Frederick E. Doggett Sr.
May 29, 2003
A funeral for former Hanover County Supervisor Frederick E. Doggett Sr. will be held at 2 p.m. Friday at Mechanicsville Baptist Church. Burial will follow in Signal Hill Memorial Park.
Mr. Doggett, a two-term member of the board who served as chairman in 1986, died Tuesday at his Mechanicsville home. He was 79.
"I have been in local government for 30 years, and I have met a lot of people I have enjoyed working with," said Richard Johnson, Hanover County administrator. "I have met a few that I would call my friend, and he was one of those few.
"He had a great sense of humor. After he retired we rarely got together in a situation where we didn't spend most of our time laughing. He was just a great guy to be around."
As the board's Mechanicsville representative from 1984 through 1991, Mr. Doggett worked to secure approval for an underground drainage system through Mechanicsville and parts of U.S. 360, to add improvements to Signal Hill Road and to expand emergency medical services.
"He was not a politician, just a civic-minded person who wanted to help his neighbors and friends, someone who wanted to get things done," said a son, Rick Doggett Jr. of Mechanicsville.
Family members said Mr. Doggett was particularly proud of his efforts to help secure the land where Bon Secours Memorial Regional Medical Center was later built.
"He played an important role in economic development, and he did a great job in speaking out for the citizens of his district," said Aubrey M. "Bucky" Stanley Jr., the current Hanover board chairman.
Health issues forced Mr. Doggett to step down from the Hanover Industrial Development Authority about a month ago.
Before he was elected to the Board of Supervisors, he was a five-year member of the county's Planning Commission. His record of civic service included involvement with the Mechanicsville Little League, the Mechanicsville Businessmen's Association and the Hanover Ruritan Club. He was also a former deacon at Mechanicsville Baptist Church.
The lifelong county resident served in the Navy during World War II. Mr. Doggett briefly worked for Owens & Minor before a 32-year career as a systems analyst with American Tobacco Co.
In addition to his son, survivors include his wife of 58 years, Anne Houchins Doggett; another son, William Jeffrey Doggett of Mechanicsville; two daughters, Fredericka D. Pendergraph of Mechanicsville and Rebecca D. Bray of Ashland; five grandchildren; and a great-grandson.
