Judson J. Allgood, found Riverfront funding

Judson J. Allgood, a key figure in securing financing for Riverfront Stadium in the late 1960s, died Monday at Christ Hospital. He was 74.

Mr. Allgood was the architect of the plan to secure $40 million in bonds for construction of the stadium without strapping the city with that much debt, said H.C. Buck Niehoff, a partner at Peck, Shaffer & Williams, where Mr. Allgood was a bond attorney for 48 years.

"He was the attorney that really figured out how to construct that facility within the legal limits imposed on the city and Hamilton County," Niehoff said.

Mr. Allgood devised a strategy in which Hamilton County would secure the bonds and then lease the stadium back to the city - a strategy he successfully defended in front of the Ohio and the U.S. Supreme Court, Niehoff said. The strategy is now common practice, he said.

Replacing Crosley Field with a multi-purpose stadium was a key element in landing a National Football League franchise, and Mr. Allgood - a passionate sports fan - always was proud of the fact that he helped bring the Bengals to Cincinnati, although his efforts were largely behind the scenes, Niehoff said.

John Weld Peck, a law partner for 20 years, said Mr. Allgood was "one of the premiere experts on Ohio public finance law, serving as an incredibly valuable resource on issues ranging from home rule to political subdivision debt."

He was graduated from Harvard College at 18 and passed the bar exam before turning 21. After serving in the Navy during World War II, he attended Harvard Law School, where he was on the Law Review.

He was a member of the University Club, the Mercantile Library, Ryland Lakes Country Club, the Ohio Bar Association, the Cincinnati Bar Association, the Masonic Order, the American Legion and English Speaking Union.

Survivors include his wife, Carol; two sons, Judson and Charles; two daughters, Gwendolyn Triplett and Brooks Armandroff; and a granddaughter.

Funeral service is set for 2 p.m. Friday at Knox Presbyterian Church in Hyde Park. Memorials are suggested to Mercantile Library, 414 Walnut St., Cincinnati 45202; Knox Presbyterian Church, 3400 Michigan Ave., Cincinnati 45208; Pleasant Grove Methodist Church, 10283 DeCoursey Pike, Covington Ky. 41015 or to charity.

Susan Koenig, 'embraced life' with verve, love

Susan Koenig was an accomplished artist, a skilled athlete and a devoted mother.

"She embraced life with great verve and love," said Ellen Boswell-Schiefer of North Avondale. "Everything that she sought or tried, she really learned it. She became proficient in many areas."

Mrs. Koenig, 45, of Hyde Park, died Saturday of breast cancer, a disease she coped with since 1994.

"She was an incredibly strong person - the strongest person I'll ever know," said Sally McLane of Cincinnati's east side.

"She had the most wonderful sense of humor," said Cindy Rusnak of East Walnut Hills. "She could be incredibly proper, but then say something wonderfully irreverent or very dry that would be right on target."

"She was one of a kind," said Marge Applegate, her sculpture teacher.

Mrs. Koenig's oil paintings and pastels hang in collections of local corporations and private collectors. Her paintings have been in numerous local art shows and galleries. Several were chosen for the University Club's 1999 show, "Cincinnati's Finest Mid-Career Women Artists."

"Susan's paintings revealed an accomplished artist near the peak of her career," said art critic Daniel Brown. "Her landscape paintings showed a mature and sophisticated understanding of her craft. Her death is a great loss to the art community."

Denise Strasser of Madeira noted that Mrs. Koenig's "eye for color was truly amazing in all her art work."

Mrs. Koenig also enjoyed skiing, horseback riding, tennis, squash and platform tennis.

"She was just so full of life," said Ms. Strasser. "She loved everything that she did - cooking, traveling, entertaining, reading. She was very talented and gifted in so many ways. She made everyone who was close to her feel like her best friend. She was really something."

Mrs. Koenig, the daughter of Otto and Mary Louise Hilmer of Indian Hill, graduated from Indian Hill High School in 1973. She studied painting and sculpture in France and lived five years in New Mexico, where she developed an interest in southwestern art and cuisine.

She received a Bachelor of Fine Arts degree in painting and a teaching certificate from the University of New Mexico in 1978. She returned to Cincinnati in 1979 and worked full-time in the art department of Stevenson Photocolor Co. until 1991, when she and her husband, Peter Koenig, became the parents of twins, Julie Louise and David Oliver.

Other survivors include two brothers, James Hilmer of Fort Lauderdale, Fla., and Stephen Hilmer of Indian Hill; her stepmother, Genevieve Hilmer of Indian Hill; a stepbrother, Paul Stuhlreyer III of Atlanta, and a stepsister, Sarah Leyman of Hyde Park.

Visitation: 4 to 8 p.m. today at the Elden A. Good Funeral Home, 2620 Erie Ave., Hyde Park. Funeral services: 11 a.m. Tuesday at the Episcopal Church of The Redeemer, 2944 Erie Ave., Hyde Park.

Memorials: Susan H. Koenig Memorial Fund to benefit fine arts at the Seven Hills School, 5400 Red Bank Roadd, Cincinnati, OH 45227.
