Jethro Lee Hills, El Paso’s first African-American city representative, dies at 75
Former El Paso City Council Representative Jethro Lee Hills died Thursday, May 1. He was born Nov. 14, 1927, in Chicago Heights, Ill., and was the oldest child of Sidney Sylvester Sr. and Julia Harness Hills. He attended Bloom High School in Chicago Heights, graduating in January 1946, and was honored as a charter member of the Bloom Hall of Fame. He served in the Armed Forces from 1946 until 1955.
On Dec. 28, 1949, he married Frances Grundy, a third-generation El Pasoan. Mr. Hills attended NMSU, graudating in 1957 with honors. He earned a bachelor’s degree in Business Administration. He later attended the University of New Mexico in Albuquerque, where he did graduate work in accounting and served as the comptroller for the student union.
Mr. Hills returned to El Paso in 1959 and worked at White Sands Missile Range for 21 years. He retired as the chief of the Review and Analysis Branch of the Comptroller’s Office in 1980.
In 1987, he was elected as the first African-American city representative in El Paso.
A life member, he served the New Mexico-West Texas District of Optimist International, working in many capacities, including serving as governor of the district. He was a member of Omega Psi Phi Fraternity Inc., Sigma Tau Chapter, working as Basileus and as 9th District Representative. He held a life membership in Alpha Kappa Psi Fraternity and the American Legion. He also served on many other volunteer boards and commissions. He was also a member of the St. James Myrtle United Methodist Church.
He was preceded in death by his siblings, Herlene, Hazen and Leo Hills.
Mr. Hills is survived by his wife, Frances; his sons, Jethro II and William Hills; his daughter, Patricia M. Davis; his brothers, Sidney Hills and George Caine; his sisters, Annie Lauretta Hills and Ida Caine; his sisters-in-law, Cynthia and Bessie; daughters-in-law, Diane and Jackie; grandchildren Chuck and his wife Maria, Patrice, Michelle, Matthew, Linda, Malcolm and Alicia; great-grandchildren Jasmine, Dominique and Donovan; aunts Janie Hill, Pharo Parker, Mildred Drain; several nieces and nephews and a host of other relatives and friends.
Interment took place at Fort Bliss National Cemetery with military honors.

Jackie Spencer Morgan, Spencer Theater founder, dies at 77
Jackie Spencer Morgan, the founder and benefactor of the Spencer Theater for the Performing Arts, passed away at the age of 77 due to complications from a continuing illness.
The heir to a New York publishing fortune, she made Lincoln County her primary residence for the past 50 years, first ranching in Capitan and then raising her three children in Carrizozo. Jackie was an active patron of the arts and community benefactor, building a recreation center, golf course, park and bowling alley for the town of Carrizozo. In the 1980s, she sponsored free skiing for area children at Ski Apache, financially supported the New Mexico Symphony Orchestra during its most economically trying years and supported operations of the New Mexico Boys Ranch.
Jackie also became one of the most generous supporters of the New Mexico Governor’s Mansion Foundation and of the Republican Party, both state- wide and nationally.
Jackie generated the dream of the monumental Spencer Theater and provided all of its design and construction funding. She ear-marked personal funds for the project, built on 74 acres in her home community of Alto, just outside Ruidoso. The theater’s 1997 grand gala opening, featuring artists Dave Brubeck, the New Mexico Symphony Orchestra and Nadja Solerno-Sonnenberg, established the facility as the “Carnegie Hall” of the southwest.
“The Spencers have made a contribution unmatched in the history of our state,” said former Gov. Gary Johnson at the theater’s gala opening.
“Jackie was the most generous, caring individual I have ever known,” says Charles Centilli, the theater’s executive director. “She was a sincere, genuine spirit that has added a lifetime of memories and smiles to the individuals of this community. It was an honor and privilege to work with her over the last six years. She will be sorely missed.”
She is survived by her husband Ron and three children: Hugh Bancroft, Chris Bancroft and Kathy Kavados, and their respective children.

Former state Rep. Malcolm McGregor dies at 74
Malcolm McGregor, native El Pasoan, former state representative and attorney, died Monday, May 12.
He was born Jan. 22, 1929, to Malcolm McGregor Sr. and Margaret Phillips, who owned and operated a ranch just north of El Paso. His family sold the ranch to the U.S. government in the late 40s so that the land could become part of what became McGregor Range, a missile range.
He graduated from Texas A&M University with a degree in Agricultural Engineering, and served as a paratrooper with the 82nd Airborne Division during the Korean War.
He enrolled in UT Austin to pursue a degree in law, and in 1954, three years before graduating, became a state representative, holding the office for 10 years. During his term in office, he co-sponsored legislation which resulted in the pilot program for the Head Start program, where Spanish-speaking kindergartners are taught English.
Subsequently, he ran for District 16’s congressional seat, but lost that election.
During the 1960s, McGregor practiced law, was appointed as a referee in bankruptcy and was elected as a national delegate to the 1968 Democratic Convention in Chicago.
McGregor bought his first plane, an open-cockpit Stearman, and made many cross-country trips, making his last flight in October 2002.
He opened his own law practice in 1971, and more than two decades later, ran for the Texas Senate in 1992, but was defeated once again.
McGregor was preceded in death by his wife, Bobba Hadlock McGregor. He is survived by his sons, Malcolm and Robertson, and by his sister, Jean Jacobs.
Memorial donations can be made in his name to the Visiting Nurses Association Hospice.

James Coleman Parker, 84, died May 12. He grew up in West Blocton, Ala., graduated from the University of Alabama with a bachelor’s in chemistry and earned a master’s in educational administration from the University of Virginia.
Mr. Parker entered the U.S. Army as a Lieutenant in 1940, and was stationed in the Panama Canal Zone during WWII. While there, he met and married his wife of 59 years, Mary Hunt Parker. He served in the Army, primarily in the Air Defense branch, for 32 years, and spent several tours of duty at Fort Bliss.
He retired at the rank of Colonel in 1972, and for the next decade was the director of UTEP’s Continuing Education Department. He was also an election precinct supervisor for many years, drove cancer patients to treatments and drove for Meals on Wheels.
Mr. Parker is survived by his wife, Mary Parker; by his six daughters and four sons-in-law: Kay Crocker and her husband, Bob Crocker, of Broken Arrow, Okla.; Susan Parker of Vancouver, Canada; Mary Lou Parker and her husband, Richard Rheder, of El Paso; Rosemarie Parker and her husband, Sol Gruner, of Ithaca, N.Y.; Anne Parker of El Paso; Eileen Larkin and her husband, Mark Larkin, of Red Rock, Texas. He is also survived by seven grandchildren: Lynnette Crocker, James Parker, Erina and Colin Gruner, Mason and Jesse Larkin and Joshua Delgado; by his sister, Margaret Fancher; by two brothers, Lemuel Parker and Lovic Parker; and numerous relatives in Alabama.
Interment took place at Fort Bliss National Cemetery. Memorial donations can be made in his name to any favorite charity.

Robert E. McNellis Jr., 61, passed away Sunday, May 11. He was a lifelong resident of El Paso, and a graduate of Austin High School and UTEP.
Mr. McNellis was a renowned local historian and belonged to many organizations dedicated to preserving the heritage of El Paso.
He was president of REM Industries, owning and operating El Paso Saddlery, a manufacturer of western reproduction and law enforcement leather products for a world-wide market.
Mr. McNellis is survived by his son, Ryan T. McNellis; his daughter, Erin Conner; and his grandson, Travis Tembrock. Memorial donations may be made to Hospice of El Paso.

Melissa Ann Reed passed away Saturday, May 10. She was born on Jan. 1, 1975, and was a lifelong resident of El Paso. She graduated from Montwood High School and attended El Paso Community College.
She is survived by her mother, Irene Reed of El Paso; by her father, William F. Reed of Alamogordo; by her maternal grandmother, Anna Campbell; her aunts and uncles, Rosie and Lloyd Manley, Lupe and Eddie Vela and Elia and Raul Vela; by her cousins, Brian Manley, Steven Manley, Michael Vela, Gloria Re, Rick Ramirez and Mark Ramirez, all of El Paso; and numerous cousins residing in Austin and Amarillo.
Ms. Reed’s family wishes to express their thanks to Doctors Orestes Moldes-Rodriguez and Luis G. Guerra. Memorial donations can be made in her name to the Transplant Support Group, Inc., 1420 Geronimo, building D, suite 220, El Paso, Texas 79925.

Joan M. Fitzpatrick, an internationally respected expert on human rights and refugee and immigration law, Brotman Professor of Law at the University of Washington and author of six booksand numerous articles on international law, human rights, refugee law, immigration and the death penalty, died on May 14 in Seattle.
She was born in El Paso on Sept. 14, 1950, to Thomas E. Fitzpatrick Jr. and Gabrielle H. Fitzpatrick, the third of six children. Her father was a graduate of the U.S. military Academy at West Point and a career officer in the U.S. Army, so Joan and her siblings grew up as “Army brats.”
Excelling in her academic life, Ms. Fitzpatrick was a National Merit Scholar and valedictorian of her high school graduating class. She was a summa cum laude Phi Beta Kappa graduate of Rice University and received her law degree, magna cum laude, from Harvard University. She earned her degree in law from England’s Oxford University.
She had a distinguished career, fighting for human rights, and was widely sought as a lecturer and professor.
Ms. Fitzpatrick was a former associate dean of the School of Law and acting vice provost at the University of Washington. She also taught in the International Human Rights Law Program at Oxford University. She served on the board of Amnesty International USA, and was a member of the editorial boards of several law publications, including the “American Journal of International Law.” She also served as an expert consultant for the United Nations High Commissioner for Refugees, the Carnegie Endowment for International Peace, the Migration Policy Institute, the International Organization for Migration, the Lawyers Committee for Human Rights, the American Society of International Law and the American Academy of Arts and Sciences. She also served on the advisory boards of several non-governmental human rights organizations.
Ms. Fitzpatrick was preceded in death by her father, Thomas E. Fitzpatrick Jr. She is survived by her son, Devin Charles Fitzpatrick of Seattle; by her mother, Gabrielle H. Fitzpatrick of El Paso; by her brothers, Kevin of Oakland, Calif., John of Little Rock, Ark., and Brian of Aurora, Colo.; by her sisters, Anne of Evanston, Ill., and Kathleen of Englewood, Colo.; 10 nieces and nephews; and many aunts, uncles and cousins. She also leaves hundreds of friends and admirers, having touched countless lives in her efforts to make a better world.
Her family will establish a fund in her name to support work in the areas of human rights and regufee and immigration law. Contributions in her memory may be sent in care of the Office of Development, University of Washington School of Law, 1100 N.E. Campus Parkway, Seattle, Wash. 98105-6617.

Ruby Sherwood, 88, passed away May 25. She was a resident of El Paso for 61 years, and worked as an English teacher for the Socorro and Ysleta Independent School Districts, teaching for 49 years. She spent the last 31 years of her teaching career at Eastwood High School, serving as head of the English Department. On numerous occasions, she was a judge at spelling bees held by the El Paso Times. She was also a sponsor of the National Junior Honor Society.
After her retirement, she volunteered with the Friends of the Irving Schwartz Library bookstore and the Assistance League of El Paso. She was a charter member of Bethany Christian Church and an active member of the Christian Women’s Fellowship organization, becoming well-known for her baking skills in support of church functions.
Mrs. Sherwood was preceded in death by her husband, Glen Sherwood. She is survived by three daughters, Kathleen S. Perry and her husband, Frank; Kathrine S. Boyd and her husband, Vernon; and Alice J. Mann; and by five grandchildren: Dee Anne Boyd; Scott Mann and his wife, Tammy; David Boyd and his wife, Teresa; Chad Perry and his wife, Marnie; and Kim Perry. She is also survived by her great-grandchildren, Sarah Mann, Glenn Perry and Faith Perry.
Interment took place at Evergreen East Cemetery. Memorial contributions can be made in her memory to the Bethany Christian Church Building Fund, Friends of the Irving Schwartz Library or the Assistance League of El Paso School Bell Program. Lell C. St. John, 98, died in his home on May 26. He was born in White Oaks, N.M., and was a life-long resident of El Paso.
Mr. St. John was a WWII veteran. He retired from William Beaumont Army Medical Center.
He was preceded in death by his wife, Belen; his daughter, Dolores Gallegos; and his son, Arturo. He is survived by his daughters, Virginia Benavidez, Loretta Lopez, Gloria Moore, Belen Ballesteros and Lydia Mellado; and by his sons, Julio, Christy, Reydeselle, Rafael and Samuel. Other survivors include numerous grand- and great-grandchildren.
Interment took place at Fort Bliss National Cemetery.

James Austin Peace, 70, died May 25. He was born Dec. 4, 1932, to James Hezekiah Peace and Katherine Yoes Peace in Finley, Texas.
He worked for Southern Pacific Railroad for 28 years, was a county commissioner for 12 years and served as county judge for eight years.
Mr. Peace was preceded in death by his first wife, Helen Maxine. He is survived by his wife, Angie; daughters, Mary Ellen Jaco and Brittany Nicole Peace; by his sons, James Michael Peace and William Rey Canelo; and by three grandchildren and one great-grandchild.
Interment took place at Sierra Blanca Cemetery.

Virgil Emory Williams, 83, died May 24. He was the son of Willie Williams and Ida Haynes Williams of Carthage, Texas.
A resident of El Paso since 1962, he was a veteran of the U.S. Army and retired as a CWO-2. He was a member of Grandview Baptist Church.
Mr. Williams was preceded in death by his wife, Jewell Marie Williams. He is survived by his sons, Victor Emory Williams of Calif. and Robert Stace Walters Jr. of Memphis, Tenn.; by his daughters, Lawava Jewel Lampkins of San Antonio, Amanda Jewell Williams of El Paso, Robin Tara Enriquez of El Paso and Patsy Ann Walters of Zavala, Texas.; by his grandchildren, Richard Steven Lange Jr. of Dallas, Shaunta Amanda Henderson of ElPaso, Matthew V. Williams of El Paso, Steven Lavoie Jr. of Conn., James Scott Robert Lampkins of San Antonio, Katheran Marie Lampkins of San Antonio, Joseph Bishop Williams of Calif. and Justin Bishop Williams of Calif.
Interment took place at Fort Bliss National Cemetery with military honors.
