Margaret Hamberry

Margaret "Peggy" Sherrard Hamberry, M.D., M.P.H., of Homeland in Baltimore, Md., died of ovarian cancer Thursday, July 25, 2002, at the age of 78.

Dr. Sherrard, as she was known professionally, was the first woman to serve as Director of the Baltimore County Department of Health. She was also the first woman elected president of the Baltimore County Medical Association and the first woman elected to the Baltimore County Retirement Board.

She retired in 1994 as Baltimore County Health Officer and Director of the Baltimore County Department of Health.

Dr. Sherrard, who was born in Weston in 1923, graduated from Seton Hill College in 1945 and from University of Maryland Medical School in 1949. She did her internship and residency in surgery at Mercy Hospital (now Mercy Medical Center) in Baltimore. She earned a Masters of Public Health degree in 1964 from Johns Hopkins University School of Hygiene and Public Health. She was a member of the Delta Omega Alpha Chapter Honorary Public Health Society.

After a year in private practice from 1953 to 1954, she joined the Baltimore County Department of Health in 1954. During her 30-year career in public health, she served as Medical Director for Tuberculosis Control, Director of School Health, and Deputy Director and Acting Director of the Department of Health. She was appointed Health Officer in 1988 and served in that position until her retirement in 1994.

Early in her career, she planned and directed the massive public health polio immunization effort in public schools. As Director of School Health, she developed a widely praised partnership between the Department of Health and the Board of Education that has become a model program for public school health. As Health Officer, she initiated a program of school-based wellness centers staffed by nurse practitioners to provide more comprehensive school-based healthcare; today, there are 15 school-based wellness centers in Baltimore County schools.

Throughout her career in public health, she maintained a close, cooperative relationship with private physicians and county hospitals. She advocated public private partnerships to enhance healthcare services.

Dr. Sherrard was a member of the Baltimore County Medical Association and was elected president in 1960; she remained an active member of the association over the years and most recently served as historian and co-chair of a committee that published a history of the first 100 years of the association (1897-1997).

She was a member of the Cathedral of Mary Our Queen Roman Catholic Church and the Daughters of the American Revolution. She was interested in genealogy and once organized a reunion of relatives traced through her research.

Dr. Sherrard was married to Dr. Leonard Hamberry, a surgeon. They celebrated their 50th wedding anniversary May 31, 2002.

In addition to her husband, she is survived by two children, Elizabeth Sherrard Hamberry of Baltimore, Md., and David Hilary Hamberry of Annapolis, Md.; one grandchild, Kayla Hamberry, age 11; and a sister, Elizabeth Sherrard Jones of Weston.
