He then worked in the radio field as a news announcer before moving to Washington, D.C. He is a veteran of the United States Navy, serving in the Far East and Korea during the Korean conflict.

Richard retired in July 1993 as associate director of Sister Cities International headquartered in Alexandria, Va. He served with that organization for 26 years. Prior to that, he was on the staff of the National League of Cities where he was director of publications and communications. He also served as staff liaison between the League and the Civic Committee of the People-to-People program. The Civic Committee was the original committee charged by President Dwight D. Eisenhower to develop and carry out the sister cities concept.

His long association with the national sister cities program, and his career working for cities and towns throughout the United States and the world, has given him a unique perspective on the worldwide movement and the historic imperatives that caused the concept to expand so rapidly after 1945.

Richard was a photojournalist and covered the White House and Capitol Hill both before and after joining the National League of Cities. He has photographed every U.S. President since Harry Truman and interviewed scores of leading politicians at the local, national and international level.

His civic and organizational activities included membership in the National Capital Area Council, Boy Scouts of America, where he was instrumental in helping to create the first international relations committee in the United States. He is also a member of the National Capitol Historical Society, a Smithsonian Associate, the American Legion, the National Wildlife Federation and a number of other societies.

He lived in the Far East for two years, which led to his deep interest in international relations. Since then he has visited dozens of other countries throughout the world and has traveled through every state in the United States. He has been a U.S. delegate to four biannual conferences of the International Union of Local Authorities (IULA), headquartered in The Hague, Netherlands. He served on the organizing committee for the IULA conference held in Washington, D.C., in 1961. He also served on the organizing committee of the US-USSR sister cities conference held just two weeks before the breakup of the Soviet Union. He has also been a delegate to the Conference of European Municipalities (CEM) and has advised a number of international organizations dealing in local government.
