Colford, Jr, Joseph E.

Joseph E. Colford Jr., the retired director of the Hudson County Youth House and later a social worker with Catholic Community Services in the Archdiocese of Newark, died Sunday January 25, at his home in Seabrook Village at Tinton Falls, N.J. He was 83.

Colford grew up and raised his family in Jersey City. In 1995, he and his wife, Catherine, moved to Monmouth Beach, where they had spent summer vacations for more than 40 years, and they relocated to Seabrook last summer.

He had been a Hudson County probation officer for 11 years when he was appointed head of the Youth House in 1956.

In 1962, he led the move of the juvenile detention facility from the present site of Marist High School in Bayonne to a new and more spacious campus in Secaucus. He later organized a supervised shelter at the Jersey City Medical Center complex designed to house non-delinquent youngsters apart from the secured Youth House population.

He retired from the Youth House in 1980 and spent the next 15 years working for Catholic Community Services, helping to set up and maintain group homes in Jersey City for adults released from state psychiatric hospitals.

Colford was also an active volunteer in the Jersey City community.

In the 1970s, he served as a trustee of Our Lady of Victories R.C. Church, a member of the parish school board and a trustee of St. Francis Hospital. In the latter role, he helped select contractors and architects to build new wings at the downtown hospital and arrange financing for the projects.

Before leaving Jersey City in 1995, he delivered meals to homebound city residents with AIDS as a volunteer with the God's Love We Deliver program.

Colford, a graduate of St. Peter's Prep and St. Peter's College in Jersey City, was active in both schools' alumni fundraising. He also held a master's degree in educational and vocational guidance from Seton Hall University, where he taught an evening course in delinquency and crime control from 1958 to 1962.

Colford was the son of Hudson political leader Joseph E. Colford, who was a close ally of legendary Jersey City Mayor Frank Hague. The elder Colford at different times was a city commissioner, Hudson County sheriff, a county freeholder and also chairman of the Hudson County Democratic Organization.
