Elder Roosevelt Boyd

Clarendon County has lost a leader, a counselor and a friend with the Sunday, Aug. 6, 2006 death of Elder Roosevelt Boyd.

The husband of Dorothy Brailsford Boyd, he was born on Nov. 22, 1937, the son of Edward J. and Minnie Ragin Boyd and died at the age of 68 at Carolinas Hospital System in Florence, after a brief illness.

Boyd was a 1957 graduate of Manchester High School in Pinewood and furthered his vocational education through classes in welding and farm machinery operation and maintenance.

He found his true calling when he entered the S.C. Police Academy in 1969 and became Clarendon County’s second African American sheriff’s deputy under Sheriff T.J. Jackson. He served with distinction as a deputy until 1978 when he was named as director and captain of what is now known as the Clarendon County Detention Center and was the first African American to hold that position. He held that post until 1983 when he transferred to the Williamsburg County Jail to serve as administrator there until 1988.

In 1986, he was elected to the Clarendon County Council to represent District 1 (Summerton).

“He was a very effective and highly dedicated councilman,” said former Council Chair Betty Roper.

“From our very first conversation, I knew he was my friend and that he would be someone I could rely on and trust,” she continued. “Not only did he look out for the interests and welfare of his own constituents, but he took a genuine interest in every citizen of Clarendon County, regardless of where they lived. He truly cared deeply about his fellow man. His death is a loss to us all.”

It was his great compassion that led him to leave county government and enter the ministry, where he served at the time of his passing as presiding elder of the Union Methodist Episcopal (UME) Church organization.

Senator John Land echoed Roper’s feelings about Elder Boyd.

“I have known Elder Boyd for the last 39 years and have never known a man more dedicated to his community,” Land said. “He served as a commissioner on the Board of Juvenile Parole, appointed to that position by Gov. Jim Hodges in 2000. He was one of the most compassionate men I have ever known and had a special insight for young adults who had gotten in trouble. He took those responsibilities very seriously and it was a very difficult, often heart-wrenching job.”

Boyd’s contributions through his service make for a long list.

He was the founder of the Beulah and C.B. Wortherly Foundation recreation facility and the founder and president of the Panola Community Recreation Center. He served on both the strategic planning committee and the bond referendum committee for School District 1, and as a trustee for the district from 1985-1986.

He was a member of Allen University’s board of directors and also served on the boards of the NAACP, the Council on Aging, the General Board of the Union Methodist Episcopal Church organization, and as an integral member of several other local organizations.

“Elder Boyd served his community, county and state in so many ways,” said S.C. House Representative Cathy Harvin. “Through his work in criminal justice, his service to the Clarendon District One School Board, through his leadership in church activities and his involvement with the NAACP, Roosevelt dedicated his life to making Clarendon County a better place for us all. We will miss him greatly.”

In addition to his wife, Boyd leaves to honor his memory, a daughter, Dr. Beverly LaVern Boyd-Rolle and her husband Alfred Rolle of Atlanta; a brother, James (Thelma) Boyd of Thomasville, N.C.; two sisters, Leavone Canty and Mary Shannon, both of Pinewood; an aunt, Mary Boyd-Gilbo of Asheville, N.C.; and two grandchildren, Allison Boyd-Rolle and Alexis Hope Boyd-Rolle, both of Atlanta.

Funeral services are planned for Friday, Aug. 11, 2006 at 2 p.m. at Antioch UME Church in Rimini. The family is receiving visitors at the home, 15784 Panola Road in Pinewood.
