Joe Sparks ran Harper Co.

D. Joseph Sparks, president and chief-executive officer of the Harper Co. and a leader in the highway construction business, died in his sleep Friday morning at his Crescent Springs home. He was 63.

Mr. Sparks was a 1958 graduate of the University of Kentucky College of Engineering and was a project engineer for the state highway department before joining Harper as an estimator.

He was elected president of the company in 1986.

"Joe Sparks was the foundation of this company.

He knew the business inside and out," said Bruce Huff, who is vice president of the Harper Co.

When the company prepared bids, the key people would gather in Joe Sparks' office, Huff said.

"Joe was the one who said, "This is the price we will bid,' " Huff said.

Mr. Sparks combined technical expertise with a personal style that won the re spect of employees and peers.

"He had a dry wit and was always able to put you at ease," Huff said. "He was the one you could go in and talk to about anything."

On the day he died, the company learned it was the low bidder on the job to complete the S-curve on I-75 in Ft. Mitchell.

"That would have made him very happy," said his wife, Alice Sparks, who is a member and former chairwoman of the Northern Kentucky University Board of Regents.

"He was a hard-hard-working individual and took a lot of pride in his company," she said.

Mr. Sparks also loved his state.

He was a member of the Kentucky Society of Professional Engineers.

He was a member of the University of Kentucky Alumni Association and a University of Kentucky Fellow.

He helped develop UK's civil engineering program.

One of Mr. Sparks' first actions when he became CEO of Harper six years ago was to move the company from Cincinnati to Hebron.

"He was happy to say it was truly a Kentucky company," Mrs. Sparks said.

Mr. Sparks was a member of the Ft. Mitchell Country Club. He also belonged to Immanuel United Methodist Church in Lakeside Park.

He enjoyed horse racing and had recently purchased a race horse.

Besides his wife, he is survived by a daughter, Sally Sparks Zdolshek of Crescent Springs; a son, John David Sparks of Studio City, Calif.; a brother, Thomas David Sparks of Falmouth; and a grandson, Joseph Alexander Zdolshek of Crescent Springs.

Members of the family will receive guests at their home at 817 Squire Hill Drive, Crescent Springs, after 2 p.m. Sunday.

Visitation will be at 10 a.m. Monday at Middendorf-Bullock Funeral Home in Erlanger, followed by the service at noon.

Burial will be in Forest Lawn Cemetery, Erlanger.

Memorials may be made to the D. Joseph Sparks Scholarship Fund, College of Engineering, University of Kentucky, 312 CRMS Building, Lexington, Ky., 40506-0108.
