Mr. Kelley was drafted into the United States Army on April 4, 1941 and appointed to Officer Candidate School as Second Lt. on July 28, 1942. He served as Field Artillery Officer. He was later shipped out as Troop Commander of the LST. After weeks on the high seas assault, he landed on Leyte on ``D" Day. Later he was Troop Commander on a LSM and assault landed on Okinawa on April 2, 1945. He received terminal leave promotion to the U.S. Army Intelligence Division in Washington, D.C. until March 1950.

Lt. Col. Kelley remained active in the Army Reserves and was senior Gunnery Instructor at Ft. Sill, Oklahoma, and Chief Instructor of the Advance Course in Artillery for the Boston-based United States Army School for approximately 15 years. He was a member of the VFW, Fleming-Jackson Post #6 of the American Legion, 32nd Degree Mason, Elks Lodge and Pineview Country Club. He was also Deacon in the First Congregational Church of Winchester and Hingham, Mass. He enjoyed woodworking as a hobby. He built model ships of Maine's best steam and ``tallship" designs. An old ``Yankee Carpenter," he built the first all redwood, round-log, summer cottage on Spruce Point, Boothbay Harbor in the early 1950s with the help of his Hingham friends. He completed the core cottage in just four weekends. During the early 1960s, he was a member of the Boothbay Harbor Yacht Club. The Hingham house was built on the tennis court of the estate of the Civil War hero, General Benjamin Lincoln, relative of the U.S. President Abraham Lincoln.

Lt. Col. Kelly, a true ``Maine Yankee," had a long Maine lineage in a state he loved. His father, Frank B. Kelley Sr., was an executive VP of purchasing with the Bath Ship Building Company during World War II. Frank's father, Captain John R. Kelley, was a seafaring man whose last 240foot, square-rigged three-masted schooner, the John R. Kelley, sank in a storm March 1899 in Port Stanley, Falkland Islands, Argentina. Captain Kelley later became President of the Kelley and Spear Shipbuilding Company for nineteen years where he was managing owner of a great fleet of world class, cargo carrying, wood built, and square-rigged ``tallships." His investment career included being President of the People's Safe Deposit and Savings Bank and President of the First National Bank in 1899. The Captain's knowledge of the maritime affairs, his integrity, and fairness, led to his frequent appointment as referee on admiralty cases, and his opinion was considered as a synonym for justice. Captain Kelley also became trustee of some of the largest estates ever probated in this country including the estate of the late Charles E. Moody.

Lt. Col. Kelley's survivors include his son, Skip Kelley, Microsoft OEM Engineer, Computer Scientist and Graduate Scholar, Harvard University, Cambridge, Mass.; several cousins, U.S. Maritime Captain and Mrs. Bruce W.
