He is survived by his wife of 29 years, Mary Anna "Sis" Dillow Jenkins; four daughters, Jeanne Joann Viands and Judy Joy Painter, both of Harpers Ferry, Linda Willimena Carlisle and Shelly Darlene Dodson, both of Charles Town; one stepson, Kenneth Sterling Dillow of Kearneysville, W.Va.; two sisters, Mabel Viola Jackson of Charles Town, and Joan Whitmer of Shenandoah Junction, W.Va.; five brothers, Arnold Jenkins, Emory Jenkins, Gerald M. Jenkins and Kenneth K. Jenkins, all of Harpers Ferry, and Melvin William Jenkins of Ranson, W.Va.; 12 grandchildren; 16 great-grandchildren; three stepgreat-grandchildren; and nieces, nephews and cousins.
He was preceded in death by one sister, Audrey Jenkins; two brothers, Elmer R. Jenkins and Donald D. Jenkins; and one grandson.
Services will be held Thursday at 2 p.m. at Chestnut Hill United Methodist Church, Harpers Ferry. The Rev. Lester Dillow will officiate. Burial will be in Chestnut Hill United Methodist Church cemetery.
Friends will be received Wednesday from 7 to 9 p.m. at Melvin T. Strider Colonial Funeral Home, Charles Town.

MARTINSBURG, W.Va. - Frances Loell Seiler Dutterer, 79, of Martinsburg, died Monday, Aug. 24, 1998, at Heartland of Martinsburg.
Born Feb. 18, 1919, in Bartow, W.Va., she was the daughter of the late Sherman D. and Ocie Ruth McComb Seiler.
She was preceded in death by her husband, William N. Dutterer.
She was a secretary for the Washington County Board of Education, retiring in 1980. She previously was employed at Rosen's in Hagerstown.
She was a member of Blairton Methodist Church.
She is survived by one son, William S. Dutterer of New York City; one sister, Ruth Beard of Lebanon, Pa.; one brother, Charles Seiler of Fayetteville, N.C.; and nieces and nephews.
She was preceded in death by one sister, Beulah Michael, and one stepbrother, Frank Seiler.
Services will be Wednesday at 1 p.m. at Rosedale Funeral Chapel, 2060 Rosedale Road in Martinsburg. The Rev. Joseph Bradshaw will officiate. Burial will be in Green Hill cemetery, Berryville, Va.

Born June 18, 1915, in Berkeley County, W.Va., she was the daughter of the late Charles E. and Anna Mae Myers Miller.
She was a lifelong member of Moler Avenue Church of the Brethren, where she was a deacon, church board chair, Sunday school teacher, choir member, member of Sisters in Service and director of Vacation Bible School.
She is survived by her husband, Charles H. Roberts; two daughters, Anna Marie Zombro and Sandra Jean Roberts, both of Martinsburg; four sons, Charles H. Roberts Jr. of Laurinburg, N.C., William N. Roberts, at home, Richard L. Roberts of Martinsburg, and Thomas E. Roberts of Gerrardstown, W.Va.; one sister, Pauline Thompson of Martinsburg; two brothers, Leroy Miller of Baltimore, and Ralph Miller of Martinsburg; 10 grandchildren; and six great-grandchildren.
She was preceded in death by one daughter, Sue Ellen Fleming; two sisters, Pearl Keesecker and Bertha Qualini; and two brothers, John Miller and Earl Miller.

She was the daughter of Lillian A. Shade of Martinsburg, W.Va., and the late Elmer L. Shade.
She was employed at Shenandoah Nursing Home, Charles Town, W.Va.
She was a member of Inwood United Methodist Church.
She was a member of Ladies Auxiliary Moose Lodge 120, Martinsburg.
In addition to her mother, she is survived by her husband, James H. Kidwell; four sons, Robert J. Kidwell of Hedgesville, W.Va., James S. Kidwell of Winchester, Va., Roy S. Kidwell of Martinsburg and Barry C. Kidwell of Bunker Hill; a sister, Debbie Haines of Berkeley Springs, W.Va.; and three grandchildren.

QUANTICO, Va. - Barbara Ann Breeden Janney, 57, of Quantico, died there Sunday, Aug. 23, 1998.
Born March 7, 1941, in Jefferson County, W.Va., she was the daughter of the late James Henry and Matilda Mae Painter Breeden.
She was preceded in death by her husband, Clarence Lindon Janney.
She was a graduate of Harpers Ferry High School, Harpers Ferry, W.Va.
She was a homemaker.

Born March 21, 1925, in Martinsburg, W.Va., he was the son of the late Frank Henry Cushwa and Grace Ann Elizabeth Hale Cushwa Weller.
He was a 1943 graduate of Martinsburg High School.
He was a retired vice president of C.W. Cosnell Co. in Vienna, Va.
He was a veteran of World War II, serving with the U.S. Army 323rd Infantry in the Philippines Operation.
He was a member of Christ Reformed Church and United Church of Christ.
He was a former member of Berkeley Post 14 American Legion. He was a member of National Association of Home Builders and NRA.
He is survived by his wife, Dorothy Marie Prettyman Cushwa; a daughter, Linda M. Rohaley of Clarksville, Md.; a son, Kurt H. Cushwa of Hagerstown; three grandchildren; and nieces and nephews.
He was preceded in death by a sister, Betty Lee Cushwa; and a brother, Donald H. Weller.
