Robert McNees II
Former Oak Ridge mayor

Record dated at 1:47 p.m.
on Wednesday, April 22, 1998

Robert McNees II, one of Oak Ridge's earliest mayors and a longtime activist in city affairs and Democratic politics, died Tuesday afternoon at Methodist Medical Center of Oak Ridge.

He was 83.

Mr. McNees was mayor of Oak Ridge from 1961 to 1965 and served four terms on the city council, from 1959 to 1975, his son said this morning. Before the city was incorporated, he also served on the town's Advisory Council.

He is survived by his son, Bob McNees III, who is the Oak Ridge city judge, and his daughter-in-law, Ann McNees, a member of the Oak Ridge Board of Education.

Mr. McNees worked at Oak Ridge National Laboratory from 1952 until 1977, in both the Chemical Technology Division and the Metallurgy Division. He also served as director of the budget and programming at the lab.

He earned his bachelor's degree in chemistry from East Tennessee State University and his master's degree and doctorate from Purdue University in Indiana. He was a graduate of Science Hill High School in Johnson City.

"He loved to watch sports, but he never listened to the announcer," his daughter-in-law said this morning.

"He would listen to classical music on WUOT or his tapes and then watch the ball games," his son added.

Mr. McNees was an avid fisherman and "loved" going fishing with his longtime partner, Frank Bruce.

He also was a regular at the Farmers Market at Jackson Square, his son said.

"If he could get down there first and buy anything before anybody else, he was happy," his son said.

He also enjoyed making bread -- and not with a bread maker, Ann McNees said -- and "supervising" other people working in his garden and yard.

His "greatest passion," Bob McNees said, was that "he was just a very liberal Democrat. I don't think he ever felt it necessary to be apologetic for it."

In addition to his local son and daughter-in-law, he is survived by another son, John McNees of Whitestone, Va.; four grandchildren, Bob McNees of Austin, Texas, Andy McNees and Megan McNees, both of Oak Ridge, and Randall McNees of Whitestone, Va.; two stepdaughters, Robin S. Chapman of Madison, Wis., and Shelagh Smith Axley of Rockville, Md.; and two nephews, David McNees and Mike McNees, both of Johnson City.

His first wife, Mary, and his second wife, Elizabeth, both died earlier, as did a sister and a brother, Helen McNees and Jim McNees.

Mr. McNees' body was donated to Quillen-Dishner Medical School at ETSU and the ashes were to be scattered around a large oak tree on his farm in Johnson City.

The family will receive friends from 1 to 4 p.m. Sunday at his home, 101 Elliott Circle.

No service will be held.

The family requests that any memorials be in the form of contributions to the College of Oak Ridge Founders' Scholarship Fund, c/o the Oak Ridge schools' business office, School Administration Building, P.O. Box 6588, Oak Ridge, TN 37831-6588, attention: Barbara Shular.
