PENNINGTON, Carroll B., `Penny`, 75, of Dade City, died Monday, September 30, 2002 at home. A native of Speedwell, Virginia, he moved to this area in 1960. He was a retired truck driver and was an outside salesman for Scotty's. Survivors include his wife, Rose; two sons, Greg Pennington of Dade City and Kurt Pennington of Virginia; a daughter, Delores Trivitt of Parklow, Virginia; three sisters, Katheleen Crigger of Rural Retreat, Virginia, Edith Bateman of Charlottesville, Virginia and Adah Umberger of Wytheville, Virginia; and five grandchildren, including Brandon and Lindsey Pennington of Dade City. Born in Brainerd, Minn., she moved to Florida 50 years ago living in St. Petersburg before moving to Zephyrhills. She was a retired Display Director in Merchandising working in Webbs City where she won numerous awards and was also on the Board of Directors. She also worked as the store visual merchandise director for Belk-Lindsey of St. Petersburg, Largo and Tampa. CORNS, Jon St. Martin, a resident of Tampa, Fla. until June of this year, died September 17, 2002 at the home of his daughter, Marty, in Olympia, Wash. Born Jan. 10, 1921 in Gate City, Va., Jon graduated from Dobyns Bennett High School in Kingsport, Tenn. and attended the University of Virginia before joining the US Marine Corps. He served as a Hospitalman Chief during World War II in Guadalcanal, New Guinea and the Philippines, subsequently serving in the Naval Reserves until he retired. Jon and his family moved to the Tampa, Fla. area in 1958. He was a sales representative with a major paper supplier in Tampa and after retirement opened his own contracting business. Jon was predeceased by by his mother and father, Dr. Edwin M. Corns and Marie St. Martin Corns; and by his niece, Barbara C. Murro. Jon is survived by daughters, Jan Flowers of Tampa, Fla. and Marty Landeros of Olympia, Wash.; brother, Edwin M. Corns II and wife, Pearl Todd Corns of Venice, Fla.; sister, Martha M. HALL, Charles A., 68, of Pinellas Park, died Tuesday, October 1, 2002 at St. Joseph's Hospital, Tampa. Born in Witchita, Kansas, he came here in 1992 from Oak Ridge, Tenn. He retired in 1995 as President of the Specialty Components Division of Martin Marietta after 36 years. He was an advisor to the engineering departments for both the University of Tennessee and the University of South Florida, and also served on the first two launch teams for the space shuttle. After retirement from Martin Marietta, he operated his own consulting business, Dr. Charles H. Hall, Inc. He received his Bachelors Degree in Engineering and Management from the University of Denver, and his Masters and PHD in civil and environmental engineering from the University of Colorado. He also received his masters in Theology from Life Christian University in Tampa, and was working on his PHD in Theology. He was currently Chairman of Healthy Kids, a trustee of the Community Foundation of Tampa Bay, a member and consultant for ESCOT, and a member of the American Society of Engineering Management. He formerly served on the boards of the United Way of Pinellas County, the St. Anthony's Hospital Foundation, and the Pinellas County Education Foundation. He was an avid golfer and member of the Bayou Club and Black Diamond Ranch. He was a member of Pasadena Community Church and served as its Lay Leader. He pursued knowledge and supported knowledge. Survivors include his wife of 41 years, Bernie; a daughter, Melissa Sue Smith of Ogden, Utah; a son, Charles A. Rowden of Evanston, Wyo.; a brother, Larry M. Hall o f Tallahassee; six grandchildren; and 11 great-grandchildren. A Memorial Service will be 4:00 p.m., Saturday, October 5, 2002 at Pasadena Community Church, St. Petersburg. NEIBARGER, Donald Lee, passed away Monday morning, Sept. 30, 2002 at Excel Nursing Home, Tampa. Bron December 28, 1944 in Newark, Ohio, he was preceded in death by his father, Louis Neibarger. He is survived by his mother and stepfather, Elizabeth and Harold Dyer; half-sister and brother, Pam Montoya and Patrick Dyer; step-sister and brother, Connie Pearson and Steven Dyer, all of Tampa; uncle, Harvey Neibarger and family of Newark, Ohio; cousin, Rick Watson and family of Newark; many more relatives and good friends in Newark and several great friends and family in Tampa. Donald was a permanent resident of Tampa for 19 years and a veteran, serving in the Air Force during Vietnam and was employed by Hartline for 17 years. He retired from Hartline in 2001 due to cancer. RAMSEY, Sarah Moore, 84, of Tampa, Fla., now rests in peace with the Lord, as of Sunday, Sept. 29, 2002. Sarah, (or Sadie, as her father called her), daughter of Richard Lynn Moore and Annie Mae Wright Moore, was born in Mitchell, Ga. on Jan. 31, 1918 and moved to Tampa as a child. She attended Gorrie Elementary, Wilson Junior High, and Plant High School. On summer break from her studies at Florida State College for Women, where she was a member of Chi Omega sorority, she had her first date with Maynard Ramsey, who was home for the summer from the University of Florida's College of Law. There ensued many commutes for both of them, between Tallahassee and Gainesville, until she graduated from FSCW and moved back to Tampa. In 1939, she and Maynard married. Maynard enjoyed Sarah's love, support and joie de vivre for 62 years, while she also carried out her role as homemaker for her family. She relished life, adored the Lord and her family, and gave each of her three children the loving environment and special attention in which each could thrive. Her engaging sense of humor was imprinted on each of them and was much appreciated by her many friends as well. She was a faithful memb er of Hyde Park United Methodist Church, with time out to be a charter member of Palma Ceia Methodist Church for several years. Sarah was a Cub Scout Den Mother, a Brownie and Girl Scout Leader, and Sunday school teacher. She was a member of the Junior League of Tampa and hosted a group of young women known as `The Tasters`, inviting them to `taste and see that the Lord is good.` She leaves behind her loving husband, Maynard, daughter Carol Ramsey Turpin and husband Fred of Tampa, son Dr. Maynard Ramsey III and wife Lynn of Tampa, son Richard W. Ramsey and wife M'Lisse of West Palm Beach, sister Marjorie Moore Chunn Cochran and a sister-in law Isabelle Ramsey Bregler, both of Tampa; grandchildren Lynn Turpin, Frederick Turpin, Jr. and wife Sarah, Rosemary Ramsey, Melinda Ramsey, Rebecca Ra msey, Leeann Ramsey, and step-grandson Saul Dolgin, two great-grandchildren, Ellen and John Ramsey Turpin, and many beloved nieces and nephews. RIGGS, Carl Daniel, PhD., 81, a long time resident of Tampa died on September 29, 2002. Dr. Riggs moved with his family to Tampa in August 1971, as the Academic Vice President of the University of South Florida. During his 31-year residence in Tampa, he held numerous administrative positions at USF and served on the Board of Directors of a number of community and academic organizations. Dr. Riggs received his undergraduate and graduate degrees from the University of Michigan. He spent the next 25 years in various teaching and administrative positions at the University of Oklahoma and was elected to Phi Beta Kappa. During his tenure at OU, he established the University of Oklahoma Biological Station on Lake Texoma. He is survived by his wife of 50 years, Patricia Bynum Riggs; daughter, Margaret Riggs Johnson and her husband Dana Johnson of Oklahoma City; son, Jeff Riggs and his wife Stacey Riggs of Tampa; and son, Dan Riggs and his wile Debbie of Tampa. He has four grandchildren, Clare Johnson, Sophia Johnson, Sarah Riggs, and Travis Riggs. His daughter, Catherine Elinor Riggs, preceded Dr. Riggs in death. A memorial service will be held at 10 a.m. October 12, 2002 in the Marsha ll Center Ballroom on the campus of the University of South Florida. RODRIGUEZ, Roberto, 38, passed away peacefully on September 30, 2002. Roberto is survived by his parents, Fidel and Rachel Rodriguez; his brother, Oscar Rodriguez; grandmother, Oliva Lanza and grandfather, Frank Lanza; uncles, Frank Lanza, Jr., and Evelio Alvarez, cousin, Frank J. Rodriguez. Roberto's life was short, but he proved to be an excellent worker by overcoming personal challenges. He was a devoted son and brother and will be missed each day, but we will have the comfort knowing that he resides with the Lord always within our hands.
