Mr. Silva's background encompasses more than 40 years of service in public safety. In 1963 he was appointed to the Rehoboth Police Department and his law enforcement career began as a local police officer following graduation from the Police Academy. During that time, he continued his education by attending a variety of courses in his chosen field. Following nine years as a town patrol officer, he was appointed as a federal police officer with the U.S. Postal Inspection Service based in Providence, R.I. He continued serving the town as a reserve officer until moving to Maine early in 1985, when he was appointed to the Lincoln County Sheriff's Department. He served first as a Sergeant, then as Lieutenant in the position of Jail Administrator under Sheriff William Carter until he was chosen by the Board of Commissioners to head up the County's Emergency Management Agency (EMA) and Recycling Program in 1989. Later he was appointed Director of Communications for Lincoln County, leading the three Departments until his death.

Mr. Silva was proud of his service to Lincoln County and of the support given by the Board of Commissioners to his work. During his tenure as Recycling Director, he wrote several grants culminating in the building of a new facility, as well as the implementation of a composting project and expansion of recycling services to towns in neighboring counties. These projects netted substantial additional income for the County.

As EMA Director, he worked closely with town officials in all departments to enhance their response to emergency situations. Throughout the years, he was active in a variety of professional organizations, as well as involved in many local and state committees. He especially enjoyed his membership in the National Emergency Number Association (NENA) and looked forward to his service as a member of the Homeland Security Task Force recently formed by the Association of Professional Communications Officers (APCO). Closer to home, he served as Constable in the Town of Jefferson, and for several years was appointed Truant Officer and Dog Officer.

Mr. Silva enjoyed home construction projects and after building his first house, went on to restore a one-room schoolhouse in Albion as well as extensively renovate his current home in Jefferson. He was an avid NASCAR fan, as well as a fan of the New England Patriots, and liked to reminisce about working special details as a police officer at the old stadium in Foxboro. Another favorite pastime was weekend boating on Damariscotta Lake.

He was predeceased by his parents and a brother.
