DECATUR -- Chelsea Jeanette Weaver, 81, of Bloomington, formerly of Decatur, died 3 p.m. Wednesday (Jan. 15, 2003) in St. Joseph's Hospital, Bloomington.
Funeral Mass will be 11 a.m. Saturday in St. Patrick Catholic Church with Father Donald Wolford officiating. Visitation will be 6 to 8 p.m. Friday in Graceland/Fairlawn Funeral Home with 6 p.m. vigil prayer service. Burial will be in Harristown Cemetery. Memorials: St. Patrick Catholic Church Restoration Fund.
Chelsea was born May 24, 1921, in Niantic, the daughter of Emmanuel V. and Isabel Goveia Rabbitt. She was a member of St. Patrick Catholic Church. She was a laundry worker for St. Mary's Hospital for many years and retired in May 1987. She married Charles Arthur Weaver.
Surviving are her sons, Jerry L. Weaver and wife Elaine of Campbell, Calif.; Gerry L. Weaver and wife Joyce of Texarkana, Texas; daughter, Joyce Miller and husband Tom of Hudson; six grandchildren; three stepgrandchildren.
She was preceded in death by her parents, husband and brother, Leroy.

NEWMAN -- Delilah Rice Bailey, 86, of Allerton died 6:10 p.m. Tuesday (Jan. 14, 2003) in Manorcare Nursing Home, Urbana.
Services will be 10 a.m. Saturday in Joines Funeral Home, Newman, with the Rev. Carl Fox officiating. Visitation will be 5 to 7 p.m. Friday. Burial will be in Payne Cemetery, Brocton. Memorials: Allerton Methodist Church.
Mrs. Bailey was born Oct. 24, 1916, in Richland County, the daughter of Mathew and Bertha Marie Stallard Rice. She was a member of Allerton Methodist Church, a 50-year member of the Order of the Eastern Star of Allerton, Allerton Historical Society and Alliance Chapter of the DAR. She was a registered nurse for more than 50 years. She was employed by the VA Hospital in Danville for 23 years retiring in 1984. She married Gleason L. Bailey on April 12, 1941, in Hoopeston. He preceded her in death July 2, 1986.
Surviving are her sons, Robert Bailey of Portland, Ore.; Gary Bailey of Allerton; sister, June Steckler of Mount Carmel; three grandchildren; four great-grandchildren.
She was preceded by her husband and two brothers.
Duncan
WAPELLA -- William H. Duncan, 70, of Wapella died 2:40 p.m. Wednesday (Jan. 15, 2003) in Dr. John Warner Hospital, Clinton.
Services will be 10:30 a.m. Saturday in Calvert Funeral Home, Clinton, with Ed Bacon officiating. Visitation will be 5 to 7 p.m. Friday. Burial will be in Long Point Cemetery, Wapella, with military rites. Memorials: Dr. John Warner Hospital or Wapella Christian Church.
Mr. Duncan was born Oct. 5, 1932, in Clinton, the son of Dean Duncan and Oleta Duncan-Cross. He was a member of Clinton American Legion and VFW post. He was a decorated
Korean War veteran. He retired from the Illinois Central Railroad and was a business owner and farmer. He married Delores J. Morris on Nov. 17, 1956, in Clinton. She passed away Jan. 20, 2002.
Surviving are his son, Ron (Sandy) Ellis of Mount Pulaski; daughters, Pam (Jim) Plummer of Clinton; Nancy Haley of Mackinaw; Etta (Andy) Whitted of Downs; Sharon (Siad) Khalik of Tucker, Ga.; grandchildren, Heather Brixey, Tygh Ellis, R.C. Ellis, Mitch Clark, Dusty Osgood, Justin Haley, Seth Haley, Nathan (Natalie) Whitted, Brandon Whitted, Jordan Whitted, Brittnay Whitted and Faith Khalik; great-grandchildren, Haley Claycomb, Breyer Clark and Franklin Osgood.
He was preceded in death by his wife, parents and infant son, Donald.
He was a devoted father, grandfather and great-grandfather. He was best friends with his brothers-in-law Bill Morris and Jerry Morris. He was known to many and loved by all.

Mr. Scott was born Oct. 5, 1928, in Vandalia, the son of Herbert H. and Aribert N. Yarbrough Scott. He was a tool engineer for Caterpillar Inc. in Decatur for 37 years. He was a member of Haley Chapel Church, Vandalia Moose Lodge 1447, Fayette County Farm Bureau, CRC in Decatur and Modern Woodmen of America. He married Alice H. Carroll on May 14, 1955, in Belleville.
Surviving are his wife; beloved son, Don Forbes and wife Sharon of Brownstown; brother, Jack Scott and wife Bettie of Brownstown; sister, Betty Richards and husband George of Vandalia; grandchildren, Stacy, Crystal, Scott and Lynett; great-grandchildren, Sierra, Nicholas and Quentin; stepgrandchild, Michael; great-stepgrandchildren, Nicholas and Christopher; several nieces and nephews.
He was preceded in death by his parents.

Janet was born Oct. 8, 1944, in Allenville, the daughter of Thomas W. and Pearl Mathias Fleming. She was a homemaker and a member of Allenville Christian Church. She married Don G. Wilson on Aug. 28, 1962, in Paducah, Ky.
Surviving are her husband; sons, David Wayne Wilson and wife Tammie of Carpentersville; Kevin Thomas Wilson and wife Denise of Ingleside; mother of Lovington; brothers, Lanny Fleming of Bethany; Tommy Fleming of Wauconda; sister, Judy Elzy of Lovington; grandsons, Joshua Wilson, Scott Wilson, David Wayne Wilson Jr. and Aidan Wilson; several nieces and nephews.
She was preceded in death by her father and brother, William G. "Bill" Fleming.
