He was sheriff for 16 years, mayor for 3 years, deputy sheriff for 12 years, chief deputy sheriff for 10 years, and humane officer for 10 years. His dedication to community service was extensive, including affiliations with Mon County Mental Health Board, Mon Valley Drug Task Force Board, and WV Sheriff’s Association. His leadership was recognized on numerous occasions including receipt of Law Enforcement Officer of the Year 1993 Elks Post 411, Democrat of the Year 1992, and Citizen of the Year 1992-1993 General Daniel Morgan VFW Post 548. Joe’s accomplishments included placing county tax dollars in interest-bearing accounts, directing state and federal grant awards to Mon County, coordinating back tax collection, obtaining county bomb and drug dogs, developing the S.W.A.T. and Precision Rifle Teams, placing police officers in our county public schools, and initiating the Mon County’s Most Wanted list, featured weekly in the Dominion Post. This is just the briefest glimpse of Joe’s many accomplishments.

Joe was blessed by countless friends and family that added to the enrichment of his life. It would be remiss not to mention his constant canine companion till the end, Gina, who was forever a source of laughter and amusement for Joe.
Preceding him in death were his beloved parents, Ernest and Virginia Bartolo, son Kurt W. Barrell, and grandson Brandon D. Spangler.
Joe’s family will receive friends at McCulla Funeral Home Saturday from 3-6pm and Sunday from 1-3pm and 5pm until the 7:30pm Prayer Vigil Service. For those who knew Joe Bartolo, January 14th, at 11:03 pm will forever be the anniversary of a husband lost, father stolen, friend taken, leader felled. Joe’s example has shown us that when the night is darkest or hill is steepest, rather than give up, all who knew him can “Just say Joe!”
