Howard R. Sutter, 88, of Bellevue, died Monday at his home. He was a retired machinist with Procter & Gamble, Cincinnati, and a former member of Bellevue-Dayton Rotary Club.
Survivors include his wife, Virginia Ebert Sutter; a son; Ronald Sutter of Crofton, Md.; a daughter, Barbara Culp of Cold Spring; a sister, Dorothy Miller of Sarasota, Fla.; three grandchildren, three great-grandchildren.
Services will be at 10 a.m. Thursday at Dobbling Funeral Home, Bellevue. Visitation will be from 5 to 8 p.m. Wednesday at the funeral home. Burial will be in Floral Hills Cemetery, Taylor Mill.

Frank Toebbe, 54, of Villa Hills, died Saturday near Eaton, Ohio, of a heart attack. He was a manager with Cinergy, Cincinnati.
Survivors include his wife, Janet Kordenbrock Toebbe; sons, Frank Andrew Toebbe and Peter William Toebbe; a daughter, Kimberly Dailey; a brother, Mark J. Hilda J. Vogt, 90, of Ft. Mitchell, died at 6:30 p.m. Wednesday at St. Charles Health Care Center, Ft. Wright. She was a homemaker and a member of Blessed Sacrament Church, Ft. Mitchell. She was a member of the St. Mary Ladies Society, Opta-Mrs. Club and Ft. Mitchell Senior Citizens. She was a former volunteer with Madonna Manor, Villa Hills, and a former member of Summit Hills Country Club. Her husband, Stanley Vogt, died in 1990.
Survivors include a son, James Vogt of Latonia; a daughter, Mary Louise Kern of Ft. Wright; six grandchildren and four great-grandchildren.

Fred Sweeney Sr., Robertson County coroner, farmer
Fred Sweeney Sr., the Robertson County coroner, died Tuesday at Harrison Memorial Hospital in Cynthiana.
Mr. Sweeney lived in Mt. Olivet and was 74. A Bracken County native who later moved to Robertson County, Mr. Sweeney became the coroner in Robertson County in the mid-1980s and was elected several times as a Democrat. His first wife, Roberta Schweitzer Sweeney, died in 1968. His second wife, Gladys Wells Cleaver Sweeney, also predeceased him.
A son, C. Michael Sweeney of May's Lick, recalls his father as a proud dairy and tobacco farmer who enjoyed swapping stories with his friends.
"He did like to go to town and loaf with members of the community. He was a charter member of the "loafing shed,' where all the elderly gentlemen go," Michael Sweeney said.
Mr. Sweeney's children helped on the farm and learned their father's work ethic.
"He was soft-spoken, but he could make his point known when he wanted to," Michael Sweeney said.
"He was easy-going, but honest and fair about most things. He was trustworthy."
Mr. Sweeney also was a member of St. Rose of Lima Church in May's Lick and was an Army veteran of World War II.
Other survivors include sons, Timothy A. Sweeney of Runghill, Ohio, Steve Sweeney of Carlisle, Fred Sweeney Jr. of Augusta, and Tony Sweeney, of May's Lick, and a stepson, Mike Cleaver of Dry Ridge; daughters, Judy Sweeney of May's Lick and Sue Hatfield of Cyn thiana; a brother, Mike A. Sweeney of Florida; sisters, Mildred Schweitzer and Catherine Martin, both of Augusta; 15 grandchildren and three great-grandchildren.

Mina Bates, 85, of Cincinnati, died at 1:55 p.m. Monday at Bayley Place Retirement Home in Cincinnati. She was a retired cafeteria manager with St. Henry School, Elsmere, and a former Girl Scout leader. She was a member of St. Henry Altar Society. Her husband, Leland Bates, died in 1990.

Walter B. Bohlinger, 87, of Erlanger, died Saturday at Florence Park Care Center, Burlington. He was a member of Teamsters Local No. 114, Cincinnati, and a member of Knights of Columbus Council No. 3908, Erlanger. He was a member of the Retired Seniors Volunteer Program.
Survivors include his wife, Gertrude Marshall Bohlinger of Erlanger; a son, Richard Bohlinger of Erlanger; a daughter, Mary Becker of Louisville; five grandchildren and one great- grandchild.

Barbara Ann Case, 48, of Ft. Thomas, died at 7:53 a.m. Monday at St. Luke Hospital East, Ft. Thomas. She was an administrative secretary with St. Luke Hospital.

J. Russ Crockett, 81, of Florence, died at 11:13 a.m. Monday at his home. He was a former finance director for the City of Covington, a member of Knights of Columbus No. 702, Bishop Flaget Fourth Degree Assembly, and a tax aide with the American Association of Retired Persons. He was a Marine Corps veteran of World War II.

Charles F. Hollis Sr., 81, of Florence, died at 7:05 a.m. Tuesday at St. Luke Hospital West, Florence. He was a retired driver for Arkansas Best Freight System. He was an Army veteran of World War II and a member of Florence Christian Church, Florence.

Family came first for JoAnn Moffett Kerr
JoAnn Moffett Kerr, mother of state Rep. Tom Kerr, died at 1:40 a.m. Wednesday at her son's home in Taylor Mill after a long bout with cancer. She was 66.
Mrs. Kerr was a petite dynamo who coupled a rich faith in God with immense understanding and respect for others, her son said. She was a homemaker who turned her child-rearing skills into effective business know-how when the need arose, entering the business world after her divorce in the late 1960s.
"She was the most understanding, loving mother," said Rep. Kerr. "She never wanted to be anything else, but when she had to enter the work force she got some training and went to work."
Mrs. Kerr became an office manager for a contact lens laboratory and worked closely with physicians. She became an authority on the product and the client's needs, said Kerr.
Mrs. Kerr was a longtime member of Calvary Baptist Church in Covington and a member of Concerned Women of America, a Christian women's organization.
"Her main joy was her family," said Kerr. She took pride in the accomplish ments of her children and grandchildren.
Another son, Jim Kerr, is an administrative law judge in Lexington. Her daughter, Debra Ann Bridges, lives on a farm with her husband, attorney Gailen Wayne Bridges, in the Independence/Nicholson area.
When Tom Kerr entered political life, Mrs. Kerr's first question was, "Will it make you happy?" Her next question was "What can I do?"
She campaigned door-to-door, made phone calls and stuffed envelopes.
She was a regular at her grandchildren's school performances and sports events. She retired in 1983 when she developed a disc problem in her back. She was diagnosed with cancer four years later.
"We had just bought a new house with the idea that she would move in with us," said Tom Kerr. "She had her own suite, but she was able to spend time with the family. We were lucky to have that time together," he said.
"She was always happy," Kerr said. "She always said that we never caused her any trouble. Other kids get into drugs or other problems, but we didn't and I think it was because of her influence and her teaching us principles like the Golden Rule. She was an example to us. She loved us so much and that love was so evident that we loved her all the more in return."
Mrs. Kerr was a native of Kenton County. Moffett Road was named for her grandfather's family. Her great-grandfather was Henry Clay Nicholson, physician and inventor, for whom the town of Nicholson was named.
Other survivors include nine grandchildren.
Services will be noon Saturday at Calvary Baptist Church, Covington. Visitation will be 5 to 8 p.m. Friday at Chambers and Grubbs Funeral Home, Independence. Burial will be in Highland Cemetery, Ft. Mitchell.
