Francis Burruss dies at 93
Sep 22, 2002
Francis Atwell Burruss was a matter-of-fact man with a mind for details.
The veteran teacher had been principal at three white Halifax County schools before taking on his graduate studies at the end of the 1940s.
In his graduate dissertation, Mr. Burruss photographed each of the more than 60 one- and two-room schoolhouses that served Halifax County's black communities, and he dedicated the work "to all who believe that education is crucial to the success of a society."
He measured the rooms, windows and desks, noted which schools had electricity and how far from the school the nearest water supply was located.
"If you asked him, he would tell you he was just gathering statistics," said his great-niece, Susan Stoneman. "But he was also the son of a Methodist minister and was raised to respect people of all races."
Mr. Burruss served 10 Virginia school districts during his career. He died Sept. 12 in Richmond at the age of 93.
In 1989, Mr. Burruss' original dissertation was donated to the South Boston-Halifax County Museum of Fine Arts and History. Museum volunteer Barbara Bass came across the work several years later.
Bass saw a work that not only captured images and details of community buildings, about half of which are no longer standing, but that also showed the inequities of segregated education.
"I'm sure he knew that in those pictures and technical descriptions, he was saying something that couldn't be said back then," Bass said.
Since the late 1990s, the museum has twice reprinted as a paperback small quantities of "Black Schools in Halifax County in the Late 1940s."
He taught for two years at West Point High School and in 1934 accepted a position to teach at Tangier Island. A year later he became principal of the high school there, a job he would hold for six years. In Halifax County, he served as principal at Cluster Springs High, Wilson Memorial Elementary and Turbeville High. His years in Halifax were interrupted by his World War II Army Air Forces service.
Throughout the 1950s, he served as principal at high schools in Madison, Henry and Brunswick counties.
Mr. Burruss retired in 1962 as principal of Cape Charles High on the Eastern Shore. He then spent 11 years with the Virginia Commission for the Visually Handicapped, working in evaluation, job training and placement.
There are no direct survivors.
A graveside service will be held Sunday at 1:30 p.m. at the Burruss family cemetery in Caroline County, and a memorial service will follow at 3 p.m. at Brookland United Methodist Church in Richmond.
