Carl Edward Napier was firefighter, police officer
Carl Edward Napier spent some 40 years working for Covington - first as a firefighter, then as a police officer and finally in the city's impoundment lot.
"He was one of the most down-to-earth persons you'd ever want to work with," said Detective Marty Epperson, who is president of Covington Fraternal Order of Police Lodge No. 1, of which Mr. Napier was a member. "He told you how it was."
Mr. Napier, 67, of Independence, died Friday at his home.
He worked five years in the Covington Fire Department, then served 22 years in the police department.
He rose to the rank of lieutenant, and was in charge of the police equipment room.
He loved to share his stories of the street and his beloved mini-farm in Independence with one and all, said his nephew, Jeff Eldridge, also a Cov-
ington police officer.
"His nickname was "Country Carl,' " said Eldridge, who joined the department at his uncle's urging. "He was just a country kind of guy."
Although he retired from the police force in 1984, Mr. Napier still worked for the city.
He had just trained his replacement at the impoundment lot and planned to cut back to part-time work, said Detective Epperson.
He will be missed, but not forgotten, she said.
"There are so many Country Carl stories," she said.
"Everybody has one."
Mr. Napier also was an Army veteran.
A son, Gary Wayne Napier, died in 1956.
Survivors include his wife, Pauline Boggs Napier; sons, Keith Edward Napier of Millstone and Terry Wayne Napier of Independence; and daughters, Gail S. Burkhouse of Petersburg and Regina Ann Napier of Independence.

County transportation director loved to work
Walter K. Deller supervised core drillings for dams on Lake Cumberland when he was a civil engineer for the U.S. Army Corps of Engineers in the 1940s.
Mr. Deller also was a retired director of transportation for Campbell County.
"In all his life he never had a job he didn't like," said his wife, Ann Deuschle Deller. "He worked until he was 77 years old and he absolutely loved it."
Mr. Deller, 86, of Alexandria, died Thursday at Highlands of Ft. Thomas Nursing Home.
When he began his job with Campbell County in 1959, Mr. Deller couldn't keep up with the men or trucks in the road department, so he had radios installed in the vehicles. He also had the trucks painted orange. The county still uses orange trucks, his wife said.
Mr. Deller retired in 1987.
"He was the first licensed engineer that the county hired," his wife said.
Mrs. Deller also said her husband was a great father and husband.
"He was a good person," Mrs. Deller said. "He was just a gentle, honorable man."
Other survivors include his daughters, Kay Deller of Park Hills and Kori Deller of Ft. Thomas; a son, Kim Deller of Crescent Springs; stepdaughters, Genevieve Conroy of Pompano Beach, Fla., Jennifer Loos of Stavanger, Norway, and Celeste Keeney of Cincinnati; nine grandchildren and two great-grandchildren.
