Joan A. Skipper
Aug. 31, 1931 – Jan. 3, 2015
Joan A. Skipper, resident of Lincoln City, Oregon and wife of John L. Skipper, died comfortably in her home on January 3, 2015. She was 83 year old.
She was known by many names: Acquaintances knew her as Joan, to close friends she was Joni and the grandchildren lovingly called her Noni. She had been battling Multiple Myeloma cancer for nearly four years and through the many highs and lows she experienced, she was able to face each challenge with tremendous strength and grace.
She was born Joan Ardelle Hall, August 31, 1931 at The Suburban Hospital in South Gate, California to her parents George Washington Hall and Ruth Ardelle Hall. The family later moved to Bakersfield, CA. She attended Bakersfield High School where she met her future husband Charles Lee McLaughlin. After graduation in 1949, the two of them where married on August 30, 1949. Their marriage resulted in the birth of four boys: Craig McLaughlin 1950, Chris McLaughlin 1952, Carl McLaughlin 1954 and Charles McLaughlin 1957.
She took the duties of a 1950’s homemaker seriously and received great satisfaction in providing for her husband, seeing to it that her children were always nicely dressed and keeping her home clean, organized and welcoming. She was a beautiful woman inside and out and brought together the perfect embodiment of femininity and motherhood that housewife’s of the 1950’s aspired towards. Strict and traditional in many ways, Joan was ever modern in her fashion and both politically and socially engaged. She was also a great healer: from scraped knees, to broken hearts, she was there to mend the wounds, dry the tears and provide words of inspiration. Perhaps most importantly, she had a tremendous sense of humor with an enthusiastic laugh.
In the early 1960’s she became involved as a volunteer in supporting local, regional, state and national politics and worked diligently for many campaigns including that of Barry Goldwater for President and Ronald Reagan for Governor of California. In 1966 and subsequent to her divorced, Joan entered the workforce and was hired as the assistant manager for the Bakersfield Chamber of Commerce’s Convention Bureau, becoming the first woman to hold that position.
After her children were grown, she eventually moved to Kailua Kona Hawaii in the early 1980’s, where she met John L. Skipper who she married in 1984. They eventually relocated to Winter Haven, FL. After years living in the Florida sun, Joan wanted to be closer to her children who were living on the west coast, so the couple moved to Lincoln City, OR. They joined St. James Episcopal Church and made many friends. She was an excellent cook who deeply loved to provide delicious and nutritious meals for her family and took great care to present it in a beautiful way. She was also an avid gardener and spent countless hours designing, expanding and attending to the seasonal needs of her broad collection of flowers and plants. This drew the attention of countless residents and tourists who happened by her home, many of whom would stop to talk to Joan and express their appreciation of her beautiful garden and take pictures.
Most of all she loved being a mother and grandmother and took great care to make sure you knew she loved you. She always thought of others first and never missed sending out a birthday card and loved shopping months if not years in advance for that very special and personal gift that the receiver would appreciate and love. This was quite a feat considering the many friends, immediate family members, stepchildren, five grandchildren and eight great grandchildren.
A memorial service will be held on January 17, 2015 at 1:00 p.m. at St. James Santiago Episcopal Church in Lincoln City, Oregon and all are welcome to attend and celebrate her life.

Bill Works
Bill Works, former Finance Director for Lincoln City, passed away peacefully on January 8, 2015 at age 90. He was born August 14, 1924 in Big Sandy Montana to William and Lulu Works.
After graduating from high school, he attended Montana State University in Bozeman majoring in electrical engineering. After his first term, his father became ill and he returned home to manage the wheat ranch.
Bill served in the Army during WWII and was stationed in Tokyo for a year after the war as a radio operator. He graduated from Oregon State University in 1951 with a degree in Agricultural Engineering. He then moved to Prosser, Washington working for The Benton Rural Electrical Administration.
In May 1953, he married Benita French from Waldport. They moved to Moscow, Idaho in 1956 where Bill was an Associate Professor at the University of Idaho School of Ag Engineering. He completed his Master Degree in Engineering from the U of I in 1959.
Bill made a career change in 1973 and became Public Works Director for Lincoln City. Shortly after, he became Finance Director, retiring in 1994.
He was active in the Masonic Lodge and Amaranth and was also a member of the Elks and Lions Clubs. He was an avid Oregon State Beaver fan and enjoyed growing orchids. After Benita’s passing in 2005, Bill volunteered many hours at the Lincoln City Food Pantry.
He lived at Lakeview Senior Living the last several years, where he received wonderful care from the dedicated staff.
He is survived by his daughter Susan Miller and son-in-law Tom of Siletz; grandsons Tim Miller of Lincoln City, Levi Miller (Leah), and great grandson Colton of Puyallup, Washington. He was preceded in death by his wife, parents, brothers Irvin and Kenneth, and sisters Louise Bilile and Lauretta Prindel.
A memorial service will be held Saturday, January 24, at 11:00 A.M. at the Chapel by the Sea in Lincoln City. In lieu of flowers, donations may be made to Lincoln City Food Pantry.

Daniel Lamar Robertson
Daniel Lamar Robertson, age 53, died from a heart attack on Jan. 16 in his home in Lincoln City, OR. Funeral services will be held on Saturday Jan. 24 at 10:30 a.m. at the LDS Church on 3565 NE West Devils Lake Rd, Lincoln City, OR.

Samuel Park Taylor
Samuel Park Taylor 1990-2015, 24, Petty Officer 2nd Class-MK2 of Boise, Idaho & Lincoln City Oregon, was welcomed into the arms of God on July 30th, 2015 in Key West, Florida.
Sam was born in Ontario, Oregon on Oct. 23rd, 1990 to us, his parents, Steve and Susan Taylor. Sam was welcomed with loving hugs and many kisses by his sister, Sara. In his younger years, Sam attended school in Weiser, Idaho and graduated from Mountain View High School in Meridian, Idaho in 2009 after our family moved to Boise in 2004. Sam was the kind of kid that everyone was drawn to; he had a heart of gold and was a true “Guardian” to those around him!! He loved playing with his friends when we lived on Chicken Hill in Weiser. Sam, Kolby, Riley, Chris, Kyle, & Dalton were the “Chicken Hill Gang!” They played for hours at a time, moving from house to house, to the fort, to Sam’s BMX/Motocross track, & to the creek. They brought home, fish, frogs, lizards, crawdads, and snakes; Sam used to scare Steve with the snakes….we all had a little laugh!
Sam loved to ride his motorcycle with his dad, Donnie, Big Don, Brent, and the Odom’s boys, Brandon & Alex…Sam received the love of motorcycles from his dad!! One day he wrecked on his track next to the house, the next thing I knew, Sara and Sam were at the front door, Sara was screaming hysterically, her little brother was hurt, blood running down his face…Sam wasn’t crying, I think he thought it was cool…just like the pro’s! Sam was very athletic, he excelled in all sports: wrestling, baseball, soccer, football, golf, even to our dismay, jumping from the roof, to the trampoline and then flipping into the pool!! Sam was so worried about our move to Boise, he didn’t want to leave his friends in Weiser, and he was so worried that he wouldn’t find friends in Boise. As all of us know, there really was no need to worry, Sam’s circle of friends became bigger with the move , he was blessed with: Zane, Blake, Cody M., Joey, Cody P., Trevor, Chi, Kade, Kyle, Tatiana, Scott, Ryan, Zach, Erin….and many, many more. Sam found his new brother, Jacob Wilson, his sister’s husband…they will always have a very special bond.
Sam joined the Coast Guard in 2009, he was on the bus to boot camp the week of his 19th birthday. We had “empty nest” syndrome so bad, it didn’t help that Sara moved out of house two weeks later. While at the Cape May Training Center, Sam received the “Jon W. ‘Jack’ Campbell Physical Fitness Award” at graduation, for demonstrating the highest level of physical fitness during recruit training. While stationed in Hawaii, Sam was assigned to the USCGC Jarvis and received a Letter of Commendation for his outstanding performance of duty for his “can do” attitude, maturity and leadership. He attended MK A-School in Yorktown Virginia. Then, Sam’s next adventure took him to Key West Florida, assigned to the USCGC Sawfish. While in Key West, Sam assisted relief for a sailor aboard a vessel named Second Chance. When transferred to the sailing vessel, they worked throughout the night; no sleep was had as the slow speeds greatly exaggerated the pitch and roll of the cutter. Sam said, “When I was initially sent to the Second Chance to assist, I felt excited for the opportunity to help out. I quickly realized that the sea conditions and distance to Key West would challenge our endurance, as the trip would take over 15 hours.”
While in Key West, Sam married his wife Annie. Sam’s next adventure took him to Depoe Bay, Oregon. On Nov. 29th, 2014, Coast Guard personnel from Depoe Bay and Newport launched an air and sea rescue mission to save five fishermen. Sam assisted in the rescue and received the Commandant’s Letter of Commendation. The medals and awards Sam received while serving in the United States Coast Guard include: Coast Guard Achievement Medal, Coast Guard Meritorious Unit Commendation Ribbon, Coast Guard Rifle Marksman Ribbon, Coast Guard Pistol Marksman Ribbon with “S” Device, Coast Guard Meritorious Team Commendation Ribbon with Four Gold Stars, Coast Guard Commandants Letter of Commendation Ribbon with One Gold Star and “O” Device, National Defense Service Medal, Coast Guard Sea Service Ribbon, Coast Guard Good Conduct Medal. Sam, our sweet loving son, passed away while on vacation in Key West, Florida.
Sam is survived by us, his parents, Steve and Susan Taylor of Boise, Idaho; his loving sister, Sara Wilson and his brother-in-law Jacob Wilson; their children, Sam’s nieces and nephews: Hunter Park Wilson, Maci Mae Wilson, Charlize Wilson, and Elijah Wilson; his wife Annie Taylor; his grandparents: Mike and Ginger Roberts; his great grandmother Mary Lou Maddux; his uncle Mark and aunt Tami; his uncle Brian and aunt Angie; his cousins: Zach, Aaron, Kimber, Morgan and Anthony and their families; Annie’s parents: Tanya and Todd Bako; and Annie‘s brother , Garret Stanley. Sam is proceeded in death by his grandmother and grandfather: Mary Jo and Everett Taylor; his great-grandfathers and great-grandmothers: Orvis and Maxine Franklin, Clyde Smith, Esther and Lester Grinstead, Melvin and Frances Taylor, Buck Maddux and Lee Roberts.
A Celebration of Life Service will be held on Friday, Aug. 7, 2015 at 9 am in the Chapel of Cloverdale Funeral Home, 1200 N. Cloverdale Rd., Boise, ID 83713, with Bishop Randy Jensen officiating. A viewing for the public will be held on Thursday, August 6, 2015 from 5-7 pm at the funeral home. Sam will be laid to rest at The Idaho State Veterans cemetery, 10100 North Horseshoe Bend Road, Boise, ID 83714, immediately following the service on Friday. Full Military Honors will be presented.

Levi Isaac-Thomas Slane
1/2/2001 - 11/28/2013
On November 28th we unexpectedly lost our dear Levi in death. Although our hearts are broken, our spirits are lifted by our fond memories of Levi and the love he showed for all of those whom he cared so much for.
Levi was raised in Lincoln City/ Otis and knew so many people in the area, especially his friends and relatives that attended the local Kingdom Hall of Jehovah's Witnesses. He always seemed to be ready with a beaming smile and a hug, being truly interested in the people he came to know and love. Levi enjoyed collecting Hot Wheels and building with Legos as well as riding his dirt bike.
Levi was very interested in the Bible and he spent much of his time along with his family studying and reading the scriptures. Levi knew of the promises that the Bible holds out for those who have died. We as a family know that we will see Levi again, and it is this hope that gives us courage to keep going even during these dark days. As Jesus said at John 11:25 "I am the resurrection and the life. He that exercises faith in me, even though he dies, will come to life."
Levi had many, many friends and we would like to thank everyone for the support and kindness that they have showed us all.
Levi is survived by his mother and father: Ronald and Samantha Slane, his sisters: Mackinzy Slane and Tiffany Page, and his grandparents: Steve and Jackie Slane as well as his great grandmother: Verna Slane. Levi is also survived by his uncles and aunts: Steve Slane Jr., Melissa Wolf, Kathalynne Webb, Gabriel DePaolo, Jessica DePaolo and Michael DePaolo, as well as numerous relatives and those who are part of the world-wide family of Jehovah's Witnesses. How we all look forward to seeing Levi again.
Memorial services will be held Saturday Dec 14th at 2:00 P.M. at Taft High School in Lincoln City.

David Harvey Davis
David Harvey Davis - Died June 11, 2013 in Lincoln City
Born in New Orleans to Genora Crutcher and B. Locke Davis on December 19, 1930.
David played trumpet in the Army band during the Korean War.
He attended Mississippi College and in 1954 graduated Peabody/Vanderbilt in Nashville with Bachelor of Music degree where he met his future wife, Peggy Von Bramer.
He earned M.A. degree from Harvard University in 1957.
David taught at University of Virginia in Charlottesville, where he rose to a position of Associate Professor and served as chairman of the music department. In 1967 he entered the professional music industry in Los Angeles where he composed orchestrations and musical soundtracks for television and film. After 25 years in the L.A. music industry, he and Peggy relocated to the Oregon Coast where David contributed greatly to the Roads End and Lincoln City community. He served on the Roads End Improvement Association Board as a member and President. He was a member of the first North Lincoln Samaritan Hospital Board for seven years, and most recently served on the Roads End Sewer District Board.
David is survived by his wife of 58 years, Peggy, sons Tom and Richard, his adored grand daughter Erika and daughter-in-law Carla Ann .
David is also survived by many lifelong friends that he gathered and nurtured through all the stages of his life. He was a charming man of great wit and humor and admired for the fullness and depth of his character.

“Papa” Harold G. Loyd
Long term resident of North Lincoln County Harold G. Loyd, after a brief illness, passed away at the Sheridan Care Center March 13, 2013.
Private family committal services will be held at the Riverview Abbey in Portland OR on March 22. Harold will be buried in the same crypt as his wife.
A Celebration of his life will be held at the Congregational Church, 1760 NW 25th Street in Lincoln City Oregon on Saturday, March 23 at 3 p.m.
Known by his adoring family and friends as “Papa Harold”, he retired in Lincoln City in 1972. He lost his wife of 34 years, Fyrne, to cancer in 1991.
Papa Harold was born in Italy December 5, 1924. He escaped to the United States in the hold of a cattle car with his family when Mussolini and the Fascists came to power. His father and uncle were both veterinarians but they couldn’t practice in the United Sates. The family settled in Portland and became bill collectors. Loyd turned 17 two days before Pearl Harbor was bombed. After basic he served in Australia, Egypt, Sicily and Austria. His unit was responsible for helping repair cities damaged by war. In 1950 Loyd was recalled back into the service this time to help build airfields in France where he spent 24 months.
In a News Guard article on May 29, 2002, Carol Posey wrote, “When
Fyrne died in September of 1991, two things happened,” said Harold. “That December Dawna Daniel told me to quit feeling sorry for myself and go out and help people in Lincoln City because they needed it; and I met the Robertson family. At that time the Robertson family needed a grandfather and I needed a family. “I happily accepted the challenge and have been a grandfather for the family ever since.”
Harold went on to say, “the second good thing that happened to me was when Peggy hired me as an ambassador to greet customers at Mo’s.” He greeted everyone; made sure they were happy with their food and told tourists where things in Lincoln City were. “I tried to carry on like Peggy would do and make people happy.”
Papa Harold accepted the position of Sexton at the Congregational Church; He was a member of the TIPS group, got involved with fund raising activities for the Taft High Booster Club and Taft High Action Team. He helped build the Elder Abode and served on their board. He became an active member of the Lincoln City Kiwanis Club and served on their board of directors, He became active in the Lincoln City Chamber of Commerce and the Chamber’s Ambassadors.
Loyd told Posey, “Helping out in different ways is a good way to get to know people, I know most people in Lincoln City and watched young people grow-up. I was the first to hold Heather Hatton’s baby at a Tips meeting.”
Upon leaving Mo’s he put on his tuxedo and began to seat the guests in the Rogue River Room at Chinook Winds Casino Resort and then help guests select a nice bottle of wine.
Harold was known for his personal knowledge of wine. He studied extensively and became Sommelier par Excellence. Harold was interview by the Oregon Coast Magazine and said, “ life comes full circle and I find great happiness in sharing my knowledge of wine with diners at Chinook Winds.”
For his community efforts he was nominated as the Lincoln City Man of the year. Mo’s Restaurant presented him the Life Time Achievement award, Chinook Winds Casino recognized him with their annual Community Spirit Award, A community marketing Committee gave him another as the Customer Service Shining Star for taking care of our most important person, “The Customer.”
Papa Harold Loyda is survived by his adoptive family; Roger and Pat Robertson, grandchildren and great grandchildren include Phil and Rachel Robertson, Paul and Alison Robertson, and Peter Robertson all of the Lincoln City Oregon area, Richard and Trisha Cummings and children Michelle and Benjamin of Keizer, Oregon, Sheri and Jeff Hubert and children Jeff and Alix, and Steve and Amy Larson and children Nicole and Kyle all of Salem Oregon.
Memorials may be made to the Congregational Church of Lincoln City, OR. Mt Tabor Lodge #42, or the nonprofit of your choice.

Nancy Jean Usher
Nancy Jean Usher of Lincoln City, Oregon died March 8, 2013 at the age of 78 in Sacramento, California. Nancy Usher was born March 13, 1934 in Fremont, Ohio. Her whole life was focused on being a great wife and a mother, and her marriage of 51 years to Ronald Usher and the diverse, successful life paths of her four sons are testament to her excellence in these roles. She is survived by her husband, Ronald Usher; her four sons, Brad of New York, Eric of Hong Kong, Craig of California, and Michael of Georgia; as well as her sisters Mary Jacobs and Pat Tedesco of California, and her brother John Mallon of Georgia.
“The Usher family would like to extend our deepest gratitude to the staff of Aging Wisely with Heartfelt Hands of Lincoln County for the exceptional and compassionate care they provided Nancy Usher.”

Oscar Irwin Hall, Jr.
Oscar Irwin Hall, Jr. passed away December 12, 2012. Oscar is survived by his wife Beverly, of 54 years, 5 children Debra Spinardi (husband Robert), Richard Schmidt, Michael Schmidt (wife Janet), Patrick Hall and Cathy Adams (husband Tracy). 12 grandchildren, 9 great grandchildren, sister Kay and several nieces and nephews.
Oscar served in the US Navy as an Electronics Technician Second Class from 1953 to 1957, wed his wife Beverly in 1958. In the early years from 1960 to 1965 Oscar worked for Aerojet General Corporation as a Test Engineer responsible for structural testing of numerous rocket motors and components. From 1965 to 1968 he worked at the Sacramento Army Depot as an Electronics and Mechanical Engineering Technician responsible for project design and fabrication of portable electronic and supply facilities for Army mobile operations.
In 1968 Oscar moved to the California Bay Area where he started working as a Program Manager and Production Manager for MBA Associates/Tracor Aerospace located in San Ramon. Oscar earned a BS in Industrial Engineering from Southern Illinois University – Phi Kappa Phi. Retiring in 1991, Oscar wasted no time getting back into the workforce as the Senior Manufacturing Engineer at Teledyne McMormick, Hollister Facility from 1991 to 1993. Oscar and his wife moved to Oregon in 1993. Oscar was a dedicated husband, father, grandfather and great grandfather and loved his family dearly. He was a member of the American Institute of Industrial Engineers and the Society of Mechanical Engineers. Oscar had a love for football and was a dedicated San Francisco 49ers fan – Go Niners! He was also a past president of the Roads End Improvement Association.
A Celebration of Life with Military honors was held at the home of Mr. & Mrs Robert Spinardi in Rio Vista on January 19, 2013.

Gerald “Jerry” Wayne Pace
Gerald “Jerry” Wayne Pace passed away on March 17, 2013, at the age of 68.
Gerald was the third youngest of nine children born to Ernest and Carrie Pace of Pine Bluff, AR. His parents, his eldest son and nine siblings preceded him in death. He is survived by: his brother, James Pace, of Visalia, CA; his sister, Mary Cervantes, of Visalia, CA; his sister, Louise Richardson, of Rison, AR; his sister, Beatrice Tullus, of Cabot, AR; his son, Darin Pace, of Exeter, CA; and, four grandchildren.
Gerald was born in Fort Smith, AR and moved to California as a teenager. He graduated from Redwood High School in 1964. Two years later, he served his country in the Vietnam War. Gerald served a two-year tour with Army and earned four medals for his service.
Gerald was married to Christine Baker from 1966 to 1988. They had two children. During this time, Gerald worked as a contractor and Fireman for the City of Visalia. He attended College of the Sequoias and obtained a degree in Fire Science.
Gerald was married to Susan Hansen from 1989 until her passing in 2006. Shortly after their marriage, Gerald retired as Captain from the Visalia Fire Department and the two moved to Oregon. They spent the next ten years building a dream home on the Oregon coast. After Susan’s untimely death, Gerald allocated his time with friends from Oregon to Southern California.
Deceased's Education: An evening of remembrance for Gerald Pace is scheduled on April 4, 2013 at 5:30 pm, dinner will be served. Family, friends and well-wishers invite you to the Visalia Elks Lodge, 3100 W. Main Street, in Visalia, CA

Tamara “Tammy” Joy Foultner
Tamara “Tammy” Joy Foultner, passed away, March 27, 2013, at home in her sleep after a lengthy battle with cancer. Tammy was born July 4, 1953 in Longview, WA. to Robert and Nadine Enbusk. Tammy married Donald Foultner on August 25, 1978 in Clatskanie, OR. She attended Mark Morris High in Longview also attended WSU, she was a lifelong Realtor and office manager in Lincoln City. Tammy liked playing tennis, was a member of the Elks Club and attended St Peter the Fisherman Lutheran Church. She wanted all family and friends to “Live life to the fullest”.
Tammy is survived by her mother Nadine Enbusk Cooper and one brother Mark Enbusk both of Longview, WA; husband Donald Foultner and daughter Ashleigh Foultner both of Lincoln City; son, Shawn Foultner of Siletz. Tammy was preceded in death by her father Robert Enbusk and one sister Kathy Diaz.
Memorial service will be held Saturday, April 6, at 1p.m. at St.Peter the Fisherman Lutheran Church, S.W. 14th & Hwy 101, Lincoln City.
All are welcome to join family and friends at a potluck after the service.

Richard Lee Ferguson “Fergy”
Richard “Fergy” Ferguson passed away on April 3, 2013 in the hospital in Lincoln City, from complications of a stroke. He was born August 27, 1937 in Blackwell,
Oklahoma to John and Louise Ferguson.
Richard was a graduate of Manhattan Kansas High School and Embry Riddle Aeronautical Institute. He gave 25 years serving this country as a pilot for the US Army and was a Vietnam war veteran. Also served two years in the US Navy. After military service he was a pilot for various private companies. Richard grew up in Manhattan Kansas and lived in many places during his military career before retiring to Colorado and moving to Lincoln City in 2002. Richard was a NRA member, collected knives, an avid reader and a gun aficionado. He loved hunting and fishing, trips to Mexico and spending time with friends. Richard is survived by two sons; Clay of Florida and Dan of Colorado, daughter Dee Schluckebier of Kentucky, his companion Pam Nicholson of Lincoln City; six grand children, brother David of Florida and his beloved dog, Suzie as well as a host of friends. Richard was preceded in death by his parents, brother Mike and sister Wilma.
No services at Richard’s request. A memorial was held at Shuckers Oyster Bar on Friday, April 5. In lieu of flowers, contributions can be made to VFW or St. Jude Hospital. Arrangements were made by Affordable Burial and Cremation of Lincoln City.
