Richard M. Baker

1930-2006

Richard M. "Dick" Baker died peacefully on Jan. 2 at home at 75 years of age.

Dick was born in Oakland, Calif., on Oct. 14, 1930, and grew up in San Francisco. He was the son of Ernest Baker and Adele Cohen. After Adele passed away, Ernest married Pauline.

Dick was an ROTC cadet in high school. After high school, he served in the U.S. Army, gaining the rank of master sergeant in a field artillery regiment.

Dick and his first wife, Fran, were married in 1955. Moving to Salt Lake City, they adopted two children, Tim and Hilary. Fran passed away in March 1979 in Cheyenne. Dick continued raising his children alone through their college years. Throughout these times, Dick remained a devoted father to Hilary and the late Tim. He fell in love and married Rosalyn Wallach on May 21, 1989.

Dick graduated from Westminster College in Salt Lake City with a bachelor's degree in history and business and a minor in philosophy. He was active in student politics, serving as president of the student senate during his senior year and produced a musical comedy that was instrumental in promoting finances for the university.

He began his professional career in banking in Salt Lake City as a teller. His banking career took him to Denver, where he graduated from the American Institute of Banking and, ultimately, brought him to Cheyenne where he worked as vice president and senior trust office for Wyoming Bancorporation and First Wyoming Bank. Dick was one of the founding directors of the Southwest Wyoming Estate Planning Council and remained an active member for many years.

Dick founded Wyoming Student Loan Corporation in 1980 and served as its chief executive officer until his retirement in 1995. He continued to serve as the corporation's chairman of the board until 1998 and was an active board member until his death.

Raised in San Francisco, Mr. Baker became a first generation college graduate in his forties, long after he had established himself as a capable and talented banker. Using his experience and education, Dick researched and then proposed to Governor Ed Herschler the idea of a private, non-profit student loan secondary market for the State of Wyoming. Governor Herschler accepted the idea and Wyoming Student Loan Corporation opened in 1980. Since then, it has assisted more than 100,000 students in obtaining their dream of a college education with almost a billion dollars in student assistance and has brought more than $500,000 into the Wyoming economy.

Dick was a leader in the Cheyenne community in 1983. Among his many contributions were as past president of the Cheyenne Chamber of Commerce, life time director of the Salvation Army board of advisors, a founding director of Stride Learning Center, a founding director of what is now the Cheyenne Depot Museum in 1981, a member of the Cheyenne Rotary Club, a member of the Masonic Temple and a Shriner.

He ran for the Wyoming Legislature and the State House of Representatives and as an LCCC Trustee Board Member. His past years in retirement were devoted to mentoring his grandchildren, traveling, his computer and photographic equipment and cars. Three miniature Schnauzers kept him occupied on a daily routine. His 15th birthday was a family reunion on a Mexican cruise that included 27 family members this past October.

Dick is survived by his wife, Rosalyn; daughters, Hilary Isenhour of Bountiful, Utah, Eileen Plantz of Thornton, Colo., and Jacque Westover of Cheyenne; sons, Robert Georgio of Spokane, Wash., and Joseph Georgio of Cheyenne; a brother, Mikel Baker of Arcadia, Calif.; his mother, Pauline Baker of Arcadia; a sister, Barbara Cohen of Concord, Calif.; and 18 grandchildren.

He was preceded in death by his father and mother, Ernest and Adele; and two sons, Timothy Baker and Richard Georgio.

Viewing will be today at Schrader Funeral Home.

Funeral services will be 10 a.m. Friday at Schrader's.

Friends may contribute to the Richard M. "Dick" Baker Scholarship Foundation, c/o WSLC, 1401 Airport Parkway, Cheyenne, WY 82001; the Salvation Army; the Cheyenne Depot Museum; the Cheyenne Botanic Gardens; or a charitable organization of their choice.
