He was a member of Locke Fire Department, the Knights of Columbus in Auburn and the New York Farm Equipment Dealers Association.Survivors: His wife of 56 years, the former Cecilia Malone; two daughters, Margaret M. Powers of Locust Grove, Va., and Adair C. Lyman of Mesa, Ariz.; two sons, William III of Locke and Leigh A. of Potsdam; five sisters, Elizabeth Moshier and Lorraine Waldron, both of Sterling, Ernestine Allen of Brewerton, Cynthia Hirsh of Hannibal and Lucille O'Connor of Oswego; three brothers, James of Fair Haven, Charles of Sterling and Thomas of Fayetteville, N.C.; 19 grandchildren; 21 great-grandchildren. She was a social worker for the Salvation Army from 1992 to "96. She was a member of Unity the Church of Today.Survivors: Her husband of eight years, Robert J.; a daughter, Shannon Quinn of Baldwinsville; her parents, Jim and Arlene Conroy of Lakeland; a brother, Michael Conroy of Camillus. John R. Regan

John R. "Jack" Regan, 67, of 285 Maple St., Oswego, died Thursday. Born in Oswego, he attended local schools. He retired in 1981 as a police officer after 23 years. He was a life member of Veterans of Foreign Wars Post 2320 and a member of the Elks Lodge in Oswego and Knights of Columbus 271. He was a Scout leader. He was an Air Force veteran of the Korean War and also served in the National Guard.Survivors: His wife, the former Jennifer Boronkay; three daughters, Rose Marie Glenister of Lacona, Colleen Prent of Denton,  Texas, and Tammy Salm of Oswego; three sons, Michael and Donald, both of Oswego, and Scott of Georgetown,  Texas; a brother, Joseph of Palm Bay, Fla.; 10 grandchildren. Memorial services: 9 a.m. Saturday in Sacred Heart Church. Burial, St. Peter's Cemetery. Calling hours, 7 to 9 p.m. Wednesday at Nelson Funeral Home, 124 W. Fifth St., Oswego.

Jacob Skinner Jr., 75, of Seneca Hill Manor, Volney, died Sunday. Born in Ellenville, he had also lived in Liberty and Pulaski. He had been an assistant station agent at New York Ontario and Western Railroad and had owned Skinner's Meter and Regulator Repair Shop in Liberty. He was a life member of Ontario Hose Fire Co. No. 3, was a member of First Presbyterian Church in Liberty and American Legion Hamlin Weldon Post in New Haven. He was an Army veteran of World War II. A son, John T. Sr., died in 1975.Survivors: His wife, the former Ruth Hyzer; three daughters, Carole McCoy and Nancy Gabriel, both of Liberty, and Debra Skinner Fischer of Pulaski; two sisters, Marge Boxberger of Delaware and Mildred Keegan of Kenoza Lake; eight grandchildren; three great-grandchildren. Anthony J. Starenchak Jr., 49, of Liverpool died Sunday. Born in Greensburg, Pa., he graduated from Greensburg-Salem High School and St. Vincent College in Latrobe, Pa. He was a senior account manager for Tuscarora Inc. in New Brighton, Pa., for eight years and had also been a purchasing agent for Liverpool Central Schools. He was a communicant of St. Joseph the Worker Church in Liverpool and a member of its Parish Council. He was a former board member and past president of Liverpool Central Schools Credit Union. His father, Anthony J. Sr., died in 1974.Survivors: His wife of 24 years, the former Cheryl Smith; a daughter, Emily R. Starenchak of Liverpool; a son, Adam L. of Liverpool; his mother, Eileen S. Starenchak of Crabtree, Pa. Services: 11 a.m. Thursday in St. Joseph the Worker Church. Burial will be in Greensburg. Saunders and Sons Inc. He was a member of Grace Episcopal Church and American Legion Veterans of Foreign Wars Dunbar Post 401. Survivors: His wife, Rosalyn; a daughter, Judith Fort of Syracuse; two sons, Christopher of Syracuse and Geoffry of Portage, Mich.; a sister, VeElla Cannon of Syracuse; five grandchildren; one great-grandchild. He retired this year after 29 years at New Venture Gear, was a member of UAW Local 624, a Marine Corps veteran of the Vietnam War and served in the Army Reserves. Survivors: His wife of 30 years, the former Sally Merry; two daughters, Jennifer L. and Alyssa A., both of Baldwinsville; a son, Michael C. of Baldwinsville; three brothers, John and James, both of Hillsboro, and Jack of Flagstaff, Ariz.; two grandchildren. He was a member of Holy Family Church in Fairmount, Ancient Order of Hibernians and the Veterans of Foreign Wars and American Legion in Highland Falls. He was a Marine Corps veteran of the Korean War. Fred F. Barr, 80, of Niceville, Fla., died Sept. 19 of cancer. Born in Gouverneur, he graduated from Gouverneur High School and lived in North Syracuse 13 years before moving away in 1979. He retired in 1979 as president of Spevack's Waste Material in Syracuse after 14 years. He was also personnel manager for Georgia Pacific Paper Mills in Plattsburgh for 11 years and personnel and purchasing manager for Vanity Fair Paper Mills in Gouverneur and Plattsburgh for 10 years. He was an Army Air Forces veteran of World War II.Survivors: His wife of 58 years, the former Carmen Eldridge; a daughter, Connie Naftel of Niceville; two sons, James of Plattsburgh and Michael of Baldwinsville; five grandchildren; three great-grandchildren.
