Dr. Peter Garvin, dentistry leader

Dr. Peter Garvin of Springfield Township, founder of Cincinnati Dental Services, died Thursday. He was 73.

A native of Cincinnati, Dr. Garvin attended the University of Cincinnati, where he played on the football team with three of his brothers. He also attended Ohio Wesleyan University and received his D.M.D. degree from the University of Louisville School of Dentistry.

Dr. Garvin served in the U.S. Naval Air Corps from 1943-45. After graduating from dental school in 1950, Dr. Garvin began practicing dentistry in Cincinnati.

An advocate for patient rights, he wrote a nationally syndicated newspaper column on dentistry for General Features Corporation. He founded Cincinnati Dental Services in 1968 to help deliver improved dental care to thousands of residents in the Cincinnati area. The practice quickly became a leading facility of its type in the United States.

Dr. Garvin was appointed by the governor to the Ohio State Dental Board from 1965-74, where he served as president and secretary.

He was appointed to the library board by the Judges of the Common Pleas Court in October 1972. During his 26-year tenure on that board, Dr. Garvin served as president, vice-president, secretary and on various committees.

Dr. Garvin was a member of the City Planning Commission from 1965-68; president and treasurer of the Hamilton County Republican Party from 1970-82; past owner and president of Harmeyer and Brand Dental Supply Co.; and past owner and president of Specialized Services and Supply, a nationwide cataloging firm serving school libraries.

Survivors include his wife, Madeline; a son, Peter Garvin II; daughters, Rebecca Garvin, Kathy Garvin Thompson, Madeline Garvin, Julie Garvin White, Emily Garvin Cook and Maryann Garvin Blackburn; and 13 grandchildren.

Mass of Christian burial will be at 10:30 a.m. Monday at Little Flower Church, 5560 Kirby Ave., Mt. Airy. Visitation will be from 2 to 6 p.m. Sunday at Hodapp Funeral Home, 6041 Hamilton Ave., North College Hill. Burial will be in Spring Grove Cemetery, Cincinnati.

Sister Francine Nason, educator

Sister Francine Nason, 81, formerly of Cincinnati and a member of the Sisters of St. Joseph of Medaille, died Thursday in New Orleans.

Sister Francine was the first principal of McNicholas High School in 1950 and held that position until 1966. While at McNicholas in Mount Washington, she was responsible for an increase in enrollment and the establishment of an athletic program as well as other extra-curricular activities.

She attended St. Joseph Academy in Mount Washington and Loyola University of New Orleans, receiving a master's of art in theology from Catholic University of America.

While in retirement, she helped establish the New Orleans Archives.

Survivors include a sister, Francine Greenhalgh of Holland, Mich.

Burial will be in New Orleans. Memorials are suggested to Sisters of St. Joseph Development Office, 1821 Summit Road No. 207, Cincinnati, Ohio 45237. T. P. White and Sons Funeral Home, Cincinnati, is handling local arrangements.

Estelle Brown Berman, force on city planning commission

Estelle Brown Berman was so intent on improving the city's zoning laws that she would take the zoning code to bed with her in the early 1960s. In 1963, an official introduced her at a meeting as "the Mrs. Grassroots" of city planning.

And that was 10 years before she joined the Cincinnati Planning Commission - a full 11 years before she became the first female head of the commission, helping turn it into a force to be dealt with, much like she herself was.

In between, she served as president of the Ohio League of Women Voters from 1964-66 and helped form community groups elsewhere in the city - like the North Avondale Neighborhood Association she helped found earlier - so others could have a voice in the city's zoning laws.

Mrs. Berman died Saturday after a 2 1/2-year fight with cancer. She was 72.

She was the first - and probably will be the last - member of the volunteer planning commission to have a permanent desk at City Hall that she visited every day. In 1975, as chairwoman of the commission, she estimated she worked on planning 50 hours a week.

"She was someone who was just absolutely committed to the city of Cincinnati," said Mayor Roxanne Qualls, who last month presented Ms. Berman a key to the city. "So much so that she actually had a desk in the planning department. She was around City Hall as if she was an employee."

"The concern was that zoning laws were very lax and you could do whatever you wanted to do with them," said Ms. Berman's husband of 52 years, Dr. Jerry Berman, explaining her interest in zoning.

A pet project - and perhaps the city accomplishment that made her most proud - was creation of city laws dictating proper procedures for building on hillsides. Before that, developers were building homes on slopes without conducting geotechnical studies or using sufficient anchoring procedures.

Each step toward those laws was "a battle royale," Dr. Berman said. "All she wanted was to protect the people who were buying the things."

"I feel passionately about the quality of our hillsides," she said in 1988 after being replaced on the panel. "There are things other than just selling parcels of land involved. Planning is necessary to understand the development of the hillsides."

But that attitude about the hillsides, and her push for approval of parts of Fourth, Court and Main streets as official historic districts downtown, led then-Mayor Charles Luken to appoint someone else when her third, five-year commission term ended in 1988. He chose her replacement from a list provided by the Cincinnati Board of Realtors.

"After 15 years of service to the city, I get a one-line token from the mayor, which wasn't even signed by him, and was sent to the wrong ZIP code," an irked Mrs. Berman said at the time.

But she once had joked: "I don't need love at City Hall. I get my loving at home."

The city later created the "Estelle Berman Annual Award" in recognition of the many young women she had inspired to become involved in city planning and urban issues. The Post named her one of a dozen women influencing the Queen City.

And until last month, she was chairwoman of the Riverfront Advisory Council, which she helped found in 1975. She also helped develop the Cincinnati 2000 Downtown Development Plan - always with an eye for public input.

Before becoming the state league's president, Mrs. Berman was first vice president of the League of Women Voters of the Cincinnati Area.

She also had served on the Housing League's advisory board, was a past president of the Ohio State Alumnae, president of the North Avondale Neighborhood Association, president of University of Cincinnati's Hillel B'rith Foundation Advisory Board, and legislative chairwoman of the Council of Jewish Women. She served on many boards, including the Cincinnati Commission on the Arts and Housing Opportunities Made Equal. She also managed three successful City Council campaigns.

Also surviving are a son, Arthur E. Berman of Sugar Land, Texas, and four grandchildren.

Services were scheduled for 10 a.m. today in the Mausoleum Chapel at Spring Grove Cemetery. Friends may call on the family 5-7 p.m. at their home. Memorial contributions may be made to the donor's choice.
