Robert K. Penley
ELIZABETHTON -- Robert Kenneth Penley, 70, died Thursday, Jan. 7, 1999, in the Life Care Center, Elizabethton.
He was a native of Kingsport, had lived most of his life in the Bristol area, and was a U.S. Army veteran of World War II.
He was involved with the Eastern Little League for many years and was a member of the Beaver View Baptist Church.
Survivors include his wife, Maxie A. Penley; six daughters, Cathy Sparkman and Susan Johnson, both of Bristol Virginia; Louise Smith, Stone Mountain, Ga., Robin Reimer and Tammy Arnold, both of Bristol Tennessee, and Carol Rhoten, Greenville, Tenn.; three brothers, Rayford Penley, Albert Penley and Junior Penley, all of Kingsport; a half-brother, Billy Moody, Kingsport; 15 grandchildren; seven great-grandchildren; and several nieces and nephews.

Paul H. Rouse Sr.
Paul Homer Rouse Sr., 82, of 1 Elm St., Bristol, Va., died Thursday, Jan. 7, 1999, at his home.
He was a native of Abingdon, had made his home in the Bristol area for the past 65 years and was a retired construction worker. He was a member of Bible Way Church and enjoyed working in his garden, hunting and fishing.
Survivors include his wife, Alice Carolyn Rouse; four daughters, Margaret Christine Fleenor, Abingdon, Carol Alice Robinson, of the home, Joyce Ann Holt, Blountville, and Patricia Juanita Smith, Elizabethton; four sons, the Rev. Paul Homer Rouse Jr., Charles William Rouse, Joseph Franklin Rouse and Gary Lyn Rouse, all of Bristol; three sisters, June Ball, Jane Hackney and Helen Carty; two brothers, Clyde Rouse and John Rouse; 24 grandchildren; 31 great-grandchildren; two great-great-grandchildren; and several nieces and nephews.

RICHLANDS -- Mrs. Lena G. Smith, 91, of 306 Burnette St., died Thursday, Jan. 7, 1999, in a Richlands hospital.
She was a native and lifelong resident of Richlands, a 30-year member of the United Pentecostal Church, and the widow of William Beacher

Survivors include four daughters, Mrs. Evelyn Cole and Mrs. Margaret Williams, both of Jewell Ridge, Mrs. Dorothy Bucklen, Richlands, and Mrs. Maxine Bowles of the home; a son, William Beacher
Smith Jr., Leipsic, Ohio; four half-sisters, Mrs. Shirley Dye, Doran, Va., Mrs. Cara Cox, Gallion, Ohio, Mrs. Louise Sublanskey and Mrs. Thelma Varner, both of Staunton; three half-brothers, Mickey Gillespie, Claypool Hill, Clyde Gillespie and Allen Gillespie, both of Houston; 26 grandchildren; 45 great-grandchildren; and a great-great-grandchild.

Betty C. Stallard
COEBURN -- Betty Carol Stallard, 59, died Thursday, Jan. 7, 1999, in the Inova Fairfax Hospital, Falls Church, Va.
She was the widow of Fred Stallard.
Survivors include two sons, Michael Stallard, Denver, and Mark Stallard, Louisville, Ky.; her mother, Thelma Stallard, Coeburn; two brothers, Tracy Stallard, Wise, and Noel Stallard, Coeburn; and several nieces and nephews.

Lewis H. Tuggle Jr.
SALTVILLE -- Mr. Lewis Henry Tuggle Jr., 74, died Thursday, Jan. 7, 1999, at his home.
He was an active member of the Madam Russell United Methodist Church, a veteran of World War II, serving with Company B, 142nd Infantry, 36th Division, and a former prisoner of war.
Mr. Tuggle was a 1951 graduate of Virginia Tech with a degree in civil engineering. He was a professional engineer retiring from Olin Mathieson, with 20 years of service as civil engineer, and from the Virginia Health Department, Division of Water. He had also been a mine engineer with Greer Lime Company.
He served on the Saltville Town Council several years, and was Saltville Town Manager for five years. He was a member and past president of Saltville-Rich Valley Lions Club, a member of Saltville Senior Citizens, a member of Southwest VA Chapter of former POWs, a charter member of Saltville Volunteer Fire Department and a former member of the Smyth County Planning Commission.
Survivors include his wife, Janie Sanders Tuggle; four sons, Lewis Tuggle, Richmond, David Tuggle, Blacksburg, Va., Charles "Chuck" Tuggle, Saltville, and Curtis "Curt" Tuggle, Chilhowie; three sisters, Mrs. Carol (Vivian) Warren, Abingdon, Mrs. Silas (Gladys) Kestner, Saltville, and Mrs. Don (Charlotte) Branson, Monroe, Va.; two grandchildren; and two step-grandchildren.

Effie I. Whitaker
MARION -- Mrs. Effie Irene Whitaker, 60, died Wednesday, Jan. 6, 1999, at her home in the Adwolfe area.
Survivors include her husband, Charlie E. Whitaker; three daughters, Cynthia M. Curran and Mrs. Dennis (Jayne P.) Barker, both of Marion, and Denise C. Hudson, Wytheville; a son, Michael S. Dolph, Groseclose, Va.; a stepson, Floyd C. Whitaker, Marion; two sisters, Beulah Eaton, Maine, and Wanda Evans, Maryland; two brothers, Willie J. Combs and Harvey J. Combs Jr., both of Marion; five grandchildren; two great-grandchildren; and several nieces and nephews.

DANVILLE -- Geneva Grace Young, 52, died Wednesday, Jan. 6, 1999, in Johnston Memorial Hospital, Abingdon.
She was a native of Washington County, Va., had lived in Danville most of her life and was a member of Pleasant View Baptist church, Danville.
Survivors include her husband, Curtis Young; two sons, James
Smith and Doug Smith, both of Damascus; her stepmother, Ida Taylor, Tampa, Fla.; a half-sister, Diane Jones, Ridge Manor, Fla.; a half-brother, Eddie Jones, Vidalia, Ga.; and two granddaughters.

Willis R. Blessing
MARION -- Willis Ray Blessing, 64, died Thursday, Jan. 7, 1999, in Valley Health Care Center.
He was a member and elder of the Chilhowie Christian Church and retired from the Smyth County School System, with over 30 years of service. He was very active in the FFA and the Young Farmers Association. He was a member of the Cattlemen's Association.
Survivors include three daughters, Dawn Blevins, Seven Mile Ford, Va., Beverly Martin, Chilhowie, and Kimberly Hanks, Fort Chiswell, Va.; his mother, Senah S. Blessing, Chilhowie; and two grandchildren.

Ralph J. Byers
BIRCHLEAF, Va. -- Ralph Jensen Byers, 69, died Thursday, Jan. 7, 1999, in Dickenson County Medical Center.
He was a native of Dickenson County, a U.S. Air Force veteran of the Korean War and a member of the Bartlick Presbyterian Church.
He was former owner of Haysi Cable Service, a former member of the Dickenson County Rescue Squad, the Haysi Volunteer Fire Department and a former Mason and Shriner.
He was a retired bus driver for the Dickenson County School System.
Survivors include his wife, Barbara Byers; two daughters, Dianna Fields, Vansant, and Karen Moody, Richlands; a sister, Sis Viers, Birchleaf; and three granddaughters.

Dorothy Cox
CEDAR BLUFF -- Dorothy "Dottie" Cox, 55, formerly of Vansant, died Thursday, Jan. 7, 1999, in Clinch Valley Medical Center, Richlands.
She was a native and lifelong resident of Buchanan County prior to moving to the Cedar Bluff area. She was a security officer with the rank of Captain and Field Supervisor with Southwest Security Company.
Survivors include two daughters, Linda Gail Church Rowe, Cedar Bluff, and Beverly Jo Allen, Hurley, Va.; two sons, Jeffrey Wayne Church and Frankie Dean Church, both of Vansant; four brothers, Emory Cox and Linkous Cox, both of Oakwood, and Ralph Cox and Kelly Cox, both of Vansant; six grandchildren; and two great-grandchildren.

COEBURN -- Ella May Denny, died Friday, Jan. 8, 1999, at her home.
She was a member of Coeburn United Methodist Church and the widow of Raymond C. Denny.
Survivors include two daughters, Jackie Morris, Coeburn, and Carolyn Kitchen, Abbeville, S.C.; three grandchildren; and four great-grandchildren.
