Born in Milwaukee, Wisconsin, on October 1, 1918. He had B.A. and M.A. degrees from the University of Wisconsin-Madison, a law degree from George Washington University, and a Ph.D. degree from Columbia University. His wife, Rachel Long Misey, died in 2004. Survivors include a daughter, Johanna Misey Boyer, of Silver Spring, and two brothers, Robert Misey, of Evanston IL, and the Rev. Leonard Misey, of Brunswick, Missouri.
