William W. Brock Jr., retired principal, dies
Jan 27, 2003
His tenure as principal at Thomas Jefferson High School included some of the toughest years ever at schools in Richmond, but William Wirt Brock Jr. considered himself lucky.
Mr. Brock, who saw Thomas Jefferson through the uncertain era of desegregation and busing, died Wednesday. He was 90.
"I have enjoyed every minute of my years here," he said in a 1976 interview at his retirement. "Integration is one of the main events of our time, and there was no better place to watch it than right here in the middle of it."
He was named principal of Thomas Jefferson in 1958, and the school had few black students under a freedom-of-choice plan at that time.
A court order to begin busing to achieve true integration came in 1970.
"He lost half of his senior faculty at that time," said Dr. Daniel L. Duke, a University of Virginia professor of educational leadership. "The students had to be integrated, and the faculty had to be fully integrated, too, and he did a great job of bringing the new faculty in. . . . He had a difficult course to steer, but he was much too classy to quit in the middle of a crisis."
Duke, a 1965 graduate of Thomas Jefferson, wrote a history of the school called, "The School That Refused to Die."
He said Mr. Brock required his best teachers to take on some basic courses and developed a reading program for freshmen that was "30 years ahead of its time."
In remembrances culled together for a speaking engagement a few years ago, Mr. Brock wrote that it was the cooperation of faculty, support from parents and student leadership that made an uneasy situation work.
"We all learned, faculty and students together, painfully at times, things not in books that we needed to know."
Russell Flammia, a 1962 Thomas Jefferson graduate, returned to teach social studies there for 34 years, including 10 years under Mr. Brock.
"He was committed to and had faith in public education," Flammia said. "He was a trusting administrator who gave you latitude to work in your classroom, and he was always seeking out new ideas."
Mr. Brock went to Europe to study educational systems on a Fulbright Fellowship in 1962; three years later, he was a John Hay Fellow at Bennington College.
A John Marshall High School graduate, he began teaching accounting there in 1936, and after World War II service he returned to become an assistant principal and commandant of the cadet corps. From 1951 to 1958, he was principal of the combined Albert Hill Junior High and Elementary.
Mr. Brock held a bachelor's degree from Virginia Tech. He earned a master's degree from the University of Virginia, where he also did additional graduate work.
In 1969, he retired from the Army Reserve after 35 years of service as a brigadier general and assistant commander of the 80th Division.
Survivors include a daughter, Angier Brock Caudle, and a son, William W. Brock III, both of Richmond; five grandchildren; and two great-grandchildren.
A memorial service will be held Sunday at 2 p.m. at Centenary United Methodist Church in Richmond.

BAILEY
Deacon Richard (Pete) Bailey of Richmond departed this life on Wednesday, October 10, 2001. Remains rest at the Mimms Funeral Home, 19th and Hull Sts. Funeral notice later.
