Joseph F. Cox

HANCOCK - Joseph F. Cox, 93, of West High Street, Hancock, died Wednesday, July 16, 1997, at Winchester Medical Center, Winchester, Va.

Born April 1, 1904, in Sharpsburg, he was the son of the late William O. and Daisy Wyand Cox.

She was a member of St. Thomas' Episcopal Church, Hancock, and was on the vestry of the church.

He was a charter member of Tonoloway Rod and Gun Club, Hancock, and the Hancock Volunteer Fire Co., where he served as president for several terms. He was a charter member and past president of the Hancock Rotary Club; had many years of service with Hancock Library; was a member of the board of directors of Hancock Bank and later First National Bank of Maryland, Hancock branch.

He was a founder of the Hancock Municipal Band in the late 1940s; helped start the Hancock High School Band in the early 1950s. He was a member of James W. Bowers AF&AM, Hancock; Ali Ghan Shrine Temple, Cumberland, Md.; former secretary of Maryland Apple Commission; a 50-year member of Mason Dixon Council of the Boy Scouts of America and was a scoutmaster in Hancock in the 1930s and 1940s.

He is survived by his wife, Ruth E. Silver Cox, whom he married in 1930; one son, Joseph W. Cox of Eugene, Ore.; one sister, Mary Smith Harris of Hagerstown; and three grandchildren.

He was preceded in death by one sister, Catherine Cox.

A memorial service will be held Friday at 11 a.m. at St. Thomas' Episcopal Church, Hancock. The Rev. F. Allan Weatherholt Jr. will officiate. Burial will be at the convenience of the family in Mountain View Cemetery, Sharpsburg.

The family will receive friends today from 5 to 7 p.m. at Grove Funeral Home, 141 W. Main St., Hancock.

The family requests the omission of flowers. Memorial contributions may be sent to Hancock Rescue Squad, Inc., 57 E. Main St., Hancock, Md. 21750; Hancock Volunteer Fire Co., Hancock, Md. 21750; St. Thomas' Episcopal Church Endowment Fund, 2 E. High St., Hancock, Md. 21750; or Hancock High School Band, Tonoloway Hill, Hancock, Md. 21750.

Carl W. Turner

Carl William "Bill" Turner, 65, of 18622 Wagaman Road, Hagerstown, died Thursday, July 17, 1997, at Washington County Hospital.

Born Nov. 19, 1931, in Hagerstown, he was the son of the late Wilbur G. and Celia F. Daley.

He was self-employed in the construction business.

He was a member of Fraternal Order of Eagles and a former member of Loyal Order of Moose.

He was a volunteer with underprivileged children; and active in square dancing.

He is survived by his wife, Judith K. Turner; five daughters, Beverly Jane McNabb, Sue Ann Matthews, Julie Denise Turner, Patti Ann Moats and Tina Marie Robertson, all of Hagerstown; four sons, Jessie E. Hill of Hagerstown, Barry C. Hill of Tampa Bay, Fla., Henry T. Hill of Smithsburg and Carl A. Turner of Wisconsin; 14 grandchildren; five great-grandchildren; and nieces and nephews.

Services will be Saturday at 11 a.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Raymond H. Davis will officiate. Burial will be at the convenience of the family.

The family will receive friends at the funeral home Saturday two hours prior to the service.

Lisa R. Barger

WILLIAMSPORT - Lisa Renee Barger, 34, of 15718 Dellinger Road, Williamsport, died Wednesday, July 16, 1997, at the home of her mother.

Born April 11, 1963, in Montgomery County, Md., she was the daughter of Freida Kitts Forrest and stepfather Ronald Forrest, both of Boonsboro.

She lived in the Frederick County, Md., area for several years.

She was employed by American Legion Boonsboro Post 10 as cook and kitchen manager and at Red Men Williamsport Conococheague Tribe 84.

She was a member of Redmen Williamsport Pocahontas Tribe.

In addition to her mother and stepfather, she is survived by her husband, Dennis E. Barger Sr.; one foster daughter, Lesley Rowland of Boonsboro; three sisters, Laura Rachor of Florida, Lynnette Ripley of Standardsville, Va., and Stacey Haga of Boonsboro; one brother, Lesley Haga Jr. of Kensington, Md.; and nieces and nephews.

She was preceded in death by her maternal grandparents, Lula Toms and Wilbur Toms.

Services will be Sunday at 2 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Don C. Evason will officiate. Burial will be at the convenience of the family.

The family will receive friends today and Saturday from 7 to 9 p.m. at the funeral home.

The family requests the omission of flowers. Memorial contributions to defray the cost of funeral expenses may be made to Dennis E. Barger Sr., 15718 Dellinger Road, Williamsport, Md. 21794.

William E. Sites

MARTINSBURG, W.Va. - William Elmer Sites, 87, of Martinsburg, died Thursday, July 17, 1997, at City Hospital, Martinsburg.

Born June 18, 1910, in Whiteford, Md., he was the son of the late Rev. William A. and Eleanor Shemwell Bunting Sites.

He was preceded in death by his wife, Eleanor Moore Sites, on April 11, 1983.

He was a 1928 graduate of Martinsburg High School, Martinsburg.

He retired from Rockwells Cleaners. He previously was employed by Lord and Lord Bros. Co., Martinsburg.

He was a member of Trinity United Methodist Church.

He is survived by three daughters, Nancy Sites, at home, Carole L. Peterson of Chewsville and Patricia M. Sites of Martinsburg; one son, William B. Sites of Martinsburg; three granddaughters; one great-granddaughter; one niece and two nephews.

He was preceded in death by one sister, Eleanor S. Sites; one brother, James Briscoe Sites; and two grandsons.

Services and burial will be private.

The family will receive friends Saturday from 7 to 9 p.m. at Rosedale Funeral Chapel, 2060 Rosedale Road, Martinsburg.

Ronald W. Fraley Sr.

HARPERS FERRY, W. Va. - Ronald Wayne Fraley Sr., 57, of Harpers Ferry, died Wednesday, July 16, 1997, at Jefferson Memorial Hospital, Ranson, W.Va.

Born Aug. 18, 1939, in Molers Crossroads, Jefferson County, W.Va., he was the son of the late James Oscar and Zelda T. Jones Fraley.

He was employed by Universal Forest Products, Ranson.

He served in the U.S. Army Reserves.

He was of the Methodist faith.

He was a member of Loyal Order of Moose No. 948, Charles Town, W.Va.

He is survived by his wife, Joyce L. Wiley Fraley; five daughters, Sandra Milton and Tressa Starkey, both of Charles Town, Kelly Longerbeam and Shelly Mobley, both of Harpers Ferry, and Sherri Fraley of Shenandoah Junction, W.Va.; one son, Ronald Wayne Fraley Jr. of Omaha, Neb.; two sisters, Betty Ebersole of Dargan and Nancy Stottlemyer of Leetown, W.Va.; one brother, Phillip Fraley of Kearneysville, W.Va.; 14 grandchildren; and nieces and nephews.

He was preceded in death by one sister, Claudia Merriman; one brother, Vince Fraley; and one granddaughter.

Services will be Saturday at 11 a.m. at Melvin T. Strider Colonial Funeral Home, 310 Fairfax Blvd., Charles Town. The Rev. Frank Nick will officiate. Burial will be in Pleasant View Memory Gardens Cemetery, Martinsburg.

Friends will be received at the funeral home today from 7 to 9 p.m.

John E. Cograve

CHARLES TOWN, W.Va. - John Edwin Cograve, 67, of Pembroke Grove, Charles Town, died Thursday, July 17, 1997, at his home under the care of Hospice of the Panhandle.

Born Dec. 29, 1929, in Washington, D.C., he was the son of Eleanor Frances Reus Cograve Rosenberg, of Pembroke Grove, Charles Town, and the late John Roscoe Cograve.

He graduated with honors in 1959 from University of Virginia School of Law.

He began his legal career with the Federal Aviation Administration and later was an attorney to the office of the general counsel at the Federal Maritime Commission. In 1965, he was appointed deputy general counsel, and in 1974 was named chief administrative law judge, serving in that capacity until 1986. On Nov. 12, 1986, he was the recipient of the commission's Gold Medal Award for Exceptional Service in recognition of his 25 years of contributions to the commission. He retired from Federal Maritime Commission as managing director in 1986.

He was a municipal court judge for the City of Charles Town from 1987 to 1995.

He served in the U.S. Army during the Korean War and was commissioned a second lieutenant at Officer Candidate School, Fort Benning, Ga.

He is survived by his wife of 45 years, Mary C. Carpenter Cograve; two daughters, Karen L. Miller of Leesburg, Va., and Joan A. Blackwell of Boca Raton, Fla.; one son, John J. Cograve of Lake Ridge, Va.; and five grandchildren.

A memorial Mass of Christian Burial will be celebrated Monday at 11 a.m. at St. James Catholic Church, Charles Town.

The Rev. James Chetock will be celebrant. Burial will be private.

There will be no visitation.

Memorial contributions may be made to Hospice of the Panhandle, 2015 Boyd Orchard Court, Martinsburg, W.Va. 25401.

Arrangements are made by Melvin T. Strider Colonial Funeral Home, Charles Town.

Herbert E. Sperry

INWOOD, W.Va. - Herbert Eugene Sperry, 75, of Inwood, died Wednesday, July 16, 1997, at Winchester Medical Center, Winchester, Va.

Born May 17, 1922, in Frederick County, Va., he was the son of the late Frank H. and Mary Bell Willey Sperry.

He was preceded in death by his first wife, Leola Park Sperry, who died Feb. 14, 1992.

He attended Harpers Ferry High School; one year at University of Maryland; and two years at Aeronautical Center at Oklahoma City Academy, Okla.

A veteran of World War II, he served in the U.S. Army in the Intelligence and Security Division.

He served six years on the Harpers Ferry Town Council and two years as mayor; and served 12 years as Chief of Police, Brunswick, Md. He retired from the Federal Aviation Administration in 1987 after 24 years as a special agent.

He was a member of Inwood United Methodist Church.

He was a member of Logan Lodge 25 AF&AM, Harpers Ferry; 32nd degree Mason of Scottish Rite, Alexandria, Va.; member of Kena Temple of AAONMS of Alexandria Shrines; Eastern Panhandle Shrines Club; Martinsburg Lodge 120 Loyal Order of Moose; and the Berkeley County Taxpayer Association.

He is survived by his wife, Nancy Dailey Sperry; a daughter, Nancy Ann Gay of Martinsburg, W.Va.; two stepdaughters, Kandy L. Dailey and Tina M. Williams, both of Winchester, Va.; one stepson, Timothy E. Dailey of Lynchburg, Va.; two sisters, Grace Mater of Harpers Ferry and Mary Bussard of Charles Town; one brother, Franklin Sperry of Leetown, W.Va.; two grandsons; and six stepgrandchildren.

Services will be Saturday at 1 p.m. at Inwood United Methodist Church. The Rev. John E. Wright and the Rev. Joseph R. Bradshaw will officiate. Burial will be in Rosedale Cemetery. Masonic graveside services will be conducted by Logan Lodge 25, AF&AM.

The family will receive friends at Brown Funeral Home today from 7 to 9 p.m.

The family suggests memorial contributions be sent to American Cancer Society, West Virginia Affiliate, 2428 Kanawha Blvd., Charleston, W.Va. 25311.

Samuel E. Booth

BIG COVE TANNERY, Pa. - Samuel E. Booth, 1, of HCR 80, Big Cove Tannery, died Wednesday, July 16, 1997, at Milton Hershey Medical Center, Hershey, Pa.

Born Dec. 5, 1995, in McConnellsburg, Pa., he was the son of Ray M. Booth II of Big Cove Tannery and Marcie Reveal Booth of Warfordsburg, Pa.

In addition to his parents, he is survived by two brothers, Brandon Booth and Allan Booth, both at home; maternal grandparents, Daniel Barnes of Crystal Springs, Pa., and April Reveal of New York; paternal grandparents, Mr. and Mrs. Leonard E. Morris of Big Cove Tannery and Mr. and Mrs. Ray M. Booth I of Martinsburg, W.Va.; and paternal great-grandparents.

Services will be Saturday at 2 p.m. at Pleasant Grove Christian Church, Needmore, Pa. The Rev. Denver Plessinger will officiate. Burial will be in Union Cemetery, McConnellsburg.

The family will receive friends today from 7 to 9 p.m. at Kelso-Cornelius Funeral Home.

For the convenience of friends, the funeral home will be open today from 5 to 9 p.m.

Vera P. Seal

Vera Patricia Seal, 75 of 10400 Sharpsburg Pike, Hagerstown, died Wednesday, July 16, 1997, at Coffman Nursing Home.

Born April 23, 1922, in Hagerstown, she was the daughter of the late Harry Franklin and Elva B. Williams Spidle.

She was preceded in death by her husband, Nelson Elmo Seal, on Feb. 2, 1982.

She was a 1941 graduate of Hagerstown High School.

She was a member of St. Paul's Lutheran Church, Funkstown; served with the Lutheran Church Women; Church Women United; the Social Ministry Committee; was active in Christian Women's Club; and former Sunday school and Bible school teacher.

She was active in the Funkstown Homemakers; Funkstown Senior Citizens; was a former 4-H leader; Girl Scout leader; was a teacher's aide at Salem Elementary School; and a chief judge at election polls, Hagerstown.

She is survived by one daughter, Teresa Hutchens of Hagerstown; one grandson, Adam M. Hutchens at home; and nieces and nephews.

She was preceded in death by one sister, Thora E. Spidle; and two brothers, Joseph H. Spidle and Richard E. Spidle.

Services will be Monday at 1 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Thomas L. Perry will officiate. Burial will be in Funkstown Cemetery.

Visitation will be held at the funeral home Sunday from 7 to 9 p.m.

In lieu of flowers, memorial contributions may be sent to St. Paul's Lutheran Church Kitchen Fund, 24 E. Baltimore St., Funkstown, Md. 21734.
