John Gravitt, saved millions for taxpayers

John G. "Jack" Gravitt, the first modern American whistleblower, died Friday from complications of diabetes.. He was 61.

His determination led to the reduction of such waste as $300 coffee pots and $400 hammers for the military - resulting in the savings of millions of taxpayer dollars.

Gravitt blew the whistle on General Electric Aircraft Engines in 1983 over the overbilling of government contracts. He found that GE routinely billed the government for time spent on contracts for commercial customers.

GE laid off Gravitt in 1984 when he first took his concerns over the contracts to management, so he sued GE on the government's behalf under a law dating back to the Civil War, the 1863 False Claims Act that President Abraham Lincoln had signed to fight Civil War profiteering.

Gravitt and three other whistleblowers ultimately won $3.5 million for the government and shared $770,000 among themselves.

James B. Helmer, the attorney who represented Gravitt and his partner in his efforts, described him as "unique ... in the stance he took.

"He ended up testifying before the U.S. Senate and the House on changing the law, and they adopted every one of his suggestions," Helmer said.

"It shows how a private citizen can really have an impact," he said.

A civilian hero, Gravitt earned military honors in the Vietnam War, where he was awarded Purple Heart serving as a Marine sergeant during an 18-month tour of duty.

After Vietnam, he trained as a machinist and joined GE in 1980. After his layoff, he went to work at Ford Motor Co., retiring in 1991.

He leaves his wife, Marlene; two daughters, Shannon Gravitt and Kathryn V. Gravitt, both of Mount Healthy; a stepson, Sean Bandy, of Florence, Ky.; four brothers, James Holcomb, of Mount Healthy, Thomas and Timothy Holcomb, both of Columbia-Tusculum and Robert Holcomb, of Colorado; and three grandchildren.
