Robert R. Gwathmey III
Aug 27, 2001
Robert R. Gwathmey III, who served Hanover County for over four decades as a commonwealth's attorney, member of the Virginia House of Delegates and finally as the county's first full-time general district court judge, died Saturday after a lengthy illness.
A nearly lifelong resident of Hanover, Mr. Gwathmey, 83, began his service to the county in 1948, after winning election as commonwealth's attorney.
He served in the post until 1955, when he resigned to become an associate county judge.
In 1957, Mr. Gwathmey ran for and won the 24th district seat in the General Assembly.
Mr. Gwathmey became the ranking member of numerous powerful House committees, including Insurance and Banking, and served as a champion of greater accessibility to state higher-education institutions. He was also a devoted advocate of handicapped and special-needs children.
While in the House he won a reputation as one always willing to listen to both sides of an issue. But he was also ready to move on with the business at hand rather than allow the process to bog down in excessive and unproductive debate.
"I remember Speaker John Warren Cooke would say [Mr. Gwathmey] liked to 'move the pending question,'" said Elmo Cross Jr., who represented Hanover in the state Senate from 1976 to 1995.
"He wanted to stay on track," said Cross, laughing as he recalled his colleague's reputation for efficiency on the House floor. "We don't have too many who 'move the pending question' today."
In 1977, Mr. Gwathmey decided not to seek re-election in his district that, during the nearly 20 years he served, had variously included four counties and the city of Fredericksburg.
A year after leaving the assembly, Mr. Gwathmey returned to county service, receiving appointment to the Hanover General District Court bench, where he once again liked to 'move the pending question.'
"He could cut right through the issues of a case," said Cross, who also practiced law in front of his former assembly mate. "He liked to move his docket along."
Mr. Gwathmey retired from the bench in 1984.
A World War II Navy veteran, Mr. Gwathmey was a lifelong member of St. Paul's Episcopal Church in Hanover Courthouse. "He never opened a prayer book," said fellow church member Daisy Buchanan . "He knew every prayer by memory."
Survivors include two daughters, Mary Michaux of Greensboro, N.C., and Robin Nigro of Mechanicsville; a son, Robert R. Gwathmey IV of Ashland; and a sister, Becky Swann of Hanover.
A memorial service will be held on Saturday at 3 p.m. at St. Paul's Episcopal Church in Hanover Courthouse, with private interment in Hollywood Cemetery.

Dennis Whatley, ex-'doughboy,' dies
Sep 06, 2001
Dennis Whatley, one of the last survivors among the 4.3 million American "doughboys" who served in World War I, has died at age 105.
Mr. Whatley died Friday at Cypress Gardens nursing home in Riverside, Calif., said Robert W. Johnson, retired Air Force lieutenant colonel who serves as adjutant of the California Veterans of World War I.
Mr. Whatley enlisted in Cody, Wyo., in May 1918. As a private first class in the 135th Infantry Regiment of the American Expeditionary Force, he shipped to France and marched for more than 20 days to reach the front lines.
But with fortuitous timing, he arrived too late to see any action. Armistice ended "the war to end all wars" on Nov. 11, 1918, and Mr. Whatley's most vivid memory of his foreign wartime service was a leave in Paris.
Johnson said Mr. Whatley shaved with his Army-issue razor for the remainder of his life.
Born in Higbee, Colo., the third of 13 children, Mr. Whatley grew up working on a farm. After the war, he worked on Colorado railroads and became a boilermaker.
In 1942, at the onset of another war, Mr. Whatley moved his family to Southern California and spent the rest of his working life as a boilermaker in the Long Beach shipyards.
He was among two dozen World War I veterans on hand Nov. 11, 1993, at the Long Beach Veterans Affairs Medical Center to observe the 75th anniversary of the Great War's end.
Widowed in 1998 after 79 years of marriage, Mr. Whatley is survived by two sons, Charles and Frank; a daughter, Madeline; 11 grandchildren; and 13 great-grandchildren.
