned Lobbyist, " which meant a lot to him. His job with Dairy Farmers was more than just promotion of the dairy industry; it was about legislation and environmental issues.

To quote his son, Reed Boardman, ``Dad drove all over the state, signing up the farmers to pay dues to help fund the national ad campaign that kept milk in the glasses of the nation's children. This was very important to him." He was convinced that the Florida dairy industry needed its own local public-relations campaign, especially in public schools.
