Charles O. Glaub

Charles O. Glaub, the Plymouth mayor who guided the city through years of unprecedented expansion, died at 3:30 a.m., Wednesday, June 18, 2003, after an extended illness. He was 85.

He was born July 26, 1917 to Charles H. and Myrtle Mae Glaub in Plymouth. After the death of his mother, he was raised by step-mother, Anna.

A devoted husband and father, Glaub is survived by his wife of 58 years, Helen; one daughter, Cathy of Plymouth, and his three sons, Charles (Heidi) of Grand Rapids, Michigan, John (Mary Pat) of Plymouth, and Andrew (Annie) of Okemos, Michigan. Also surviving are 16 grandchildren.

He was preceded in death by his parents, his brother Walter and sister Mary Ann.

Glaub served as mayor from 1968 to 1987. During his five terms, Plymouth grew from a fifth class town to a third class city. As a result of that expansion, the city council expanded to its current level of five members.

As mayor, Glaub was known and widely praised for his ability to garner grants from state and federal agencies to help the city expand services in the area of industrial development, parks and recreation, water treatment, waste water treatment, and housing for low-income older adults.

He also shepherded in the Emergency Medical Service and moving the Plymouth Fire Department from a volunteer service to the combined full-time and volunteer service it is today. He also assisted Saint Joseph’s Regional Medical Center in obtaining an Urban Development Action Grant to construct a new hospital.

Working with his brother, Walter A. Glaub, he helped shape the Plymouth Industrial Park along Oak Road. Now housing approximately 67 businesses, the industrial complex, along with the formation of the Plymouth Industrial Development Corp. (PIDCO) in the mid-1950s, has been held up as a model for other small town industrial expansions. The duo was so successful at attracting industrial prospects during the middle and late 1970s that The Chicago Tribune did a feature story on their success. Glaub was a founding member of the PIDCO board and continued to serve or work closely with the board until the mid-1990s.

After serving as the councilman from the third district, Glaub followed in his father’s footsteps and ran for the mayoral seat. He lost to Art Thomas in his first attempt but was elected to the post in 1968. Twice during his run, Glaub ran unopposed. He finally lost in 1987 to Bill Satorius. He was one of the few mayors in the state to serve five full terms.

Working with the Indiana Department of Natural Resources, Glaub obtained funding to add 73 acres to the back of Centennial Park. That allowed for the construction of Bill Nixon Field, the B League diamond, the women’s fast-pitch diamond, basketball courts, shuffleboard courts, the tennis courts, and the Fryeman, Hoosier Old Wheels and Lions Club shelters. The opening pitch at the baseball diamond was thrown out by Gov. Otis R. Bowen.

Glaub also expanded housing opportunities for senior citizens. Under his leadership, Garden Court, Inc., a non-profit organization, was formed with the intention of providing apartment-style housing and community meeting rooms for senior citizens. Garden Court used funds from the federal Farmers Home Administration and Housing and Urban Development to construct the four Garden Court complexes in the community. He continued to serve as on the board of directors until a few years ago.

Glaub also used grant funds for the construction of the day care center and improvements at Packard Woods Park. The day care center will now house the senior citizen center after renovations. He also worked on the extension of Oakhill Avenue and proposed the widening and improvement of the street. Glaub also originally proposed the widening and improving of N. Michigan Street from Klinger Street through to Hoham Drive (7C Road).

Other grants obtained by the Glaub administration helped expand and improve the city’s water and wastewater treatment systems. The City of Plymouth also tapped into the Indiana Department of Commerce Community Improvement Program to assist in infrastructure improvements when new industries came to town or existing industries expanded. Glaub also received funding from the IDOC’s Main Street program for the initial downtown revitalization program.

The Urban Development Action Grant, which was used for construction of St. Joseph’s Regional Medical Center - Plymouth Campus, is still being utilitized today. Part of the funding for the new skate park came from the UDAG revolving loan program.

Glaub also started the Mayor’s Prayer Breakfast, which is held annually in May. An avid Notre Dame fan and season ticket holder, one of Glaub’s great feats was getting football Lou Holtz to speak at the breakfast after the Irish won the national championship.

Prior to and while serving as mayor, Charles and Walter ran G & G Grocery, a family-owned business that moved from its small downtown location to the G & G Plaza on E. Garro Street. G & G eventually became Martin’s Supermarket. After he left the mayor’s office, Glaub worked for AFLAC until his retirement.

Glaub was a member of several organizations, including PIDCO, Rotary, Kiwanis, the Moose, Masonic Lodge. He was also a member of St. Thomas Episcopal Church in Plymouth, where he held several leadership positions. He also served for many years on the executive board and as president of the Indiana Association of Cities and Towns. In 2001, Glaub was honored for his many accomplishments by being named the initial recipient of the Plymouth Area Chamber of Commerce’s Citizen of the Year award.
