Margaret Bosse kept city from becoming annexed

Margaret Bosse, one of the first women mayors in Northern Kentucky, died Thursday at Rosedale Manor in Latonia. She was 84.

Mrs. Bosse was a longtime Democratic campaigner who became a candidate when annexation threatened Latonia Lakes in 1974. She served eight years as chairman of the 500-resident town's board of trustees and in 1981 was elected mayor.

When Covington wanted to annex the city, Mrs. Bosse gathered petitions door-to-door and kept the town alive, said her daughter, Helen Vincent of Independence.

She was a Girl Scout leader, managed a softball team, bowled and worked nearly 16 years as a receptionist at the Palm Beach Co.

Survivors also include a son, James "Beau" Bosse of Independence; daughters, Ruth Winterman of Latonia and Goldie Michels-Manning of Fort Thomas; a brother, Blaine Edmonds of Florence; four grandchildren and nine great-grandchildren. Her husband, Al, died in 1975.

Services: 10 a.m. Tuesday at Allison and Rose Funeral Home,  Taylor Mill. Visitation: 4 to 8 p.m. Monday at the funeral home. Memorials: Shriners Burns Institute, 3229 Burnet Ave., Cincinnati, 45229.

Robert Stephens, Ky. Supreme Court justice

The body of Robert F. Stephens, the longest serving chief justice of the Kentucky Supreme Court, will lie in state in the Capitol Rotunda from noon to 5 p.m. Tuesday.

Mr. Stephens, 74, who had cancer, died Saturday at his home in Lexington.

The man who in 1989 would craft the landmark ruling that led to the 1990 Kentucky Education Reform Act was born in Covington and went to high school at Beechwood, where he was valedictorian.

"He was the best chief justice we ever had in Kentucky ... a judge's chief justice," said retired Kenton Circuit Judge Raymond Lape Jr.

Mr. Stephens served nearly 20 years on the state Supreme Court, 16 as chief justice. He was appointed in 1979 and elected in 1980 to fill an unexpired term. He was re-elected twice - in 1984 and 1992 - to eight-year terms. He stepped down as chief justice in 1998 and left the court the next year to become secretary of the Justice Cabinet, a position he held until he died.

Probably the most important of all his rulings was the one he wrote in 1989, ordering the state's education system to be totally revamped after a suit by 66 of the state's 176 school districts that claimed their students were being cheated by an unfair financing system.

"Each child, every child, in this Commonwealth must be provided with an equal opportunity to have an adequate education," Mr. Stephens wrote in his ruling.

Services are set for 11 a.m. Wednesday at Christ Church Cathedral in Lexington. Visitation will be at 5 p.m. Tuesday at W.R. Milward Mortuary at 159 N. Broadway in Lexington.

Valera Herzog, ballerina, taught dance in Covington

Valera Herzog, 90, a professional ballerina on the New York stage who later taught dancing in Covington, died Saturday at her home.

A native of Latonia, Mrs. Herzog attend ballet school in Cincinnati as a youngster, and at 15, went to New York to continue her training and launch a professional career.

She performed in musicals, including "Guys and Dolls," on Broadway. "But her father was injured in a railroad accident, and she returned home," said Mrs. Herzog's daughter, Valera Koester of Villa Hills, Ky.

"She opened the Valera School of Dance in downtown Covington and taught ballet and tap dancing to the children of Northern Kentucky."

Students performed an annual revue at Covington Holmes High School, where she met her future husband, Elmer Herzog, who died in 1981. He had founded Herzog Jewelers in Covington.

Other survivors include daughters Patricia Roenker and Eileen Herzog, both of Fort Wright; and five grandchildren.

Mass of Christian burial will be at 11:30 a.m. Wednesday at St. Agnes Church in Fort Wright. Visitation will be from 5 to 8 p.m. Tuesday at the Ronald B.  Jones Funeral Home in Ludlow.

Rev. Francis Bernard Pilliod, teacher

Rev. Francis Bernard Pilliod, of Tipp City, a former teacher at Elder and McNicholas high schools, died Friday.

He was 89.

Rev. Pilliod also had served as assistant or associate pastor at St. William Church in Price Hill, St. Vincent de Paul in Riverside, St. Leo in Fairmount and St. James in White Oak. He had been an administrator of St. Mary Church, Arnheim, and a Navy chaplain during World War II.

Mass is set for 1 p.m. Wednesday at St. Peter in Chains, Huber Heights. A re ception is planned from 4 to 10 tonight at the church.
