TOLLEY
Willie Jackson "Bill" Tolley, age 71, of Richmond, Va., died February 26, 2001. He is survived by one brother, Frank E. Tolley; three sisters, Louise Blaha, Doris Price and Carol Romer; a devoted companion of many years, Gerry B. Lane; a stepdaughter, Rhonda Collins; several nieces, nephews, and many cherished friends. He was a member of Carpenters Local 338 and served in the U.S. Navy. A remembrance service to celebrate his life will be held March 9, 2001, 7 p.m. at the Bliley Funeral Home's Chippenham Chapel, 6900 Hull Street Rd. Donations in Mr. Tolley's memory may be made to the American Cancer Society.

VEST
Mrs. Catherine P. Vest, widow of Edward Thomas Vest, passed away on March 3, 2001. She is survived by her daughter, Pamela V. Burgering and her spouse, David E. Burgering of Boca Raton, Fla.; her son, Bobby L. and Suzanne S. Vest of Martinez, Ga. She is also survived by two grandchildren, Christopher Edward and Alexandra Catherine Mantilla of Boca Raton, Fla. Other surviving relatives include her stepson, Edward T. Vest Jr. and his spouse, Mary Francis of Richmond, Va. She is also survived by two sisters, Mrs. Eleanor P. Douthat and Mrs. Margaret P. Verlander, both of Richmond; and two brothers, Wilson R. Peters of Mechanicsville and Woodrow B. Peters of Richmond. Mrs. Vest was a retiree of the cashiers department of Sears Roebuck & Company. She was a member of Grove Avenue Baptist Church and of the Friendship Bible Class there. Her earthly remains rest at the West Chapel of Bennett Funeral Home, 11020 W. Broad St., Glen Allen, where the family will receive visitors from 6 to 8 p.m. Tuesday and Wednesday, March 6 and 7, 2001, and where the service will be held at 11 a.m. on Thursday, March 8, 2001. Interment will follow in Forest Lawn Cemetery. Memorial contributions may be made to The Television Ministry of Grove Avenue Baptist Church, 8701 Ridge Road, Richmond, Va. 23229.

WILLOUGHBY
C. Lee Willoughby of Mechanicsville died on Saturday, March 3, 2001. He is survived by his daughter, Brenda W. Reed; his son, Claude L. Willoughby Jr.; and a dear friend, Joyce D. Crostic. Remains rest at the Central Chapel of Bennett Funeral Home, 3215 Cutshaw Ave. Interment will be private in Mt. Calvary Cemetery.

WINN
Mary M. Winn, 51, of Richmond, went home to be with the Lord Saturday, March 3, 2001. She was the daughter of the late Charles and Annie Wallace. She is survived by her loving husband, Thomas Winn; one daughter, Amelia Wallace; one son, Wilbur Coleman Jr.; three sisters, Pricilla Wallace, Veria Wallace of Richmond and Peggy Wallace of Mesa, Ariz.; one brother, Charles Wallace of Atlanta, Ga.; mother-in-law, Mary Bennett; four sisters-in-law, Mable Winn, Mary Shaw, Mary Winn and Dorothy James; five brothers-in-law, James Winn, Arber Winn, Frank Winn, Melvin Winn and Sallah Winn; a host of aunts, uncles, nieces, nephews, cousins and friends. She was employed with the Richmond Times-Dispatch for over 20 years. Her remains rest at the Mimms Funeral Home, 19th and Hull Sts., where the funeral services will be held at 1 p.m. Friday, March 9, 2001. Interment Forest Lawn Cemetery.

WORNOM
Marchant Degge Wornom, 87, of Richmond, retired Executive Vice President of the Virginia Bankers Association, died Tuesday, March 6, 2001. A native of Dare, York County, Va. Mr. Wornom was the son of the late John E. and Cosmus Powell Wornom. He graduated from Randolph Macon College in 1933, and the American Bankers Association Graduate School of Banking, Rutgers University, in 1949. Mr. Wornom began his banking career with the Federal Reserve Bank and Virginia Trust Company. In 1946 he took the post as Secretary of the Virginia Bankers Association. In 1952 he moved to Sweet Briar College where he served as Assistant to the President and Treasurer. In 1954 he returned to Richmond to become a Vice President of First and Merchants National Bank for eight years. Mr. Wornom retired from the Virginia Bankers Association in 1978. He was a founding member and former Chairman of the Board of the School of Banking of the South, Louisiana State University. Mr. Wornom served as Director of the Virginia-Maryland Bankers School, the Virginia Bankers School of Bank Management, and on various committees of the American Bankers Association. He served on the Board of Trustees of the Virginia Foundation for Independent Colleges and the Virginia Council on Economic Education. Mr. Wornom was a past President of the Richmond Junior Chamber of Commerce and was an active Rotarian for many years. He was a member of Grace Covenant Presbyterian Church and the Vanguard Bible Class. Mr. Wornom was a member of Omicron Delta Kappa and an honorary member of Beta Gamma Sigma. He was a member of the 55 Golf Association, Phi Kappa Sigma and The Country Club of Virginia. Mr. Wornom is survived by his wife of 60 years, Maria Alsop Wornom; one daughter, Maria Wornom Rippe; and son-in-law, Peter M. Rippe of Richmond; one brother, Dr. Paul H. Wornom of Hampton; two nephews, Charles W. Wornom of Newport News and D. Craig Wornom of Chicago, Ill. The family will receive friends 3 to 5 p.m. Wednesday at the Central Chapel of Bennett Funeral Home, 3215 Cutshaw Avenue. Funeral services will be held 2 p.m. Thursday, March 8 at Grace Covenant Presbyterian Church. Burial will be in Hollywood Cemetery. The family asks that memorial contributions be made to the Wornom Scholarship Fund, Randolph Macon College, Ashland, Va. 23005.

Captain O. Nelson, Indian chief, dies

Captain O. Nelson, former chief of the Rappahannock Tribe, died Friday at his home in Indian Neck. He was 79.
While chief of the tribe, Chief Nelson worked for the Virginia Elastic Corp. as a foreman from the early 1960s until his retirement in 1986.
Chief Nelson succeeded his father as tribal chief in 1963 and served for 32 years. During his tenure, he worked at the Jamestown Festival Park's Indian Village as a history interpreter of Powhatan history and tradition with his wife, Gladys A. Nelson.
He led a drive to gain federal and state recognition for the tribe. In 1973, he began a campaign for federal recognition - a project he continued to work on until his death. In 1983, the General Assembly officially recognized the tribe.
In 1998, Chief Nelson was honored by his people and elected "Honorary Chief for Life" - a lifetime achievement award.
"He was the quiet anchor in the storm" for the tribe, said his daughter and current chief, G. Anne Richardson. "He would meet with the president or talk to a homeless person. One wasn't more important to him."
The Rappahannocks have about 300 members and are finishing construction of a cultural center, including a museum. They also plan to build a housing project and retreat center for the tribe and for visitors to Indian Neck.
The tribe originated near the Rappahannock River, with 13 villages on the south side of the river and two on the north side in 1608 when Capt. John Smith first came in contact with them. They were moved off the river to a reserve in Indian Neck in the early 1700s and many descendants, including Chief Nelson, stayed in the area.
Chief Nelson is survived by Richardson; his son, Captain R. Nelson; another daughter, Susan Johnson, all of Indian Neck; five grandchildren; and six great-grandchildren.
A memorial service will be held at 1 p.m. Tuesday at the B.W. White Funeral Home in Aylett. Burial will follow at Rappahannock Indian Baptist Church in Beazley.

Dr. Edward Carl Stevenson

Dr. Edward Carl Stevenson, a professor emeritus at the University of Virginia who earned a Bronze Star for his involvement in the development and delivery of the atomic bomb, died Tuesday at age 95.
As a lieutenant commander in the Navy, Dr. Stevenson supervised military and civilian scientists in the last phases of development of the bomb and was "personally responsible for the efficient operation of the technical laboratory where final assembly, testing and loading of vital components of the atomic bomb were carried out," his citation reads.
In more recent years, he told family members that when he made a hasty departure from a leave in Richmond, he had to return to Los Alamos, N.M., zigzagging the country on a series of railroad lines to protect the location of his final destination.
Born in Oregon to a husband and wife team of mining engineers, Dr. Stevenson was reared in Richmond and earned his bachelor's, master's and Ph.D. degrees at the University of Virginia in 1928, 1929 and 1931, respectively.
While a student at Virginia he won the 1931 Virginia Academy of Science research prize for his study in molecular structure.
He went on to work as a physics instructor and research physicist at Harvard University. During his Navy service, he taught math and physics at the Naval Academy's Postgraduate School in addition to his work at Los Alamos.
Returning to his alma mater a few years after the war, Dr. Stevenson was a member of the physics and electrical engineering faculty for 23 years until his 1973 retirement.
He was program director of several symposiums and summer programs at U.Va. aimed at fostering high-school students' interest in scientific research and engineering.
A member of the Raven Society, he was also a fellow of the American Physical Society and a member of numerous other scientific organizations.
In 1956, Dr. Stevenson held a senior post-doctoral fellowship from the National Science Foundation. That year, he was also placed on the Army Scientific Advisory Panel. He later served on the fellowship selection panel of the NSF.
Family members say that even in the last years of his life, he remained active and independent, often enjoying salt-water fishing on the Outer Banks.
Just two days before his aneurysm-related death, he returned to Charlottesville from an annual weeklong vacation visiting family in North Carolina.
"If you had met him, you would think he was 75 or 80 - a healthy 75 - certainly not 95," said one of his nephews, Dr. Edward "Ned" C. Peple Jr. "He was very vigorous and was as smart as anyone I have ever known."
He was the widower of Dorothy Priddy Stevenson.
Survivors include a sister, Mary Stevenson Peple of Richmond.
Arrangements are private.

Barbara G. Allmond, 62, of Ashland, widow of Alvin W. Allmond, died Saturday, May 12, 2001. She is survived by two daughters and sons-in-law, Joanne A. and Gregory Martin, Pamela A. and James Wesley Morgan Jr.; son and daughter-in-law, Scott A. and Kimberly Allmond; son, Michael D. Allmond and Kim Allen; her mother, Cecelia K. Galbraith; two grandchildren, Brian C. and Meredith A. Martin; her aunt, Marguerite K. Webb; uncle, George J. Kranitzky. Her remains rest at the Bliley Funeral Home's Staples Mill Chapel, 8510 Staples Mill Rd., where the family will receive friends 2 to 4 and 6 to 8 p.m. Monday, with a Christian Wake service being held at 7:30 p.m. A Funeral Mass will be held 12 noon Tuesday at St. Michael's Catholic Church. APPLEWHITE
Harold Stuart Applewhite of Richmond died May 13, 2001. He is survived by his wife of over 50 years, Evelyn C. Applewhite and several cousins. He was a retired architect with the State of Virginia, a U.S. Army veteran with service in World War II, and a graduate of Virginia Tech. Graveside services will be held 3 p.m. Tuesday at Forest Lawn Cemetery. In lieu of flowers, memorial contributions may be made to River Road Church, Baptist.

ARNOLD
Ida Cecelia Simmons Arnold, 94, a longtime resident of Claremont, Va., died Monday, May 14, 2001 at Albemarle Hospital in Elizabeth City, N.C. Born in Mecklenburg County, Va., she was the daughter of the late Richard Green Simmons and Emma Bugg Simmons. She was married to the late William Henry "Jack" Arnold for 63 years and raised their children in a tight-knit family atmosphere. She was known for her special fruitcakes and potato salad, her care for those in need, providing transportation to the elderly, and her love for Claremont United Methodist Church, where she served in various positions over the years. She was loved and cared for by her daughters, Patricia A. Lester of Manteo, N.C. and Sharon A. Mallam of Fayetteville, Ga. She was known as "Granny Bootsie" to her nine grandchildren and five great-grandchildren. She is also survived by her brother-in-law, Patrick Henry Arnold of California; numerous nieces and nephews, and a host of friends. She was predeceased by two daughters, Mary F. Carson and Louise A. Robinson; three sisters, and two brothers. Funeral services will be held Thursday, May 17, 2001 at 2 p.m. at Claremont United Methodist Church with the Rev. Leon Basham officiating, assisted by Jerry Edwards. Burial will be in Claremont Cemetery. A. Murray Arrington Sr. died May 13, 2001, in Farmville. Son of the late Samuel C. and Addie Clifton Arrington, he is survived by his wife, Christine Claybrook Arrington; one son, Albert M. Arrington Jr. and daughter-in-law, Patty; two daughters, Lisa A. Carrington and Sharon M. Arrington; three grandchildren, Dawn, Al and Jeff, all of Richmond; two sisters, Ruby Dickerson of Richmond and Jean Paulette of Lynchburg; two brothers, James Arrington of Rustburg and T.R. Caroline M. Banks (Granny) departed this life May 11, 2001 at Chippenham Hospital. Preceded in death by her brother, Edward L. Walker Sr. She is survived by her husband, Robert P. Banks; two sons, Wayne and Lorenzo Winston; three daughters, Valerie Toler, Arnetta Brown and Lesia Lawson, all of Richmond; one sister, Evelyn Anderson; four brothers, Gordon Walker, a twin brother, Rudolph Walker, Harry Walker of Capital Heights, Md. and Waverly Walker of Richmond; two sisters-in-law, Helen and Brenda Walker; 22 grandchildren, nine great-grandchildren and a host of nieces, nephews, other relatives and friends. Otha Rickman "Oak" Blackwell, 81, of Chester, died Sunday, May 13, 2001 at Chippenham Medical Center, Richmond. She was the daughter of the late Henry Issiac and Celia Samples Rickman and the widow of Troy Lee Blackwell Sr. Mrs. Blackwell was a member of the former Disputanta Pentecostal Holiness Church. Her daughter, Hilda D. Jones preceded her in death. She is survived by four sons, Leslie G. Blackwell of Chester, Richard M. Blackwell and wife, Joann of Dinwiddie, James V. Blackwell and wife, Elaine of North Carolina, Troy L. Blackwell Jr. and wife, Cindy of Illinois; a daughter, Marsha Bland and husband, Edsel of North Carolina; 11 grandchildren and 12 great-grandchildren, as well as numerouus nieces, nephews and cousins. Funeral services will be held 11 a.m. on Wednesday, May 16, 2001 in the Chapel of the E. Alvin Small Funeral Home, 2033 Boulevard, Colonial Heights with the Pastor O.B. Agnew, officiating. David Allen Bulls, 31, of Richmond, formerly of Dallas, Texas, died May 13, 2001. He was employed by American Airlines. He is survived by his mother, Audrey L. Bulls; three sisters, Robin Edwards, Diane Gibson and Joanne Bulls; and two brothers, John and James Bulls, all of Richmond; also six nieces and two nephews. JoAnne Johns Carnes of Chester, Va., died Sunday, May 13, 2001. She leaves behind four loving children, three grandchildren, a husband and a brother. JoAnne was a loving mother who inspired all who knew her. She will be missed but remembered always. The family will receive friends and family at her home on Wednesday, May 16, at 7 p.m.

Anderson, Cullen; brothers, Thomas Collie, Virgilina, N.C., Harold Collie, Red Oak, Clarence Collie, Randolph; sisters, Cecil Collier, Chase City, Annie Belle Nichols, Randolph, Lucille Crowder, Richmond, Estelle Royster, Drakes Branch; two grandchildren, four great-grandchildren, three great-great-grandchildren, Friends may call at Wood Funeral Service, Chase City, 7 to 8:30 tonight. Arthur R. Cummings Jr. of Manakin-Sabot, former employee of A.H. Robins, died May 14, 2001. He is survived by his wife of 53 years, Judith B. Cummings; daughter, Carol Sizer of St. James, Minn.; son, Arthur R. Cummings III of Glen Allen, Va.; sisters, Kathryn Brewster of Stockbridge, Ga., and Anne Neale of Berkley Heights, N.J.; and brother, Rev. George Cummings of Pasadena, Calif.; eight grandchildren and one great-grandchild. A son, Robert W. Cummings, of Glen Allen, Va., preceded him in death. Ashley Paige Daniels, 16, of Prince George County, died on Sunday, May 13, 2001. She was born in Richmond, Va. Ashley was an eleventh grade student at Prince George High School and a member of the Beta Club. Ashley is survived by her mother, Kimberly G. Cotman of Prince George; her father and stepmother, Walter Charles and Cecelia Daniels; a stepbrother and sister, Mickey and Katie Lee, all of Manteo, N.C.; her maternal grandparents, Mrs. Jean and Mr. Jerry Sechrest of Prince George; her paternal grandparents, Mrs. Jean and Rev. Elmo Daniels of Wanchese, N.C.; aunts and uncles, Sharon and Bob Golden, Dawn and Tommy Jordan, all of Prince George, Tangie and Terry Saunders, Brock and Angel Daniels, all of Manteo, N.C.; also 13 cousins. DIXON
Robert Irving Dixon, 68, of Richmond, died May 12, 2001, in Berwyn, Pa., after a long illness. He was preceded in death by his beloved father, W. Irving Dixon. He is survived by his devoted mother, Helen L.P. Dixon of Richmond; sister, Helen Pat Dixon of Rockville, Md. Also surviving are many cousins and friends. "Buddy," as he liked to be called, was a lifetime member of First Baptist Church in Richmond. Because Buddy had special needs, he spent most of his life at the Devereux Foundation. Most recently, he had been a patient in their Hankins Health Care Unit. Buddy leaves behind his second family at Devereux with many staff and clients to grieve, but in time to be filled with warm memories of his life that had special meaning to us all. The family will receive friends at the Bliley Funeral Home's Central Chapel, 3801 Augusta Ave., 2 to 4 and 7 to 8:30 p.m. Wednesday, and where a funeral service will be held 1 p.m. Thursday. Interment Westhampton Memorial Park. Adelaide D. Elliott, 74, of Richmond, died Monday, May 14, 2001. She was the widow of Clarence Monroe Elliott Sr. and is survived by two sons, Victor Wayne Elliott of Louisa, Va., and Clarence Elliott Jr. and wife, Christy; one daughter, Katherine Elliott Mozingo of Midlothian; one sister, Jean Allen of Unionville, Va.; seven grandchildren; two devoted nieces, Judy Kilgour and Norma Ring; one sister-in-law, Gladys Peace. Remains rest at the Nelsen Funeral Home, 4650 S. Laburnum Ave., where the family will receive friends 2 to 4 and 6 to 8 p.m. Tuesday, and where services will be held 11 a.m. Wednesday. FULTON
Hamilton Quinn Fulton, 85, of Richmond, died Saturday, May 12, 2001. He was born October 1, 1915 in Danville, Va., and had lived in Richmond most of his life. He is survived by his loving wife of 62 years, Hilda Nystrom Fulton; one daughter and son-in-law, Nancy and Louis Burks of Richmond; one son and daughter-in-law, David and Joyce Fulton of Charlotte, N.C.; one sister, Miss Marguerite Fulton of Richmond; two granddaughters, Gwyn and Stacey Fulton; and one great-grandson, Thomas, all of Charlotte, N.C. Mr. Fulton was retired from Liggett & Myers Tobacco Co. and the E.R. Carpenter Co. He was a charter member of Monument Heights Baptist Church and served his country in the U.S. Army during World War II, being stationed on Guadalcanal. He was a member of Metropolitan Lodge No. 11 AF&AM and Richmond Scottish Rite Bodies. The family will receive friends from 6 to 9 p.m. Sunday and Monday at the Central Chapel of Bennett Funeral Home, 3215 Cutshaw Ave. The funeral service will be held at 1 p.m. Tuesday at Monument Heights Baptist Church. Interment will follow in Forest Lawn Cemetery.
