Born in Ashburn, Ga., on Oct. 8, 1918, he graduated from high school there in 1935 and attended Emory College at Oxford, Ga., until 1937. As World War II began in Europe, Harp joined the Royal Canadian Air Force and received his wings in December 1941. When the United States entered the war, the American pilots serving in Canada were transferred to the U.S. Army Air Corps, and he was commissioned as a second lieutenant in 1942. Harp married Elaine Bressmer Rawlins of Leamington, Ontario, Canada, in August 1942 and moved to Fort Myers, Fla., as a flight instructor. During World War II, Harp was with the 6th Bombardment Group in the South Pacific, where he flew combat as a B-29 pilot. He was part of the diversionary flights related to the attacks on Hiroshima and Nagasaki. After the war, Harp was stationed at Robins AFB, Ga., and later with the occupational forces in Japan before leaving the service and returning to Georgia in 1947. There he continued his lifelong interest in real estate. He was recalled to active duty in 1950 and assigned to Shaw Air Force Base as base director of personnel. In 1951 he was assigned to Southern Pines, N.C., where he was instrumental in the establishment of the Air Ground Operations School. In 1954, he was transferred to Maxwell AFB in Montgomery, Ala., as a student at the Air War College. From there, he was assigned to Ramstein AFB, new Kaiserlautern, Germany. On a flight to North Africa in 1956, Harp landed a disabled aircraft in southern Germany and was severely injured in the resulting crash. He was stationed at the hospital both in Germany and Montgomery, Ala., for almost two years. Ultimately he lost his leg. Determined to pursue an Air Force career, Harp petitioned and was retained on active duty. Assigned to Shaw AFB in 1959, Harp was the base executive officer under Col. Gerald J. Dix. This assignment was followed by deputy for administration, 9th Air Force, and in 1963 he was named base commander. Under his leadership Shaw AFB won the Hennessey Award twice in the mid-60s. While commander, he served on the Shaw-Sumter Community Council and forged his lifelong relationship with the people of Sumter, where he was given the key to the city in 1964. After a brief tour at Langley AFB, Va., he retired from the Air Force and returned to Sumter. His decorations include the Distinguished Flying Cross, Air Medal with two Oak Leaf Clusters, National Defense Service Medal, American Theater Campaign Medal, Army of Occupation Medal, World War II Victory Medal, Asiatic-Pacific Campaign Medal, Air Force Longevity Service Award with three bronze Oak Leaf Clusters and Armed Forces Reserve Medal. After a six month retirement, Harp worked with the Sumter Housing Authority for 16 years until 1982. During his tenure many apartments and duplexes were conceived and completed, as well as an early education center. Following his second retirement, Harp gave his time to his real estate ventures in Sumter, and in Thomaston, Ashburn and Eastman, Ga. Harp restored his grandparents’ Victorian home in Thomaston, Ga., in 1988, and the house is now on the National Historical Register.
