JOHN HUDSON HOWLAND

WEST WINDSOR -- John Hudson Howland, 88, passed away Friday evening, Dec. 19, 2003 at his home. He was born Nov. 14, 1915, in Windsor, the son of Judge Glenn C. and Flora (Hudson) Howland.

He attended Windsor schools, graduated from Phillips Exeter Academy in 1935 and from Harvard College with a bachelor's degree in 1939.

He married Mary Elaine Kiernan in 1941 and they settled in West Windsor, where they made their home for more than half a century and raised their two daughters and three sons.

He served as executive officer of an LSM in the Pacific Theater during World War II, having enlisted as an ensign in 1943. He resigned from the U.S. Naval Reserve in 1951 as a lieutenant j.g.
Following the war, Mr. Howland founded and operated several businesses in Windsor, including a mail-order specialty food company, the Howland Insurance Agency and Windsor Machine Products, a machine tool shop he operated for 13 years.

In 1956, he purchased the fledgling ski tow on Ascutney Mountain for $2, 000 and, working with his boyhood friend Robert Ely, founded and developed Mt. Ascutney Ski Area, which he managed until 1965. Under their direction, Ascutney was the first ski area in Vermont to install snowmaking equipment, much of which was manufactured at Windsor Machine Products.

From 1966 to 1984, Mr. Howland served as executive secretary of the Vermont Association of Insurance Agents and edited its monthly magazine, The Green Mountain Agent. During those years, he also invested in real estate, renovating several commercial buildings in downtown Windsor.

Mr. Howland served as chairman of the District 9 Environmental Commission and, after redistricting, as a member of the District 2 Environmental Commission.

He was elected five times to represent Windsor County in the Vermont Senate, where he served from 1975 to 1985. While in the Senate, he was a member of the Health and Welfare Committee and chairman of the Energy and Natural Resources Committee.

Sen. Howland was architect of a comprehensive reform of medical malpractice laws that ended the state's medical insurance crisis of the mid-1970s.

He was an early outspoken critic of Vermont's investment in New Hampshire nuclear power, accurately predicting the eventual bankruptcy of Public Service Company of New Hampshire. Criticism of nuclear power on economic grounds was rare among legislators of the day, and was particularly startling coming from a Republican businessman-legislator.

Sen. Howland served on the Vermont state Nuclear Advisory Panel, the Joint Committee on Judicial Retention and on the board of Vermont Education Television.

He had a lifelong interest in the early industrial history of Windsor County and a particular interest in early Windsor guns. He was a founder of the American Precision Museum in Windsor, a member of the Vermont Historical Society and belonged to the historical societies of Windsor, West Windsor and Reading. IN his youth, he was an avid trader in stamps and coins, and he was a collector of early Windsor imprints throughout his life.

Mr. Howland served as a trustee of the Caverly Child Health Center, a director of the Vermont Association for Crippled, and a member of the governor's committee on employment of the handicapped. As president of Windsor Machine Products, he received an award of merit in 1954 from President Eisenhower's Committee on the Employment of the Handicapped, and was recognized the same year by the American Legion for his hiring of disabled veterans. He held the position of public relations officer at the Vermont Department of the American Legion.

Mr. Howland served as a school director in West Windsor and was town agent for many years. He was the author of "Ventures and Adventures: The memoirs of a Vermont Businessman, " published in 1999 by Vermont Historical Narratives.

He was a founder of Historic Windsor, Inc. and the Windsor Area Chamber of Commerce, an active Rotarian, serving as Rotary president in 1973, a member of the Vermont Farm Bureau, a life member of American Legion Post 25. He served the Boy Scouts of America as district finance chairman of the Calvin Coolidge Council. He was chairman of the Pastoral Council, St. Francis of Assisi Church and was a member of the Burlington Diocesan Ecumenical Commission.

Surviving family members include his wife of West Windsor; his children and spouses: Mary Ann McFaun of Barre Town and her husband Francis M. McFaun; John Howland Jr. of Burlington and his wife Kathleen M. Balutansky; William G. Howland of Isle La Motte and his wife Betsy Howland; Margaret M. Howland of Claremont, N.H. and her husband Kenneth Mastro; and Glenn C. Howland of Middlesex and his wife Anne Howland. Siblings: James O. Howland of Hartland and Dorothy Fenoff of Jacksonville, Fla.; grandchildren: Katherine McFaun Williams, Bennet McFaun, Mary Alice McFaun, Charles Stevenson Howland, Emily Kiernan Howland, Alison Jane Howland and Mariah Donnis Howland; and a step-granddaughter Vanessa Joan Fatton; great-grandchildren: Connor Howland Williams, Meaghan Marie Williams, Collin Francis McFaun and Riley Katherine McFaun; and several nieces and nephews. One great-grandchild, Peyton Elizabeth McFaun, predeceased him.

Friends may call at the Knight Funeral Home in Windsor on Monday, Dec. 22 from 2 to 4 p.m. and 7 to 9 p.m. A Mass of Christian Burial will be celebrated on Tuesday, Dec. 23, at 11 a.m. at the St. Francis of Assisi Church in Windsor. The Reverend Paul N. Belhumeur, M.S., will be the celebrant.

Burial will be at a later date in the Brownsville Cemetery in West Windsor.

In lieu of flowers, memorial contributions may be made to the St. Francis of Assisi Church, P.O. Box 46, Windsor, Vt. 05089.

FLORENCE I. SKINNER

ST. ALBANS -- Mrs. Florence I Skinner, age 91, died Thursday afternoon, Dec. 18, 2003, in the King's Daughters Home, following an extended illness. She was born in Chazy, N.Y., May 25, 1912, daughter of the late Aiken and Zeldia (Goodman) Babbie.

Florence was a saleslady and purchaser for J. C. Penney Store for over 32 years, retiring on Oct. 1, 1977. She was a communicant of St. Mary's Church for many years.

She is survived by her daughter Marsha Weber of Sun City, Ariz.; three grandchildren Deborah Amoral of Phoenix, Ariz., Linda Gomes of Providence, R.I., and John A. Weber III, of Colorado Springs, Colo.; and several great-grandchildren; her sister Laura and her husband Larry O'Donnell of St. Albans; and several nieces and nephews. Besides her parents she was predeceased by her son-in-law, John A. Weber, Jr., on Jan. 18, 2002; and by her sisters, Clara Benjamin and Dora Barber.

A private funeral service will be held with Father Leonidas Laroche, pastor of St. Mary's Church, officiating. At her own request there will be no public visiting hours. Interment will be in the Babble/Skinner family lot in St. Mary's Cemetery, in Swanton.

Arrangements are entrusted to the Brady & Levesque Funeral Home.

LUANNE E. PAGE

FAIRFIELD -- Luanne E. Page, age 54, passed away unexpectedly Thursday evening, Dec. 18, 2003, at the Northwestern Medical Center in St. Albans. She was born Jan. 31, 1949, in East Fairfield, the daughter of the late Clifford and Eleanor (Morris) Page.

She was a life long resident of Fairfield where, for the past several years, she had helped her brother, Doug, on the farm. She had previously been employed as a nurse at Mary Fletcher Hospital in Burlington for 17 years, retiring in 1985. Luanne had a great love for animals, especially her cats and dogs.

She is survived by a brother, Douglas Page of East Fairfield; a sister, Linda Baker of Fairfield Center; two sisters-in-law, Dorothy Page of Liberty, Texas and Bernita Wheelden of Hinsdale, N.H.; and several nieces and nephews. Besides her parents, she was predeceased by two brothers, Howard Page and Clifford Page Jr.; and a sister, Beverly Page.

Visiting hours will be held one hour prior to the funeral, which will be held Sunday, Dec. 21, 2003, at 1 p.m. at the Spears Funeral Home, 96 Dickinson Ave., Enosburg Falls.

For those who wish, contributions in her memory may be made to the Franklin County Humane Society, 30 Sunset Meadows, St. Albans, Vt. 05478.

JAMES "JIM" WOODWORTH ABELL

CONCORD, N.C. -- Mr. James "Jim" Woodworth Abell, age 69 of 6411 Point View Court, West, Concord, N.C., was called home to his heavenly mansion prepared for him by his precious savior and personal Lord Jesus Christ on Monday, Dec. 15, 2003, at his residence.

The Abell family will receive friends from 4 until 6 p.m. on Sunday, Dec. 21, at Gordon Funeral Home in Mt. Pleasant, N.C. At other times, they will be at the family residence.

Memorial service will be held at 10 a.m. on Monday, Dec. 22, at St. James Catholic Church in Concord, with a Mass celebrated by Father James Geiger. Interment following at St. James cemetery on Gold Hill road in Concord.

Mr. Abell was born Sept. 19, 1934, in Fairfield, Vt., son of Wayne and Lucy Woodworth Abell. Jim served in the U.S. Navy for four years and resided in Milton 24 years before relocating to Concord, N.C. in 1983. He retired from IBM after 34 years of service in 1991. On July 7, 2003, Jim and Shirley celebrated 50 years of marriage. He truly enjoyed retirement, hunting, woodworking and the precious sharing time with his dear family members and friends. He lived a very blessed lifetime and looks forward to spending eternity with His Lord and Savior Jesus Christ. God Bless.

He is survived by his wife, Shirley Aldrich Abell; sons, James Abell of Wappinger Falls, N.Y., Stephen Abell and wife Phyllis of Milton, Vt., Gregory Abell and wife Karen of Concord, N.C., Mark Abell and wife Jill of Concord, N.C., daughters, Kimberly Nicasio and husband Daniel of Essex Junction, Vt., Kathleen Bonfigli and husband Daniel of Essex Junction, Vt.; daughter-in-law Vickie Thompson, of Mt. Pleasant, N.C.; sisters, Romona Reed of Sheldon, and Betty Martin of Concord, N.C.; grandchildren, Kristopher, Cory, Ryan and Jamie, Dustin, Logan, Shyanna, Zachary, Nickolas, Dylan, Sarah Abell, Bethany Thompson, Trevor Thompson, Alexandra Nicasio, Gabriel Nicasio, Melissa Kirby; great-grandchildren, Chance and Shea, in-laws, Margaret Morgan, Lucille and Curtis Brown and Dorothy Dussault all of St. Albans, Boyd and Barbara Aldrich of Tyngsboro, Mass., John and Fran Aldrich of Germantown, Md., and Joan Pauley of Concord, N.C.

The family sincerely thanks Nancy, Sylvia, Karen, Judy, Jennifer and John from Hospice of Cabarrus County for taking such great care of the family's body, mind and spirit during the difficult days.

RICHARD A. "RICKY" ELKINS, III

MILTON -- Richard Allen Elkins, III, 39, went home to the Lord on Tuesday, Dec. 16, 2003, while at his home. He was born in St. Albans on July 17, 1964, son of Richard Elkins, II and Alice (Fletcher) Elkins. Rick was a conscientious and hard working employee for many years with Lake Champlain Housing and Essex Realty. He more recently was employed by The Terraces in Shelburne.

Rick was a loving father whose greatest joy was his family. He always had a clever wit with a gentle sense of humor. Rick loved camping, computers, video games, fishing, golf and reading. He will be loved and missed always.

He is survived by his father, Richard W. Elkins, II and his wife Linda of Colchester; his mother, Alice M. (Fletcher) Elkins Workman of Grand Isle; his wife, Wendy (Pendris) Elkins of Burlington; his former wife, Leshia (Lagro) Elkins and their four sons, Joshua Elkins and his partner Robin Ward and their daughter Isabella of Williston, Joseph Elkins of Grand Isle, Jacob Elkins and Jeremiah Elkins, both of Berkshire; his brothers, Timothy Elkins and his wife Katherine of Essex Jct. and their sons, Derek of Essex Jct., and Dana and his partner Amy Millard of Essex Ctr., Scott Elkins and his wife Julie and their twin sons Luke and Seth of Grand Isle; his sister, Kim (Elkins) LaPlant and her husband Gary of Milton; several aunts, uncles and cousins; his dear friend K.C. Lagro of Colchester; and his faithful dog Tucker, ever by his side. He was predeceased by his step-father, Richard A. Workman, Sr.; his maternal grandparents, Irwin Sr. and Glenna Fletcher; and his paternal grandparents, Richard and Dorcas Elkins.

Visiting hours will be held on Friday, Dec. 19, 2003, from 5 to 7 p.m. and Saturday, Dec. 20, 2003, from 12:30 to 1:30 p.m. at Hayes-Rich Funeral Home.

Funeral services will be held on Saturday, Dec. 20, 2003, at 1:30 p.m. in Hayes-Rich Funeral Home with Reverend Elizabeth Griffin officiating. Inurnment will be in the spring and at the convenience of the family.

Memorial contributions may be made in Ricky's memory to Camp Ta-Kum-Ta, P.O. Box 576, Waterbury, Vt. 05676.

Arrangements are by Hayes-Rich Funeral Home, 1176 Main St., Fairfax.

DARLENE M. BONYEA

ST. ALBANS -- Darlene M. Bonyea, age 46, died early Thursday morning, Dec. 18, 2003, at the home of her mother, Lorraine McMahon, following an extended illness. Darlene was born in St. Albans, Sept. 2, 1957, daughter of Lorraine (Greenia) McMahon and the late Charles McMahon. She was a graduate of BFA in St. Albans.

Besides her mother Lorraine, Darlene is survived by her three sons, Michael, Charles and Todd Bonyea all of St. Albans; a granddaughter, Bryanna Shappy of St. Albans Town; a grandson, Ian Bonyea of Swanton; her significant other, Maurice LaFrance of Milton; very special friends, Donna and Larry Larose, Heather Wright, Ann Wright and Tammy Gonzales. She was a very caring woman and wonderful mother who will never be forgotten. She will be greatly missed by many close friends.

Funeral services will be held Tuesday, Dec. 23, 2003, at 2 p.m. in the Brady & Levesque Funeral Chapel. Friends may call at the funeral home, 86 South Main St. from 1 p.m. until the service time. Interment will be next spring, in the McMahon family lot in Greenwood Cemetery.

Arrangements are entrusted to the Brady & Levesque Funeral Home.

JOYCE ANN POISSANT

SWANTON -- Mrs. Joyce Ann Poissant, 72, a longtime resident of 59 Spring Street in Swanton Village, died Tuesday afternoon, Dec. 16, 2003, in the Fletcher Allen Health Care Facility in Burlington.

Mrs. Poissant's husband, Marc, has just recently undergone surgery. Funeral arrangements are pending his recovery and will be announced later.

Arrangements are under the direction of the Kidder Memorial Home, 89 Grand Avenue, Swanton.

FLORENCE I. SKINNER
