Franklin Taggart Hinckley
SHELL, Wyo. - Franklin Taggart Hinckley died Nov. 7 at the Washakie Memorial Hospital in Worland. Frank was born Sept. 28, 1913, in Cowley, to John Heiner Hinckley and Jessie McNiven Taggart Hinckley.
Frank graduated from the Big Horn Academy in 1931. He went to work for Taggart Construction and then attended the Utah Agricultural College for one semester, and the University of Wyoming for one semester. Following college, he went to work for Taggart Construction and then Kiewit Construction.
When World War II broke he was working for Kiewit Construction. He soon went to work for the Army Corps of Engineers and headed to Alaska to build a base. He returned to the states, joined the Air Corps and was stationed in Texas. After the war he returned to work for Kiewit Construction, Leach Brothers Construction, and eventually started his own company, Jones, Hinckley, Jones Construction.
He had many colorful stories of his travels. They were as varied as cavorting with the Whitcombs in Zortman, the Northern Cheyenne in Lame Deer, the cowboys in Kaycee, to riding the rails during the Depression, and eating French pastries in New Orleans.
The most important day of his life was St. Patrick's Day 1950. He met Mary Francis (Mike) Tisdale at the Grange Hall in Kaycee. She was the cow foreman at the TTT Ranch near Kaycee. That day began what he called his second life. They were married on July 2, 1951, in Sheridan, Mont.
Mike and Frank located in communities throughout Wyoming and Montana while operating Jones, Hinckley, and Jones Construction. When that enterprise dissolved, the equipment was sold to Magcobar Industries. In the process Frank was hired as mine superintendent and later as plant manager. He retired from Dresser in 1982.
Frank and Mike settled in Shell and raised three children. During this time he was a member of Wyoming Contractors' Assn., Wyoming Mining Assn., Wyoming Bentonite Producers Assn., Board of Mines for Gov. Ed Herschler, Shell Valley Water Shed Corp., Farm Home Loan Board, BLM Advisory Board, South Big Horn Soil Conservation Advisory Board, Big Horn County Fair Board, and he was a Big Horn REA Director.
His lifelong love of politics led him to the State Senate in 1984. He was the first Democrat legislator elected by Big Horn County in 40 years. Mike and Frank both cherished the year they spent in Cheyenne. Mike died on Sept. 6, 1989, leaving a gap in his life, impossible to fill.
A chronology cannot express the man. He loved people and they in turn loved him. He truly understood and appreciated the human condition.
He was preceded in death by his wife; his mother and father; three sisters, Wyoming Willis, Mary Meeks, Maurine Hinckley; and two brothers, DeVere and John.
Survivors include his sons, Mart and Mike, and their wives, Cindy and Charlotte; one daughter, Lisa (Timmy) and her husband, Larry Anderson. Frank had four grandchildren, Kaycee of Bad Vilbel, Germany, Nate, Mike, and Joel, all of Shell.
Services will be held Wednesday, Nov. 10, 2 p.m. at the Shell Community Hall. In honor of Frank's disdain for neutral shades we suggest wearing a little red. Burial in Shell cemetery, Shell. Visitations have been set for Wednesday, Nov. 10, from 9 a.m. to 12 (noon) at the Atwood Family Chapel in Greybull.
A Memorial Fund has been established at the Big Horn Federal Savings Bank in Greybull, proceeds will go to the Historic Red Shell School.
