Paul William Smith
Parkerbsurg, WV
Paul William Smith, 100, of Mineral Wells, and
a longtime resident of East Street in
Parkersburg, passed away June 29, 2008, at the
Worthington Manor Nursing Center.
Paul was born on April 29, 1909, in Joplin,
Mo., the son of William R.A. Smith and Elsie
F.E. Holloway Smith. He later settled in
Parkersburg where he was a 1929 graduate of
Parkersburg High School. He had served in the
military during World War II. He was employed
with the United States Postal Service as a
clerk for 37 years having retired in 1978. He
was also a former employee of the R.L. Polk
City Directories and had been a Route Salesman
for the Armour Packing Company and was a
member of the Parkersburg Humane Society.
Paul is survived by a sister, Mary Beth
Blalock of Springfield, Mo.; special nieces,
Patsy Fowler of Florida and Beth Ann Backer of
Ohio; several other nieces, nephews and
cousins; and his caregiver and friend, Shirley
Marks of Mineral Wells.
In addition to his parents, he was preceded in
death by two sisters, Madrene Quinn and Irene
Gholson; his stepmother, Cora Risher Smith; a
stepsister, Edna Risher Fink; and a foster
sister, Betty Whitlatch.
It has been Paul's request, that at the time
of his passing, his body be cremated and his
ashes placed at the family plot in Evergreen
North Cemetery. There will be no viewing,
visitation or services. Kimes Funeral Home and
Cremation Services of Parkersburg is providing
the cremation.

Evelyn Jean Miller
Parkersburg, WV
Evelyn Jean Miller, 76, of Parkersburg passed
away June 26, 2008, at Camden-Clark Memorial
Hospital following an unexpected illness.
She was born June 11, 1932, in Parkersburg,
the only child of Carl R. and Ora Audrey
Buckley Holland.
Jean was of the Presbyterian faith and was a
homemaker. She was a member of the American
Legion Post 15 Auxiliary, was an avid WVU
Mountaineer fan and had worked with Avon and
other cosmetic services.
Surviving is her husband, Robert R. Miller;
three sons, Matthew Miller (Stephanie), Mark
Miller (Carma) and Mike Miller (Donna), all of
Parkersburg; two daughters, Teresa Cunningham
(Allen) of Parkersburg and Tina Howard (Craig)
of Waverly; 12 grandchildren, Norman, Misty,
Robert, Jason, Shawn and Chad Miller, Shane
Modesitt, Brandy Russell, Angela Farson, Chaz
Howard, Michelle Sampson and Charles Sampson;
16 great-grandchildren; her beloved pet
beagle, "Angel"; and special friends, Betty
Nutter (Darrell), Barbara Jirkovsky (Dick) and
Mary Perriot.
The funeral service will be 11 a.m. Monday at
Kimes Funeral Home, 521 Fifth Street,
Parkersburg, with Pastor Bernard "Dobby"
Thrash and Terry Kennedy speaking. Burial will
follow at Mt. Olivet Cemetery. The visitation
will be from 6-8 p.m. today and from 2-4 and 6-
8 p.m. Sunday at the funeral home.
Memorial donations may be directed to the
American Cancer Society in memory of Jean.

Robert Frank Stoops
Parkersburg, WV
Robert Frank Stoops, 92, of Parkersburg passed
away June 23, 2008, at Sunbridge Health and
Rehabilitation Center.
He was born February 18, 1916 in Mineral
Wells, Wood County, a son of the late
Leonard “Doc” Stoops and Eunice Stephens
Stoops Brown. Frank was a longtime member of
the Broadway Baptist Church and retired from
the A.B. Chance Company as a production
Control Planner. He served with the United
States Navy during WWII and was a Life member
of the American Legion Post #15 of Parkersburg.
Surviving is his wife, Dorothy Barnett Hinzman
Stoops; his daughter, Rosalie Stoops Wilson
and her husband, Roger of Vincent, Ohio; 2
grandchildren, Donald R. Wilson and his wife,
Angela and Pamela S. Tornes and her fiance,
Darren Shriber, all of Vincent; four great-
grandchildren, Garrett, Gabrielle, Gavinn and
Hallie; a half brother, Jack Brown of
Parkersburg; and several nieces and nephews.
In addition to his parents, he was preceded in
death by his first wife, Emma Jean Beckett
Stoops in 1980; 2 brothers, Warren Stoops and
Donald Stoops; and 3 sisters, Virginia Napier,
Mary James and Pearl Smith.
The funeral service will be 1 p.m. Wednesday
at Kimes Funeral Home, 521 5th Street,
Parkersburg, with Pastor Donald Yeager
officiating. Burial will follow at Evergreen
South Cemetery. The visitation will be from 2-
4 and 6-8 p.m. today.

Paul Edward Anderson
Parkersburg, WV
Paul Edward Anderson, 69, formerly of Parkland
Place in Parkersburg, passed away June 22,
2008, at his sister’s home in Parkersburg
following a three-year battle with cancer.
He was born Aug. 7, 1938, in Wood County, a
son of the late Ernest B. and Beatrice Lillian
Weaver Anderson. Paul was a member of the
Pleasant View Baptist Church and had served in
the United States Army for many years, having
been a recipient of the Republic of Vietnam
Gallantry Cross with Palm Unit Citation Badge
and Republic of Vietnam Civil Actions Honor
Medal First Class Unit Citation Badge and was
awarded two Silver Service Stars. He was also
awarded the Expert Badge with Rifle Bar and
the Sharpshooter Badge with Rifle Bar. He had
worked in various places in the Parkersburg
area after leaving the military, and was a
life member of the VFW.
Surviving are two sons, John Allen Anderson
(Lydia) of Parkersburg and Paul Edward
Anderson II of Toronto, Ohio; one daughter,
Regina Lynn Rake (Craig Hendershot) of
Parkersburg; a granddaughter, Shyla M. Rake of
Parkersburg; his sister, Sandy Anderson Tanner
(Bill) of Parkersburg; his aunt, Goldie McCoy
of Fairmont; and five nieces and nephews.
In addition to his parents, he was preceded in
death by three brothers, Robert E. Anderson,
Richard E. Anderson and infant, Charles Eugene
Anderson.
The funeral service will be 10:30 a.m. Tuesday
at Kimes Funeral Home, 521 Fifth St.,
Parkersburg, with Pastor Lloyd Winans
officiating. Burial will follow at Evergreen
North Cemetery with military rites provided
and conducted by the American Legion Post 15
of Parkersburg. The visitation will be from 2-
4 and 6-8 p.m. today at the funeral home.

Dorothy I Lutz Blackwell
Vienna, WV
Dorothy I. Lutz Blackwell, 66, of Pleasant
View Towers, Vienna, passed away June 20,
2008, at St. Joseph’s Hospital.
She was born Oct. 8, 1941, in Wood County, a
daughter of the late Charles H. and Lucy J.
Robey Lutz. Dorothy retired in 2002 from the
Housekeeping Department of Camden-Clark
Memorial Hospital with 21 years of service.
She enjoyed country and gospel music, camping
with family, socializing with neighbors and
friends and was an avid reader.
Surviving is her former husband, Philip
Michael Blackwell Sr.; three sons, Philip M.
Blackwell Jr. and his wife, Linda, of
Parkersburg, Scott A. Blackwell of Parkersburg
and Doug W. Blackwell (Julie) of Parkersburg;
daughter, Barabara S. Miller and her husband,
Mark, of Parkersburg; five grandchildren,
Justin Miller, Gretchen Miller, Tori Miller,
Brittany Blackwell and Wesley Blackwell, all
of Parkersburg; four great-grandchildren,
Kylie Miller, Brian Francis, Xander Brown and
Haley Blackwell; brother, Ronald Lutz and his
wife, Betty, of Parkersburg; sister, Mary J.
Hammond of Parkersburg; and several nieces and
nephews.
In addition to her parents, she was preceded
in death by a brother, Donald R. Lutz; and an
infant sister, Norma Lutz.
The funeral service will be 1 p.m. Tuesday at
Kimes Funeral Home, 521 Fifth St.,
Parkersburg, with Pastor Bernard “Dobby”
Thrash officiating. Burial will follow at
Lubeck Cemetery. Visitation will be from 2-4
and 6-8 p.m. Monday at the funeral home.
