Told by the doctors that she probably wouldn't live to see her teens and that there was no hope, the Fosters proved the doctors wrong by starting one of the first spastic home and schools in the nation, fostering hope not just for Louise, but for countless other children with developmental disabilities.

Everyone who knew Louise was touched by her outreach of love. Always smiling, Louise loved the ocean, seagulls and all types of music and flowers. Her uncanny sense of humor brought laughter to those around her, especially her practical jokes and "firing" of employees over the years. Because of Louise and the vision of her parents, thousands of children and adults with developmental disabilities have led fulfilling, productive lives, inspiring dignity and respect for all. Louise was a member of First Baptist Church in Owensboro and a lifetime member of the Spastics Guild.
