David O'Neel Taggart

David O'Neel Taggart, 88, formerly of Anacortes, died June 23, 2002 after a courageous battle with lung cancer, and with his wife at his side.

He was a resident of Kent.

David was born May 17, 1914, and grew up in Seattle's Mount Baker neighborhood.

He served as a machinist's mate, first class, in the 54th (SeaBees) Construction Battalion, U.S. Navy. He was honorably discharged June 21, 1945.

David had a brief opportunity to mine for gold in Montana. He then moved to Anacortes and began work in the landscape, rock and construction field. He owned the Island Frontier Landscape and Construction Co. and continued to work until age 77. Much of David's rock art still can be seen on Fidalgo Island, near and around Anacortes, as well as on Whidbey Island.

David enjoyed and was active in several jazz societies. He belonged to The Puget Sound Traditional Jazz Society for 19 years and recently became a member of the Bellingham Jazz Society, which kept him busy traveling all over to different festivals.

He wanted it known he truly appreciated all of his family and friends throughout the years. David also wanted to thank everyone who took him in for the night when he was traveling on his many road trips. Those trips kept him active and alive.

David is survived by his wife, Ivy Taggart of Kent; daughters, Louise Mauk (Bob) and Mari Morrison; stepdaughter, Katy Roveto (Gary); stepson, Bruce Brown (Lorraine); five grandchildren and seven great-grandchildren.

Some of David's ashes were scattered on his beloved Fidalgo Island, at the Green Rock quarry where he lived and worked and over the bluffs of Deception Pass. His remaining ashes are laid to rest at Tahoma National cemetery in Kent.

Arrangements were under the direction of Bleitz Funeral Home of Seattle.

Charles Worcester

Charles "Chuck" Russell Worcester, 84, of Anacortes died Tuesday, Jan. 28, 2003, in Anacortes.

He was born May 25, 1918, in Waterloo, Iowa, to Iva Lillian and Herbert Worcester.

When Chuck was 6 years old, he moved with his family to Modesto, Calif., and was educated in that community. In 1936, he joined the Civilian Conservation Corps and worked until 1939 building campgrounds in Yosemite National Park.

Chuck joined the U.S. Army in 1942 and served until 1946 in the 81st Infantry Division in the South Pacific Theater.

While in the Army, he corresponded with Leona Smith. They wrote each other for three years, during which time he proposed and she accepted. Chuck met his future wife on Feb. 14, 1946, and married her one month later, March 16, 1946, in Edmonton, Alberta, Canada.

They moved to San Francisco, Calif., and Chuck worked for the U.S. Postal Service. He was hired by the Texas Oil Co. in 1946 in Long Beach, Calif., and worked for Texaco in that company's refinery in Long Beach.

He transferred to Anacortes in 1958. Chuck worked as a machinist until his retirement in August 1979.

During his Anacortes years, Chuck taught fifth through eighth grades in Sunday school at the First Baptist Church. He did this for 25 years. He also is remembered for his "Pennies for Missionaries" collections.

Chuck and his Sunday school classes collected pennies, rolled them, deposited them and sent the proceeds to various missionaries and mission projects in the Baptist-mission fields throughout the world. Those pennies purchased bicycles, Bibles, water buffalo and medications. The donated funds also paid for missionary housing.

Chuck was viewed by his family as a man who opened doors -- first, to economic stability when he went to work at an early age to contribute to his family's income during the Depression; second, to freedom for Americans when he served along with so many in World War II; and third, to youth through coaching Little League, as a Scout Master in Boy Scouts of America, Sunday school, Awanas and Youth Dynamics.

Fourth, Chuck opened doors spiritually to his family and those he worked with at Texaco helping to found a lunch hour Bible study at work; fifth, to missions with his pennies collection; and, sixth, to his community through his service in the Masons, Eagles and Soroptimists.

Chuck was a generous, selfless and humble person. His favorite words were "thank you."

He was preceded in death by his brother, Richard.

Chuck is survived by his wife, Leona; three children, Brian Worcester, Marcia Brown and Susan White and her husband, Rob; five grandchildren and spouses, Todd and Rachael Worcester, Chad and Lisa Worcester, and Alison, Andrew and Elizabeth White; one great-grandchild, Alexis Brianne Worcester; his sister, Beverly Chapman, and several cousins.

In lieu of flowers, the family asks that contributions be made to the First Baptist Church in Anacortes, 2717 J Ave., Anacortes, WA 98221; Youth Dynamics, POB 464, Burlington, WA 98233; Soroptimists of Anacortes, P. O. Box 654, Anacortes, WA 98221; or Mesothelioma Applied Research Foundation (MARF), 1609 Garden St., Santa Barbara, CA 93101.

A memorial service is 11 a.m. Friday, Feb. 7, at the Anacortes First Baptist Church.

Arrangements are under the care of Evans Funeral Chapel of Anacortes.

Jean Soule Forrest

Jean Soule Forrest, 88, a lifetime resident of Anacortes, died Sunday, Jan. 26, 2003, in Anacortes.

She was born April 13, 1914, in Anacortes to Fidalgo Island pioneers, Herbert Soule and Alice (Burdon) Soule.

She graduated from Anacortes High School in 1932, then attended Skagit Valley Junior College. She also attended the Bellingham Normal School, later called Western Washington University, for one year.

Jean was employed at San Juan Nursing Home for 30 years.

She was a member of Christ Episcopal Church; Summit Park Grange; the Society of Mayflower Descendants; and the Anacortes-San Juan Chapter of the American Red Cross, for which she received a 25-year pin. Jean also was a member of the Skagit County Pioneer Association and the Retired Senior Volunteer program.

She was preceded in death by her sister, Alice Soule Steel.

Jean is survived by two daughters and sons-in-law, Margaret and Bobby Daniels of Florence, S.C., and Kathryn and John Bell of Redmond; a brother and sister-in-law, John and Gisela of Santa Rosa, Calif.; four granddaughters, Barbara and her husband, Howard Miller of Spokane, Kim Stroup of Pamplico, S.C., Tracey Daniels of Florence, S.C., and Kristen Daniels of Charleston, S.C.; three great-grandsons, Matthew Miller of Spokane, Robert Stroup of West Point, N.Y., and Bradley Stroup of Pamplico, S.C.; as well as many nieces and nephews.

In lieu of flowers, memorials may be made to Christ Episcopal Church, 1216 Seventh St., Anacortes, WA 98221.

A memorial service was Friday, Jan. 31, at Christ Episcopal Church of Anacortes.

Arrangements were under the care of Evans Funeral Chapel of Anacortes.

Florence Smith

Florence Belle James Smith, 86, of Anacortes, died Monday, Feb. 3, 2003, at her home.

Visitation for Florence is 9 a.m. to 5 p.m. Feb. 7 and 9 to 10 a.m. Feb. 8 at Hawthorne Funeral Home, 1825 E. College Way, Mount Vernon. A funeral service is 11 a.m. Saturday, Feb. 8, at Hawthorne Funeral Chapel, followed by a graveside committal service at Hawthorne Memorial Park. The Rev. Tom Corson will officiate.

Arrangements are under the care of Hawthorne Funeral Home. A more complete obituary notice will be in next week's American.

Myron Merrill

Myron Merrill, 75, of Anacortes died Saturday, Feb. 1, 2003, in Anacortes.

Funeral services will be held at 10 a.m. Thursday, Feb. 6, at Anacortes Christian Church with burial following at Grand View cemetery.

A full obituary will be in a later edition of the Anacortes American.

Arrangements are under the care of Evans Funeral Chapel, Anacortes.

Marion Rottluff

Marion Elizabeth Rottluff, 89, of Anacortes died Jan. 31, 2003, at a local care center.

She was born Feb. 27, 1913, to Walter and Hulda Jones in

Potter Valley, Calif., on her grandparents' homestead in the Coast Range mountains, where she lived for her first five years. She attended a one-room schoolhouse in Potter Valley, graduating in 1930.

Marion was the first person from Potter Valley to go to college. She graduated from the University of California-Berkeley in 1934 and earned a graduate degree in 1936. She then returned to Potter Valley, where she taught until 1944 in the same high school she had attended. In the late 1940s she became a Civil Service Transportation driver for the Navy for four years at Treasure Island, Calif.

Marion married John Rottluff in 1961, moving to Anacortes. In the Anacortes community, she was an active member of Anacortes Lutheran Church.

She began many years of volunteer service with the Red Cross, San Juan Nursing Home and RSVP among many others. Throughout her life she was an avid gardener and prolific letter writer, never missing an occasion to send a greeting card for any and all occasions.

The family wishes to express their appreciation to Marion's church family for the prayers and care they provided these past few years and to the staff of San Juan Rehabilitation and Care for their personal and professional care during her final months.

A funeral service will be held at 2 p.m. Wednesday, Feb. 5, at the Anacortes Lutheran Church. Interment will be at Grand View cemetery.

Arrangements are under the care of Evans Funeral Chapel, Anacortes.

Arthur E. Andrews (Conandoo)

Arthur "Art" E. Andrews (Conandoo), 75, of Anacortes died Tuesday, March 25, 2003, at his home in Anacortes.

He was born July 9, 1927, in Haines, Alaska.

Art was a U.S. Navy veteran of World War II who served in Alaska. He was aboard a cargo ship (re-fueler) when the Japanese bombed there.

He enjoyed being a commercial fisherman and fished in the fleet of boats out of Hoonah, Alaska.

Later in his life, Art did recreational fishing and also commercial logging in Washington and Alaska. He also was an avid hunter.

Art worked building refineries at March Point and throughout Washington, California and Oregon. He also helped to build the nuclear power plant in Eastern Washington.

He also worked on various construction jobs, including the highway into Anacortes and the building of the Rocky Reach Dam located on the Columbia River.

Art helped to create the IMAC, a refinery maintenance company begun in 1982.

On Nov. 11, 1982, he married Arlene L. Aemmer in Anacortes.

Art was preceded in death by his mother, Helen Peters; his first wife, Rosina Andrews; his son, Arthur D. Andrews; and his brother, Jack Andrews.

He is survived by his wife, Arlene Andrews of Anacortes; his sons, Bert Andrews of Fairfax, Va., James Mashburn of Conway, Ark., and David Mashburn of Booneville, Ark.; his daughters, Donna Sherman of Sedro-Woolley; Gayle Higgins of Sedro-Woolley and Kathy Garner of Bentonville, Ark.; 14 grandchildren; eight great-grandchildren; and his sister, Pearl Maze of Anchorage, Alaska.

A memorial service took place March 29 at Evans Funeral Chapel of Anacortes.

Arrangements were under the care of Evans Funeral Chapel.
