Retired Florence police Chief Charles Callen Sr., left mark on community
Former Florence police Chief Charles Callen Sr., who led his department from a small rural force into a large metropolitan division, died Monday at his home.
Chief Callen, 56, of Florence, spent 29 years in law enforcement. For 26 years he worked for Florence; 19 of them were as chief. He announced his retirement in May 1995, due to ill health.
He received a second kidney transplant in January 1994 and has battled skin cancer for several years.
During his tenure, the Florence department grew from four members to more than 50.
"He was a good chief and brought the department along with the growth with the community," said Florence Mayor Evelyn Kalb. "He was so brave with this battle against cancer. He was always smiling. He was a gentleman and never complained."
Florence police Sgt. Joe Humbert, who worked with Chief Callen for 13 years, said the former chief believed in service and community activism.
"He had an open-door policy. He knew everybody," Humbert said. "He really cared about his officers. He wasn't a real strict disciplinarian. He ruled with a gentle hand."
However, the chief worked hard against crime and demanded thoroughness from his officers, Humbert said.
"This was Boomtown, USA. We have had our growning pains," Humbert said. "This is a good place to live. And part and parcel of that is because of the strides Chief Callen made with the police department. He took great pride in the department and the city."
Chief Callen was a member of the Kentucky Peace Officers Association and the International Chief of Police Association. He was a past president of the Northern Kentucky and Kentucky Chief of Police Associations.
He helped form a collaborative investigative unit, the Boone County Felony Squad. He also was instrumental in establishing the current county-wide communication center, which included the first computer-aided dispatch system. He also was a charter member of the Northern Kentucky Drug Task Force.
Chief Callen was a member of Florence Masonic Lodge No. 949 F&AM and Florence Fraternal Order of Police Lodge No. 33.
His youngest son, Curtis Callen, 19, of Florence, said he plans to follow in his father's footsteps. "It's what I want to do. He was a loving husband and father for all of us," Curtis said.
Other survivors include his wife, Carolyn Callen; a daughter, Carrie Rae Callen of Florence; another son, Charles Nelson Ray Callen Jr. of West College Corner, Ind.; a stepson, Robert Riemeyer Jr. of Edgewood; a brother, Earl W. Callen Jr. of Piner; sisters, Joan Dove and Dora Frost, both of Elsmere; and five grandchildren.
Services will be at 10:30 a.m. Friday at Stith Funeral Home, Florence. Visitation: from 4 to 8 p.m. Thursday at the funeral home, with Masonic services at 7:30 p.m. and FOP services at 7:50 p.m. Burial will be in Highland Cemetery, Ft. Mitchell.
