Wanda S. Dill

VIOLA, Del. -- Wanda S. Dill, 76, of Viola, died Thursday, April 8, 1999, in Kent General Hospital, Dover, Del.
She was a daughter of Arla Cox Stewart, Overfield, Barbour County, and the late David C. Stewart. Her husband of 51 years, William Edgar Dill Sr., survives.

Also surviving are four sons, Wm. Edgar Dill Jr., Chadds Ford, Pa., Robert S. Dill, Pasadena, Md., James N. Dill, Pittman, N.J., and Russell O. Dill, Port Orange, Fla.; two daughters, Wanda June Stevens, Ashland, Va., and Peggy E. Dill, Dover; five sisters, Georgia Campbell, June Rowe and Irene Smith, all of West Virginia, Isabell Rollins, Florida, and Rose Ann McVicker, Ohio; two brothers, Lindsey Stewart and Henson Sam Stewart, both of California; 12 grandchildren.
She was also preceded in death by two sisters, Dottie Stout and Edith Dadisman and one brother, Gail B. Stuart.

Mrs. Dill retired from the postal service as a clerk. She was a member of Viola M.E. Church.

Mary B. Fisher

GLENVILLE -- Mary B. Fisher, 83, of Sutton, died at 9:30 p.m. Monday, April 12, 1999, at Charleston Area Memorial Division, Charleston, following a brief illness.

She was born Oct. 19, 1915, in Gilmer County, a daughter of the late John and Alma Bush Rutherford.
Her husband, Frank Brooks Fisher, whom she married Sept. 22, 1934, preceded her in death on Dec. 10, 1992.

Surviving are one daughter, Alma F. Shamblin, Tampa, Fla.; one son, Charles J. Fisher, Kingstree, S.C.; one sister, Lucille Hoffman, Lancaster, Pa.; four grandchildren and two great-grandchildren.

Mrs. Fisher was a homemaker and attended the First Southern Baptist Church, Sutton.

Beatrice Isner

PHILIPPI -- Beatrice "Bea¨ Isner, 80, a resident of Route 2, Sand Run Road, died at 3:40 p.m. Tuesday, April 13, 1999, in Davis Memorial Hospital.

She was born Oct. 2, 1918, in Kent, Ohio, a daughter of the late Cayton and Lovie Grace Lantz Bolyard. Her husband, George "Woodrow¨ Isner, whom she married March 7, 1939, survives.

Also surviving are one daughter and son-in-law, Betty and Darrell Mayfield, New Martinsville; two sons and daughters-in-law, Eugene and Virginia Isner, Cleveland, Ohio, and Charles and Shelia Isner, Route 2, Philippi; two sisters, Mrs. Dorsey (Mary) Mouser, Route 1, Philippi, and Mrs. William (Louise) Upton, Oakland, Md.; eight grandchildren and 12 great-grandchildren.

She was also preceded in death by two brothers, Hubert K. Bolyard Sr. and Clayton Bolyard, one grandchild and one great-grandchild.

Mrs. Isner was a homemaker and Protestant.

William C. Leigh

William "Bill¨ Curtis Leigh, 85, of 8 Rosewood St., Grafton, died Sunday, April 11, 1999, in Ruby Memorial Hospital, Morgantown, following an extended illness.

He was born April 3, 1914, in Doddridge County, a son of the late Van Buren Leigh and Ethel Rosier Leigh. His wife, Louise Thompson Leigh, preceded him in death.

Surviving are three brothers, Herbert Leigh, Paul Leigh and Cecil Leigh, all of Ohio; four sisters, Mrs. Rita Russell, Mrs. George (Violet) Rittenhour and Mrs. Larry (Patty) Steele, all of Ohio, Mrs. Dorothy Salley, St. Marys; several nieces and nephews.

Mr. Leigh was Methodist and attended the Liberty United Methodist Church, Liberty Addition. He retired from Union Carbide in Anmoore.

Friends will be received at the Davis-Weaver Funeral Home, 329 E. Main St., from 7-9 p.m. Friday. The funeral service will be held at 1 p.m. Saturday with the Rev. Jeff Winter presiding. Entombment will be in the Floral Hills Memorial Gardens Mausoleum.

Jeffrey A. Leggett

Jeffrey A. Leggett, 44, of Martic Township, Holtwood, Pa., died Saturday, April 10, 1999, as a result of injuries sustained in an automobile accident.

He was born Oct. 3, 1954, in Clarksburg, a son of Donald F. Leggett, Senaca Drive, Clarksburg, and the late Juanita Jean Vernon Leggett.

Also surviving are his stepmother, Peggy Hill Leggett and wife, Miriam Peterson Leggett; one son and daughter, Zadok M. and Kelleigh D. Leggett, both at home; his mother-in-law, Betty Mae Peterson, Salem, Ore.; several cousins.
He was also preceded in death by one son, Micah G. Leggett, who died in the same automobile accident.

Mr. Leggett graduated from the former Roosevelt-Wilson High School, was a 1977 graduate of Fairmont State College and also graduated from the Dick Grove Music College and the Musicians Institute in Hollywood, Calif.
He was a member of the New Covenant Community Church in Delta, Pa., and was a Scoutmaster of Troop No. 97, Boy Scouts of America.

He was a bass player with a Lancaster area band, "Matters of the Heart." He was a construction safety consultant for High Safety Consultant Services.

Friends will be received at DeWald Funeral Home, 144 E. Street, Quarryville, Pa., from 6-9 p.m. today. A memorial service will be conducted at 7 p.m. Friday in the New Covenant Community Church, Delta, Pa. A graveside service will be held at 2 p.m. Monday in the West Union Masonic cemetery, Doddridge County, with the Rev. D.D. Meighen and the Rev. Lanny Kilgore presiding.

In lieu of flowers, it is suggested that expressions of sympathy be contributions to a memorial fund to be established. Contact: Donald F. Leggett, 124 Senaca Drive, Clarksburg, WV 26301, or call 622-7618. Davis-Weaver Funeral Home is in charge of arrangements.

Paul J. Menear

BRIDGEPORT -- Paul J. Menear, 74, of 705 Worthington Drive, died Wednesday morning, April 14, 1999, at his residence following an extended illness.

He was born Oct. 9, 1924, in Grafton, a son of the late Homer Menear and Rena Summers Menear. His wife, Opal M. Manolidis Menear, whom he married June 25, 1956, survives.

Also surviving are two daughters, Mrs. Dan (Teresa Ann) Williams, Sterling, Va., and Mrs. Dwain (Sandra Sue) Burchett, Ashland, Ky.; two sisters, Mrs. George (Linda) Peters, Grafton, and Mrs. Wayne (Marie) Billmeyers, Martinsburg; three grandchildren, Jason and Jessica Burchett, both of Ashland, and Stephanie Williams, Sterling. He was also preceded in death by one half brother, Lester Menear.

Mr. Menear was a retired Greyhound bus driver, having began his service in 1947 with the old Capitol Greyhound Co., which operated between Clarksburg and Washington, D.C.

He retired from Greyhound Bus Lines; the name of the company had changed, however, most of his service of 34 years was between Clarksburg and Washington on U.S. Route 50.

After his retirement from Greyhound Bus Lines, he drove a school bus for five years, having been employed by the Harrison County Board of Education.

Friends may call at Allen Funeral Home, Bridgeport, from 2-4 and 7-9 p.m. Friday. The funeral service will be held at 1:30 p.m. Saturday at the funeral home, with the Rev. Arnold L. McIntosh officiating. Interment will be in the Bridgeport cemetery.

The family has suggested in lieu of flowers, contributions may be made to the Harrison County Humane Society, Route 2, Box 932, Shinnston, WV 26341 or People's Hospice, P.O. Box 1680, Clarksburg, WV 26301.

O. Woodrow Price

PARSONS -- O. Woodrow Price, 81, a resident of Bretz community, Hambleton, died at 2:55 p.m. Tuesday, April 13, 1999, at the Monongalia General Hospital, Morgantown.

He was born Nov. 3, 1917, in Clover Run, Tucker County, a son of the late Walter J. and Bertha Upton Price. His wife of 57 years, the former Dorothy Virginia Coffman, whom he married on Oct. 4, 1941, at Mt. Lake Park, Md., survives.

Also surviving are three sons, Larry Price and wife, Hazel, Michael Price and wife, Eileen and Gary Price and wife, Patricia, all of Parsons; one daughter, Mrs. Owen (Janet) Colson, Walterboro, S.C.; one brother, David Price, Union City, Ind.; four sisters, Annabel Moore, Parsons, Evelyn Moore, Clover Run, Irene Phillips, Hamilton, Ohio, and Maxine Harsh, Union City, Ohio; four grandchildren and three great-grandchildren. He was also preceded in death by two brothers, Ester and Ovie Price and two sisters, Ruth Nestor and Ruby Price.

Mr. Price attended the No. 4 School at Clover Run and owned and operated the Price Lumber Co. of Tucker County for 39 years, retiring in 1974. He was a farmer and a member of the St. Paul's United Methodist Church of Parsons.

Meigs L. Richards Jr.

GLENVILLE -- Meigs L. Richards Jr., of Linn, died Tuesday, April 13, 1999, following a timbering accident.

He was born Sept. 6, 1957, in Maryland, a son of Meigs L. and Janet R. Butcher Richards, Vadis. His wife, Karen Christopher, whom he married June 13, 1980, survives.

Also surviving are two daughters, Elisabeth and Miranda and one son, Brandon, all at home; two sisters, Ruth Ann Riley, Milwaukee and Mary Katheryn Hafer, Ravenswood; and four brothers, Donald, Ronald and Ray, all of Ravenswood, and Eugene, Linn.

Mr. Richards was a head sawer for Roberts Logging, a Marine veteran, and a member of the Troy Baptist Church.

Gay E. Wingfield

BUCKHANNON -- Gay E. Wingfield, 69, of HC 36 Box 126, died Wednesday, April 14, 1999, at St. Joseph Hospital.
He was born Dec. 20, 1929, in Queens, a son of the late John R. Wingfield and Minnie Koon Wingfield. His wife, Cleo P. Heater Wingfield, whom he married May 16, 1954, survives.

Also surviving are two daughters, Vickie Sponaugle and Judith K. Haskins, two sons, Charles R. Wingfield and Bruce E. Wingfield, all of Buckhannon; eight grandchildren and four great-grandchildren; and two sisters, Ada Miller, Bradenton, Fla., and Luvene Leigh, Buckhannon. He was also preceded in death by three sisters and four brothers.

Mr. Wingfield was a coal miner and served in the Army during the Korean War. He attended the Sago Baptist Church and was a lifetime member of the Buckhannon VFW Post No. 13.

Dr. James D. Atkinson

James D. Atkinson, Ph.D., 83, died Sunday, April 11, 1999, at his home in McLean, Va. A Weston native, Dr. Atkinson was the son of the late James D. and Margaret Malloy Atkinson. His wife of 55 years, Marie H.C. "Connie" Atkinson, preceded him in death on Jan. 11, 1999.

Surviving are one son, James D. Atkinson III, Cedar Rapids, Iowa; three daughters, Margaret Hoover, Falls Church, Va., Mary Munley, Virginia Beach, Va., and Elizabeth Biggs, Arlington, Va.; six grandchildren, Paul and Dennis Atkinson, Jessica and Michelle Munley and Jeremy and Kathleen Biggs; one brother and sister-in-law, Edward W. and Alda Atkinson, Princeton Jct., N.J.; one niece and two nephews.

He was also preceded in death by three sisters, Margaret Atkinson, Mrs. Walter (Mary) Matthews and Mrs. Thomas E. (Wilma) Nutter.

Mr. Atkinson graduated from St. Patrick's High School and earned degrees from Indiana and Georgetown universities. He was a professor of government at Georgetown, retiring after 34 years on the faculty. In 1950-54 he was director of the special course in psychological warfare at the Georgetown Graduate School.

During World War II, he served in the Military Intelligence Division and was wounded and taken prisoner in the Battle of the Bulge. After the war, he commanded an intelligence reserve unit until his retirement as a colonel, USAR.

Author of "The Edge of War" and "The Politics of Struggle," Dr. Atkinson wrote for a number of scholarly journals and was a consultant to congressional committees, the Psychological Strategy Board and other government agencies. He lectured at the Industrial College of the Armed Forces, the Army War College, the Strategic Intelligence School, the Air War College and the National Defense College of Canada, and was a longtime president of the American Military Institute.

Interment in Arlington National cemetery will follow a Mass of Christian Burial at the Fort Meyer Chapel at 10:45 a.m. on April 29.
