Kelly Campbell
COOPERSTOWN — Kelly Campbell, 78, of Christian Hill Road, Cooperstown, died Friday, Nov. 5, 1999, at his home with family by his side.

He was born May 17, 1921, in New York City, the son of Howard and Alice (Eckert) Campbell.

As a young man he attended The Loomis-Chaffee School in Connecticut, and after serving as a pilot in the Army Air Corps during World War II, he attended Columbia University, and then earned a master's degree from The Wharton School of Business, University of  Pennsylvania.

While attending Columbia University, he met Grace Quinlan, a student at Barnard, and the stepdaughter of local artist Walter Frankl. They married on Aug. 1, 1942, and Kelly's lifelong affiliation with Cooperstown began.

In the early part of his career he was the business manager of the State University Colleget at New Paltz campus, but for the vast majority of his professional life he worked for the federal government. In 1955, he began with the Office of Management and Budget as a budget examiner on defense programs. In 1958, he was a professional staff member on the House Appropriations Defense Subcommittee, and in 1961, took a position at NATO Headquarters, relocating with his wife and four children to Paris, France. There, he served on the Infrastructure Committee as a GS-16, and was honored for his work by several allied governments.

After returning to the United States in 1967, Kelly worked for the EPA's Federal Water Quality Administration but decided in 1969 to join the private sector and worked for WAPORA Inc. as corporate secretary and director for management and acquisitions until 1970. But unable to stay away, he rejoined the OMB during the Nixon administration as a management analyst and representative to the San Francisco and New York Federal Regional Councils, then as chief of Program Evaluation Branch, and finally as deputy division chief for intergovernmental relations.

In 1974, he returned to NATO, relocating to Brussels, Belgium, for five years. In 1979, he returned to the U.S. as a special assistant in the Office of the Advisor on NATO Affairs and was responsible for all NATO infrastructure policy and procedural matters. He received the Secretary of Defense Medal for Meritorious Civilian Service in 1979.

Kelly retired in 1981, but continued to consult as well as co-authoring Military Systems Acquisition in the NATO Market (Frost & Sullivan 1985).

In 1988, he and his wife, Grace, were living outside  Washington, D.C., but bought a home in Cooperstown as their final place of retirement. Grace spent much of the last five months of her life in her hometown.

In 1990, Kelly married Birgit Nielson of Nice, France. They left the  Washington area, and moved permanently to Cooperstown in 1992. There, Kelly was able to indulge his greatest passions, singing, writing and traveling.

Wherever he lived he sang, but mainly in  Washington, D.C., with the  Washington Cathedral's Men's and Boy's Choir and with the  Washington Bach Consort followed by nine years with the  Washington Choral Arts Society. He also sang in the  Washington Opera production of `Othello.` In Cooperstown, he joined the chorus of Glimmerglass Opera for two productions, `The Barber of Seville` and `The Yeoman of the Guard.` In 1995, he became vice president of the Opera Guild Board, continued as president, and served as a member of the board until the present time.

Kelly's writing career flourished after his retirement. He wrote for local newspapers, motivated by the same strong social conscience that had kept him involved with governmental issues and policy making all his life. He was a person with powerful democratic ideals and took up causes whenever he saw injustices or abuses within our social system.

He also wrote a screenplay titled `Conny,` a novel titled `Deadlock!` and was planning a biography of his mother, Alice Eckert Butler, who wrote `One Day At A Time` for Al-Anon.

Kelly's love for travel was satisfied by winter sojourns, lasting four to five months, in Nice, France, where he and his wife, Birgit, would visit friends and family all over Europe.

Kelly is survived by his wife, his four children, Kevin, David, Janice and Ellen; stepdaughter, Jeanne Biga; and six grandchildren, Taylor, Elspeth, Johnny, Christopher, Kelly and Laura.

Kelly Campbell was a man of many accomplishments who was graced with a natural humility that kept him loving, accessible, gracious and charming. His curiosity and interest in people and life was always alive and vibrant, which drew people to him naturally. He was a wonderful companion, confidante and mentor to his wife, children, grandchildren and friends. We are grateful to have had him in our lives, and we will miss him always.

Contributions in Kelly Campbell's memory may be made to the Catskill Area Hospice, 542 Main St., Oneonta, N.Y. 13820 or to Glimmerglass Opera, P.O. Box 191, Cooperstown, N.Y. 13326-0191.
