NELDA IRENE (GENTRY) WOODS, 80, of Madison, Ind., died Sunday. Ms.  Woods was a retired from Kentucky Fried Chicken in Madison. E. Robert Turner, had career in city government, business

E. Robert Turner, 72, a former Cincinnati city manager and vice president of Federated Department Stores Inc., died Oct. 14 in Bozeman, Montana.

The native of Worchester, Mass., became Cincinnati city manager in 1972 and was at the helm when the city took over the transit system and also played a key role in negotiations for the Hyatt Regency Hotel. Mr. Turner also settled a lingering maintenance dispute between the city and Hamilton County Commissioners.

In 1975, he left the city to become a vice president of Federated Department Stores. Three years later, he left there to start a consulting business, E.R.T. Enterprises.

In recent years, he has been a vice president of Colorado Community College system and served in the Colorado administrations of Governors Richard Lamm and Roy Romer.

Mr. Turner also had been city manager in Burbank, Calif., for three years. He also was city manager for Boulder, Colo., for six years; Springfield, Ore., for five years; and Brookfield, Mo., for three years. He began his career in Kansas City, Kansas, where he had been assistant city manager.

A past president of the International City Management Association, Mr. Turner also was a member of the National Academy of Public Administrators. The U.S. Navy World War II veteran was a graduate of Hobart College. He also studied at the Fels Institute of Local and State Government and the University of Pennsylvania .

He leaves his wife, Judith Caroline Torrey Turner, of Louisville, Colo.; daughter, Brooke Karath of Montana; and sons, Mathew of Glenwood Springs, Colo., and Warren of Boulder.

"Ed' Gifford, beloved crossing guard

Deer Park school crossing guard Estel "Ed" Gifford never realized how much he was loved by the children he helped each day until he was struck and dragged by a car in February 1997. The outpouring of concern overwhelmed him.

"He was always humble," said his wife, Patricia. "He would say, "I didn't know people liked me like that.' "

In that way, Mrs. Gifford believes the traffic accident was a blessing: "God showed him how much He loved him back through all these people. It has helped us tremendously."

Mr. Gifford, 59, died Tuesday from inoperable prostate cancer that was detected a month before the traffic accident.

Mr. Gifford became a crossing guard shortly after retiring from the Ford plant in Sharonville. His post was close to home and Howard Elementary School, where his own daughters attended years earlier.

The traffic accident at Matson Avenue and Plainfield Road caused second-degree burns and broke his foot. As a result, his right leg was an inch shorter than it had been. But he was able to walk with a cane and a slight limp.

Howard Elementary posted regular updates on his progress on its sign board, and the goodwill from the tight-knit community overwhelmed the Giffords.

One day, the sign read, "Mr. Gifford is Home, " his wife said. "We took pictures of it. We have a lot of things to remember."

So does Deer Park, said Howard Principal Irene May-Murnahan.

"He was just a very, very special person," Ms. May-Murnahan said. He kept a mental count of children and would check with the school about those who hadn't passed through his intersection that day, she said. "He loved the children and the children loved him."

The school plans to honor Mr. Gifford with a commemorative stone in its a new perennial garden. Contributions can be sent to Partnership 2000, Howard Elementary School, 4131 Matson Road, Deer Park, Ohio, 45236.

Mr. Gifford also leaves daughters Cathy Gifford and Donna Childers, both of Cincinnati.

Visitation: 6 to 8 p.m. Thursday at Sibbett-Moore Funeral Home, Moores Hill, Ind. Services: 2 p.m. Friday at the funeral home. Memorials may also be made to the Deer Park/Silverton Life Squad or Cancer Fund.

Marjorie Selig Steiner, active in city politics

Marjorie Selig Steiner gave up her career as a social worker when she married in 1941, but a few years later helped former Cincinnati Mayor Bobbie Sterne launch her storied political career.

Mrs. Steiner was in charge of two precincts in South Avondale for the Charter Party on Election Day in 1947 and invited her cousin, Mrs. Sterne, to help.

"That was my introduction to working for Charter," said Mrs. Sterne. "It was the ticket I intended to vote for, but I really didn't know what it was all about. Marjorie certainly was the one who got me active in Charter."

Mrs. Steiner, 90, of Hyde Park, died Tuesday of a stroke. She also had suffered from Alzheimer's disease.

She was married 57 years to Joseph L. Steiner, 91, a former vice president of Kenner Toy Co., who survives her.

"Marjorie was a very organized person and was quite effective at whatever she did," said Mrs. Sterne. "She was very interested in many social issues of the time.

Her son, John Steiner, said that while his mother was an avid reader and lover of music and drama, "her greatest love was for her family and friends. It was true devotion.

"Alzheimer's is a very insidious disease, but there's sort of a sweet side to it, because my mother's sense of love and appreciation for life, family and friends came out very strong at the end."

Mrs. Steiner graduated from Smith College in 1930 with a degree in fine arts. She also attended the Smith College Summer School of Psychiatric Social Work. Before her marriage, she was a social worker for 10 years in Cincinnati.

She was a member of Smith College clubs in Cincinnati and Palm Beach. She also was a member of the Cincinnati Garden Club and a former president of the Contemporary Arts Society.

Visitation: 11:30 a.m. to 12:30 p.m. Thursday at Weil Funeral Home, North Avondale. Services: 12:30 p.m. Thursday at the funeral home. Memorials: charity of choice.
