Born April 15, 1958, in Exeter, he was the son of Joanne (Ricker) Herbert, of Connecticut and the son of Dudley and Annette Carter, of Stratham.

He graduated from Exeter High School in 1978, where he played football and baseball. He worked for his grandfather, Bill Carter, in the family business of Carter's Masonry while still in high school. He was later employed by McFarland Ford and helped open Hampton Ford as the shop foreman, where he worked for many years before moving to the Portsmouth Used Car Center as shop foreman. He loved his work and his customers loved him.

He enjoyed fishing with his son, Joshua, and his friend Smitty, along with many other friends. He was also an avid boater and loved motorcycling, but most of all, loved his son Joshua and did as much as father and son could do.

During his lifetime, he touched all those around him, including his family and a very large circle of friends. His courage and strength in the final two years of his life are an inspiration to all who knew him. He will be sadly missed.

He is survived by his loving and caring wife, Laura (Baldasaro) Carter of Dover; his beloved son, Joshua Carter, 9; his father, Dudley Carter Sr. and stepmother, Annette Carter of Stratham; his mother, Joanne Herbert of Connecticut; two brothers, Dudley Carter Jr. and his wife Judy, of Maine; Dennis Carter and his wife Donna, of Gonic; his grandparents Mr. and Mrs. Cyrus Wardell of Stratham; a half-sister Heather Goodwin and husband Randy, of Farmington; half-brother Scott Sauers of Connecticut; and many aunts, uncles, cousins, nieces, nephews, and very close friends.
