Whitlock
Rites set Thursday for Collinsville city manager
COLLINSVILLE -- City Manager Jim Whitlock, whose face was a familiar sight at city halls around Oklahoma for 40 years, died late Monday after a heart attack.
Funeral services will be at 2 p.m. Thursday at the Arrow Heights Baptist Church in Broken Arrow. Visitation will be from 9 a.m. to 9 p.m. at the Hayhurst Funeral Home in Broken Arrow.
Whitlock, 63, had been Collinsville's city manager for only a few months. He was well-known as a city manager, having previously been at the helm of Mannford, Claremore, Broken Arrow, Del City, Henryetta, Newbern, Tenn., and Sierra Vista, Ariz.
He made his mark in many ways.
In Broken Arrow, the city he called home, he oversaw the construction of City Hall and an improved water system while he was at the city's helm during 16 years of explosive growth. While he was city manager, Broken Arrow's population tripled and tax collections skyrocketed from $806,000 to $9.2 million.
In Claremore and Mannford, he oversaw the construction of multimillion-dollar exposition and activity centers where residents can get fit and be entertained. He also began refurbishing Mannford's electrical distribution sys tem.
And in Collinsville, where he began working in January, he promptly embarked on a project to redo the town's original City Hall, which was built in 1913 and destroyed by fire in 2001.
Whitlock had a private, tender side, too, one of his four sons, Robert Whitlock, said Tuesday through a haze of tears.
While he was all business at work as city manager, when Whitlock got home he loved to read to his grandchildren and wrestle with them on the floor.
"He loved his church, Indian Springs Baptist, where he served on numerous committees," Robert Whitlock said. "And he loved his grandkids something fierce. He always said that grandchildren are there just to melt your heart."
Whitlock was a visionary who liked to "think big," his son said, and he tried to infect others with his enthusiasm.
"He always wanted just to instill in people the desire to make their communities a better place to live."
Whitlock was also an avid reader, mostly of history, and a trout fisherman.
Whitlock won a battle with bladder cancer about 20 years ago, but had a scare two months ago when a new tumor appeared that had to be removed. It turned out to be benign, and his death came as a shock to all who knew him.
He is survived by: his wife, Susie; four sons, James Whitlock, Steven Whitlock (who is city manager of Coweta), Robert Whitlock and Paul Whitlock; and eight grandchildren. He had been looking forward to doting on a ninth grandchild, who is due in July.

Webster
WEBSTER -- Charles Eugene, went to be with his Lord and ended his battle with cancer on March 30, 2005 in Tulsa, OK. Mr. Webster was born October 10, 1943, to Henry and Marie (Holliway) Webster in Bowman, MO. He graduated from Winola High School, Viola, IL in 1963. He was a 10 year Veteran of the United States Navy; completed 2 tours in Vietnam and 2 tours in the United States as a Military Policeman. He was honorably discharged, September, 1973. He continued his education and in 1976 he graduated from Yakima Valley College, Yakima, WA with an Associates Degree in Police Science. He was a Police Officer, First Class for the Selah Police Department, Selah, WA, from 1973 to 1979; the Chief Investigator for Mercer County Sheriff's Department, Aledo, IL. In 1981, he became the Police Chief for Locust Grove Police Department. Charles Webster met the love of his life, Wanda "Susie" McElyea and they were united in marriage September 2, 1982 in Eureka Springs, AR. Charles and his wife moved to Glenpool, coming from Dallas, TX, 5 years ago. He was an avid Dallas Cowboys football fan and a member of Hill Haven Church of God. Mr. Webster enjoyed watching and got great pleasure seeing his grandsons play for the Jenks Bronze Football Team.
Mr. Webster was preceded in death by his parents, Henry and Marie Webster and his brother, Bob Webster. He is survived by: his loving wife, Susie Webster; son, Bill Eddy, Jr. and his wife, Sunny of Bixby, OK; 2 brothers, Herb Webster and his wife, Beverly of Kansas City, MO, Jim Webster and his wife, Norma, Las Cruces, NM. Mr. Webster was the proud "Grandpa" of Matthew Dalton Eddy, Joshua Eddy and Alyssa Parker. We called him Chuck, Honey, Grandpa and Papa Chuck; Grandpa to Matt and Alyssa, and Papa Chuck to Josh. Regardless of what we called him, his 61 years passed too quickly. He ran the race courageously all the way to God's arms. God carried Chuck through so many battles, some he won and some he lost. His trust in Christ never wavered. We are strong because he showed us strength. We have love, because he loved us and we have courage, because he was brave and we will endure because his faith never faltered. We will miss your smile, your laughter, your generosity and your hugs. While we rest in the assurance that your commitment to Christ has taken you into His everlasting presence, we wonder at the fairness of it all and the "why" and "what ifs" and we reel under the crushing grief. May God give us the strength to persevere? We will cherish you always and you will remain in our hearts forever. The family wishes to thank Dr. Greg Rhon of Dallas, TX, who started this long journey with us; Dr. Ron Crow, extended family member, and Dr. Barclay Sappington, who had a loving and guiding hand. We also thank Dr. Steven Buck and the staff at Cancer Care. We thank all of our family for their prayers and support. We thank Bishop Henry Schneider of the Hill Haven Church of God and all of the members for their support and prayers. I also want to thank my personal friend, Janey Gill and her husband, Gary for all the meals and prayers and hugs. We give thanks to our extended family at Town Village, Tulsa, Director Wanda Inman and all of the staff and wonderful residents who prayed so many prayers for us and gave hugs and encouragement along the way. Chuck is now in Heaven encircled in God's love with the wind to his back and the sun shining on his face. He is smiling down on us as we think of his gracious wit, his infectious ability to always find the positive in all of life's moments and challenges. One's short time on earth is never enough, yet earthly years and Heavenly microseconds will allow us to be reunited with God's will. Thank you, Chuck, for the love and protection you gave every day. There is no way I can ever sufficiently express my undying love. All our love: Susie, Bill, Sunny, Matt, Josh, Alyssa, Arlene. Service will be held 2 p.m., Friday, April 1, 2005, at Hill Haven Church of God, Tulsa, OK, with Bishop Henry Schneider officiating.
