Mr. William Watkins Sr.

Mr. William Frederick Watkins Sr., 83, of Frederick, died on Tuesday, January 30, 2007, at the Kline Hospice House, Mount Airy.

He was the husband of June B. Miller Watkins.

Born May 21, 1923, in New Market, he was a son of the late Clifford and Edna Watkins.

Mr. Watkins graduated from Frederick High School and served in the United States Navy during World War II.

He was employed as a carpenter for many years with Floyd Culler Contracting, Frederick, and later enjoyed working around the local area with home projects for area friends and family. He was a masterful carpenter and loved woodworking. Mr. Watkins was a devoted father and grandfather and loved spending time with his family.

Besides his wife, he is survived by four children, William F. Watkins Jr. and wife Beverly of Myersville, Teresa Palmer and husband John of Middletown, David Watkins and wife Vanessa of New Market and Steven Watkins and wife Sherryl of Myersville; three step-children, Russell Oates and wife Becky of Martinsburg, W.Va., Cindy Barbee and husband Chip of Purcelville, Va., and David Oates and wife Wanda of Yellow Springs, Va.; grandchildren, Nicole Fitzpatrick and husband Dan, William F. Watkins III, Susan Palmer, Jeff Palmer and wife Marlene, Robby Oland, Zach Watkins, Lindsey Kindred and husband Ben, Kyle Watkins, Jacob Watkins, Heather Keyser, Cara Oates and Austin Oates; one great-grandchild, Auric Kindred; and a number of step-great-grandchildren, nieces and nephews. He will also be remembered by cousins, Bill Browning and Tom Browning; and special friends and neighbors, Bill and Barbara Grimes.

In addition to his parents, Mr. Watkins was preceded in death in 1976 by his wife of 30 years, Betty Elaine Spalding Watkins; as well as four siblings, Clifford Watkins Jr., Charles Watkins, Paul Watkins and Charlotte Zimmerman.

The family will receive friends from 6 to 9 p.m. Friday, Feb. 2, at the Keeney and Basford Funeral Home, 106 E. Church St., Frederick. Funeral services will be held at 11 a.m. Saturday, Feb. 3, from the Faith Reformed Presbyterian Church, 8158 Yellow Springs Road, Frederick. Pastor John F. Armstrong Jr. will officiate. Private interment will be at the Providence cemetery, Kemptown.

In lieu of flowers, the family requests memorial donations to the Kline Hospice House, P.O. Box 1799, Frederick, MD 21702-1799.

Mrs. Ruth Allen

Mrs. Ruth K. Allen, 86, of Terra Alta, W.Va., died Tuesday, January 30, 2007, at Frederick Memorial Hospital. She was the wife of the late Dr. Thomas J. Allen.

Born December 23, 1920, in Roanoke, Va., she was the daughter of the late Morton Jackson and Hattie Neighbors Logwood.

Mrs. Allen was a member of the Terra Alta United Methodist Church and was a past member of the Calvary United Methodist Church, where she taught 5th grade Sunday School for many years. Mrs. Allen was a graduate of Strayer Business College before serving her country as a Yeoman in the U.S. Navy. She went to boot camp at Hunters College, Yeoman School, Oklahoma A&M; and transferred to Fort Detrick, Frederick, working as a secretary to civilian scientist in a top secret facility at Detrick. She was discharged after World War II in 1946. In earlier years she was a volunteer at Scott Key Center and then taught there from 1976 until 1985. She retired from Frederick to Alpine Lake, W.Va. She was a past member of the Greenwall Garden Club and a member of the Red Hats Society. Mrs. Allen enjoyed gardening, fishing, painting, playing cards and, her favorite, playing scrabble.

She is survived by her daughter, Cathy A. Gordon and husband Glenn D. of Frederick; her son, Timothy J. Allen of Cumberland; four grandchildren, Gregory D. Gordon, Emily G. Gordon, Jeremy J. Allen and Thomas K. Allen; and a great-granddaughter, Nevaeh Allen.

She was preceded in death by three brothers, Clarence, Edwin and Glen Logwood; and a sister, Eunice Duke.

She was the last of her immediate family.

She will also be missed by her many friends at Alpine Lake.

The family will receive friends at the Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick, on Friday, Feb. 2, from 2 to 4 and 7 to 9 p.m. Services will be held Saturday, Feb. 3. at 11 a.m. from the Frederick Church of the Brethren, 201 Fairview Ave., Frederick, with the Rev. Paul Munday and the Rev. Michael Watson officiating. Interment will be in Mount Olivet cemetery.

In lieu of flowers, contributions may be made to the Scott Key Center, Attention Kala Malick, 1050 Rocky Springs Road, Frederick, MD 21702.

Dr. T. Donald Rucker

Dr. T. Donald Rucker, 81, the self-proclaimed "impresario" of the Buckingham's Choice retirement community in Adamstown, died suddenly at home on Sunday, January 28, 2007, just hours after presiding over a string trio concert.

The dedication and devotion with which he applied himself in arranging such concerts more than 130 programs since he inaugurated the B.C. Music Series shortly after moving there in 1999 was exhibited with similar enthusiasm, thoughtfulness and attention to detail in his professional career as a visionary health economist who nurtured the Medicare program in its infancy.

While serving from 1965-1972 in the Social Security Administration, Department of Health, Education and Welfare, he served on the HEW Task Force on Prescription Drugs. Many of the group's recommendations served as the foundation for the next three decades of public policy debates about federal prescription drug programs. An outpatient drug benefit under Medicare took effect in 2006.

Following academic appointments from 1972-1999 at the Ohio State University, University of Illinois at Chicago, and the University of Michigan, he retired happily at Buckingham's Choice, a location that afforded him and his wife of 49 years, Marion, easy access to his daughter Lee Rucker Keiser, son-in-law Matthew Keiser, and granddaughter Lindsay in Bethesda. On Jan. 28, he had been at their home for a luncheon for his granddaughter's upcoming sixth birthday, and then returned to Adamstown for what proved to be his final role as impresario.

Rucker, a Pittsburgh, Pa., native, grew up in Steubenville and graduated in 1947 from Miami University of Ohio, where he managed the football team. He earned a master's degree from the Ohio State University, and a doctorate in economics from Syracuse University.

A memorial service will be held at 2 p.m. Feb. 9 at Buckingham's Choice, 3200 Baker Circle, Adamstown.

In lieu of flowers, memorial contributions in his name may be made to Hood College Music Department; Chevy Chase Concerts, c/o The Chevy Chase Presbyterian Church, One Chevy Chase Circle, Washington, DC 20015; or the Friday Morning Music Club of Washington, DC.

Mrs. Doris Fogle

Mrs. Doris M. Fogle, 76, of Frederick, passed over on January 29, 2007, at Golden Living Nursing Home, Frederick, after a seven-month battle with cancer.

She was the wife of Clarence M. Fogle, whom she married on July 3, 1948.

Born Sept. 9, 1930, in Jefferson, she was the daughter of the late Lewis W. and Ella M. Thrasher Brown.

She graduated from Frederick High School, class of 1947. Doris worked at Frederick Tailoring and Muse Tailoring Co. as a seamstress. After her children were grown, she worked as a cook and server in the Frederick County Public Schools. She retired from FCPS in 1994, after more than 35 years of service.

In addition to her husband, she is survived by three children, JoAnne Orye, Michael L. Fogle and Christine Linn Rose; two grandchildren, Peggy Dawn Orye and Jara Dee Orye; and three great-grandchildren, Gavin, Donovan and Shelby.

She was preceded in death by a brother, Lewis W. Brown Jr.; and a sister, Mary Ruth Brown Buckner.

Funeral services will take place Thursday, Feb. 1, at 11 a.m. at the Chapel Mausoleum of Resthaven Memorial Gardens, 9501 U.S. Route 15 North, Frederick, where Interment will follow at Clustered Spires cemetery.

Floral tributes are welcome and may be delivered to the Chapel Mausoleum at the above address.

Arrangements are by Resthaven Funeral Services, Skkot Cody P.A. in Frederick.

Mr. Joseph Kirby Jr.

Mr. Joseph Henry Kirby Jr., 80, of Frederick, died Tuesday, January 30, 2007, at the Frederick Memorial Hospital.

Born in Forest Glen on January 20, 1927, he was a son of the late Joseph Henry and Ruth Gaither Kirby.

He was the beloved husband and father to wife Patricia, daughter Julie McGinniss and husband Tom and son Joseph III; precious grandfather of Patrick J.D. and Josh Riley; and great-granddaughter Ariana. He was the beloved brother of Parker and Jim and sister Elizabeth Musgrove.

Joe was predeceased by a brother, Edward; and a sister, Virginia Wilson.

Joe loved God and was grateful for his church family and their faithful prayers and the prayers and concern of his friends and neighbors.

Joe was an Army veteran, serving in Italy during the Occupation after World War II. After his discharge in March 1948, Joe worked as a retail clerk in Rockville for several years until he joined the federal government at NIH in Bethesda, where he was employed until retirement in 1987.

Joe's passion was tennis, which he enjoyed at Crestwood Village from the time he retired until October 2005.

He will always be remembered as an honest, dependable man with a good sense of humor and love for his family.

Funeral services will be held at 11 a.m. Saturday, Feb. 3, from the Frederick Church of the Nazarene, with Pastor Robert P. Merki officiating. Interment will be in Mount Olivet cemetery, Frederick.

Arrangements are by Keeney and Basford Funeral Home, 106 E. Church St., Frederick. Online condolences may be shared with the family at www.keeneybasford.com.

Mrs. Margaret Madison

Mrs. Margaret Mary Madison, 80, formerly of the Bronx, N.Y., and recently of Country Meadows, died Wednesday, January 31, 2007, at Frederick Memorial Hospital.

She was the wife of Richard Stephen Madison, who died October 1959.

Born August 19, 1926, in New York, she was a daughter of the late Salvatore and Anna Rizzo Pitino.

Mrs. Madison had been employed as a telephone operator for the city of New York and New York University.

Surviving are two children, Elaine Torner and husband Goran of Hopewell Junction, N.Y., and Janet Cugini and husband John of Jefferson; four grandchildren, Richard Cugini, Paul Cugini, Marie Bell and Jennifer Torner; four great-grandchildren, Christian, Caroline, Emma and Lily Cugini; a sister, Millie Lewchuk of New Jersey; and a brother, Joseph Pitino of New York.

Mrs. Madison is at the Robert E. Dailey and Son Funeral Homes, P.A., 1201 N. Market St., Frederick, where the family will receive friends from 3 to 5 and 7 to 9 p.m. Friday, Feb. 2.

A Mass of Christian Burial will be celebrated at 1 p.m. Saturday, Feb. 3, at St. Joseph's on Carrollton Manor Roman Catholic Church, 5843 Manor Woods Road, Buckeystown, with the Rev. Father Lawrence Frazier as celebrant.

Graveside services and interment will be held at 1 p.m. Monday, Feb. 5, at the Calvary cemetery, Laurel Hill Rd., Queens, N.Y.

The family requests that memorial donations be made in memory of Mrs. Madison to the Parkinson's Disease Foundation, 1359 Broadway, Suite 1509, New York, NY 10018.

Mr. Richard Moore

Mr. Richard Meredith Moore, of Parkville, died Tuesday, January 30, 2007.

He was the beloved husband of Dixie Woernle Moore; devoted father of Regina L. of Parkville, Larry E., Richard M. Jr.; and brother of Eleanora Russell and Frances Schwinn, both of Brunswick, Minnie Hogan of Coralville, Iowa, Aileen Williams of Naples, Fla., Maurice Moore of Martinsburg, W.Va., George "Bill" Moore of West Virginia, Thomas Moore of Brunswick and the late Ernestine Murphy, Mary, James and Paul Moore; six grandchildren; two great-grandchildren; and nieces and nephews.

Family and friends will honor Richard's life at the family owned Evans Funeral Chapel and Cremation Services, Parkville, 8800 Harford Rd., on Thursday from 7 to 9 p.m. and Friday from 3 to 5 and 7 to 9 p.m. where funeral services will be held Saturday at 11 a.m. Interment will be in Moreland Memorial Park.

Memorial donations can be made in Richard's name to the American Heart Diabetes Association.

Mr. Leonard Murphy

Mr. Leonard Trout "Pat" Murphy passed away peacefully at home Friday, January 26, 2007.

Pat was born to parents Baxter and Norma Murphy on January 22, 1917, in Walkersville. He attended Walkersville High School, Maryland School of Accounting and Mount Vernon School of Law., where he graduated with the class of 1933. He was a U.S. Army veteran of World War II and served with the Finance Corp from 1943 to 1945. His military record includes the Europe, Africa and Middle East citations. He was soon employed by the American Cyanamid Company, a major pharmaceuticals corporation employing 35, 000 employees and retired as the treasurer of the company.

After retirement in 1978, he and his wife, Dorothy, moved to Ormond Beach, Fla., where he enjoyed playing golf with friends and volunteering for many community organizations. Pat was a member of the Kiwanis Club of Ormond Beach and served as a past president and treasurer for the club as well as chairman of the finance committee. He was also a former member of the Keystone Club, past vice president of the United Way and a board member of its board of directors and executive committee. He is a former member of the board of directors of the United Way Endowment Fund and served two years as chairman of the board of counselors of Bethune Cookman College.

A member of St. Brendan Catholic Church, he had served as chairman of the parish council and lector. Additionally, he served as a Salvation Army bell ringer. In 1984, he received the Citizen of the Year Award from the Ormond Beach Chamber of Commerce and in the same year he received the Humanitarian of the Year Award from the Keystone Club of Memorial Hospital.

Pat was preceded in death by his wife, Dorothy, and their son, Michael Robert Murphy. He was also predeceased by two sisters, Stella Stoker of Cambridge and Catherine Snider of Frederick.

He is survived by two brothers, Lloyd Murphy of Jefferson and Bernard Murphy of Frederick; grandchildren, Shelby Cripps and husband Craig of Katy, Texas, and Michael J. Murphy of Marlin, Texas; daughter-in-law, Charlotte Murphy; and great-grandchildren, Cody and Chloe Cripps.

The family would like to offer our deepest appreciation for all the love and care offered to Pat by Alice Parker as his continuous caretaker for the past four years.
